Monitored Exchange Obligations

The Child Visitation and Exchange Center is a program of the Sexual Assault and Domestic Violence Center Inc. and was established solely to promote the safety and welfare of children, parents and program staff during supervised visitation and monitored exchanges.

Services Provided: Wednesday – 2 pm to 8 pm

Friday _ 4 pm to 7 pm

Sunday _ 12 pm to 6 pm

All other hours by appointment only

OBLIGATIONS:

1.  Parties must arrive punctually at the arranged times for the start and end of the monitored exchanges.

2.  All Residential participants will enter and exit through the south entrance of Corporate Square, 335 N. Washington, take the elevator up to the 2nd floor and go left off the elevator to suite 240A. (Park in the south parking lot off of Washington.)

3.  All Non-Residential participants will enter and exit through the west basement entrance off of 4th street and go to the second door on your right side down the hall, suite 10. (Park in the west parking lot off of 4th street.)

4.  CVEC should be notified at least 24 hours in advance if an exchange needs to be cancelled, or as soon as possible. If no call is made to the center or emergency cell phone, a full payment will be charged to the client. Unavoidable emergencies will be dealt with on an individual basis.

5.  In the event that the Child Visitation and Exchange Center must be closed due to weather or an unforeseen emergency, the Center Staff will attempt to contact all clients that would be using the service that day and will post a note at each entrance regarding the cancellation. All cancelled exchanges by the Center will be made up as soon as possible.

6.  No participant in the Monitored Exchange Program may follow or harass another party before or after a monitored exchange. Residential clients should only enter and exit the south parking lot from Washington Street and Non-Residential clients should only enter and exit the west parking lot from 4th street.

7.  Weapons or dangerous implements of any kind may not be brought to the Center at any time.

8.  Participants in the Monitored Exchange Program will not use illegal substances or alcohol before a monitored exchange. Suspicion of intoxication will result in termination of the scheduled exchange.

9.  No adult may physically discipline or threaten a child at the Center.

10.  No participant in the program will make negative comments to the child about the other parent or their family members. Neither parent will probe the child for information about the other parent’s activities or living situations.

11.  Confidential written records of observations during monitored exchanges will be maintained and reports submitted to the court or your attorney as requested.

12.  Participants and/or the court prior to the first scheduled monitored exchange will determine responsibility of payment of fees.

13.  CVEC reserves the right to end any exchange if the child(ren) show signs of discomfort.

14.  Participants will provide to CVEC any copies of current court orders including, but not limited to: restraining orders, no contact orders and protection from abuse orders. These will be kept in the client’s confidential file. It is the responsibility of the client to provide any/all undated order to CVEC, as they occur. A Judge must sign the orders.

15.  No adult shall ask a child or observer to deliver support payments, verbal messages, legal documents, or other documents to the other parent. CVEC staff will facilitate communication between clients concerning service provisions. Any concerns related to the other parent should be directed to your attorney.

16.  The staff will periodically visit with the children as to their well-being. The information learned during these meetings will be documented and placed in the file available to the court and attorneys upon request.

17.  Both parties involved in the monitored exchanges shall remain visually and physically separate before, during and after the exchange.

18.  All clients will sign a permission to photograph form during the intake process. The child(ren) picture will also be taken for identification purposes.

19.  All adult clients will allow their drivers license to be photo copied at the intake. The client’s most recent paycheck stub also will need to be photocopied at the intake if a sliding scale is to be used for fees.

20.  Responsibility for the care of the child(ren) and their belongings, subject to any contrary order, rests with the parent and not CVEC.

21.  Identifying information such as where a parent lives, works or goes to school shall be kept confidential and not released to any other party, unless required by a written court order.

22.  There will be no disputing as to time and dates of exchanges. If you cannot agree on a time that we have available, we will postpone all exchanges until such time that the Court decides for you.

23.  If you have been referred by Mediation, clients must provide a copy of the agreement to CVEC.

24.  CVEC will assist law enforcement in any investigation in relation to criminal acts that occur during the monitored exchange process or on our property.

25.  Any person with disabilities will not be discriminated against and CVEC staff will assist the client with all potential challenges that may occur during the intake process or exchanges.

26.  Only the designated party on the court order may pick up the child from the CVEC unless prior approval has been obtained from CVEC staff.
