Chief Executive Officer Pinpoint Cambridgeshire

Hours: 28 hours per week (flexible working is negotiable)

Annual salary: £30,011 - 35,894pa pro rata based on a 37 hour week

Responsible to: Pinpoint trustee board

Responsible for: Pinpoint staff team, freelance workers and volunteers

We are looking for a new CEO who shares our passion for engaging and empowering parents and carers of children and young people with additional needs and will continue to deliver results for all our stakeholders. Pinpoint is the Parent Carer Involvement Forum for Cambridgeshire, and was set up in 2008 ‘for parents, by parents’ with children with Special Educational Needs and Disabilities (SEND) or any additional needs. Pinpoint became a Charitable Incorporated Organisation in 2014 and appointed the current CEO who, having been with us since 2008 in other roles, will be leaving in the autumn. We have developed a Strategic Plan over the last year and are looking to appoint a new CEO to lead the organisation and deliver our ambitious developmental goals which, given the current financial climate, will require innovative solutions, and working with the trustees and staff, raising some additional funds. We believe that achieving the best possible outcomes for all those with additional needs is best done through ‘co-production’ – commissioners and providers working together with parents as equal partners in all services and support. Around 60% of our £115,000 annual budget comes from a contract with Cambridgeshire County Council to provide parent participation and the Local Area has just received a largely positive OFSTED / CQC review on the implementation of the 2014 SEND Reforms.

Key responsibilities:

Strategic Lead

·  To play the leading role in delivering Pinpoint’s Vision and Mission: assuring that parents are empowered to support their children to thrive, whatever their needs and that services work with parents as equal partners in commissioning and in providing services for children and young people with additional needs.

·  To work with the Trustee Board to lead the delivery of Pinpoint’s Goals and to undertake key tasks related to their delivery e.g. forward planning, budgeting etc. This will include providing support and information to the board through regular reports and briefings.

·  To work with trustees and stakeholders to identify challenges and opportunities for growth and incorporate these into strategic and operating plans.

·  To represent Pinpoint at relevant external meetings and partnerships at both local, regional and national level and advocate for co-production of commissioning, planning and delivery of services.

·  To engage with key stakeholders and partners and be the voice of parents and carers, ensuring involvement, co-production, participation and representation.

·  To take the lead in the sustainability of the organisation through secure financial stewardship, fundraising and strategic planning.

·  To identify and apply for funding opportunities for sustaining and developing the organisation and lead all activity related to progressing these.

·  To support the trustee board to provide effective governance, ensuring policies, procedures and standards are maintained

·  To maintain a proactive relationship with the Chair and Trustee Board, providing ongoing strategic, financial and operational support and guidance to ensure optimum effectiveness in advocacy and the delivery of activities.

Parental Engagement

·  To oversee parent participation programmes, supporting parents to be knowledgeable about issues that impact on them, enabling them to actively participate and work as equal partners in service commissioning, development, planning and evaluation, and to be able to effectively represent the parent voice in a range of different settings (strategic meetings, commissioning, recruitment panels and events etc.)

Profile & Good Practice

·  To ensure that the profile of parent/carer voices and involvement is raised at every opportunity and that examples of good practice are shared with the widest possible audience

·  To ensure that the profile of Pinpoint is increased with parents, partners, funders and potential funders and with the public

·  To keep abreast of legislative and policy changes in parent/carer involvement, SEND, safeguarding practice for children and vulnerable adults and any other developments which affect children with additional needs and their families.

·  To ensure data protection and strict adherence to all legal requirements.

Finance

·  To ensure that Pinpoint is using best practice in financial management, including setting and reviewing budgets, preparing management accounts and ensuring charity accounts are audited.

·  To work with the trustees to identify fund-raising targets within the strategic plan, and in delivering fund-raising activities to fulfil these strategic ambitions.

Service Delivery

·  To oversee the delivery of contracts, projects and grants, and the management of Pinpoint activities and staff, including attending contract meetings and providing activity reports for commissioners, funders and relevant strategic groups.

·  To be responsible for leading, developing and overseeing the delivery of a range of activities and services. This includes formulating work plans for contractual delivery as well as identifying new areas for delivery and working with trustees to incorporate these into future strategic plans

·  To deliver some parent participation activities alongside the operational team.

Information Provision

·  To ensure that the organisation facilitates a range of opportunities which enable relevant information to be shared with parents.

·  To provide pathways for parents receive information from service providers, and to give them feedback, wherever possible through co-production of the services and support, and to ensure parents are well informed about their rights and responsibilities.

·  To develop and manage Pinpoint’s IT infrastructure and communications strategy.

People and Operational Management

·  To lead a small team of staff and volunteers, ensuring good team working and cohesion.

·  To manage employed staff, freelance workers and volunteers to deliver aspects of the Pinpoint services, ensuring supervision and appraisals are conducted in a timely manner.

·  To manage the recruitment of new staff and lead measures to increase numbers of active volunteers.

·  To oversee day-to-day financial processes within the budget limitations established and production and analysis of financial reports.

·  To have a good working knowledge of Microsoft Office Word, Excel, Powerpoint and Outlook.

·  The post holder will be committed to safeguarding the welfare of children, young people and vulnerable adults.

Other

·  The position will be based in St. Ives, Cambridgeshire.

·  It is expected that the post-holder will need to travel around Cambridgeshire in order to fulfil the duties effectively and will require a full, clean driving licence with regular access to a vehicle, insured for business use.

·  There is a requirement sometimes to work out of office hours. Trustee meetings are generally held every 2 months in the evenings 7-9pm and there could occasionally be other events in the evening or at a weekend, but unlikely to be more than once or twice a year.
