Preface
The Mahjong (Chinese words will spell it as: MaJiang) comes of China, belongs to world. Owing to its comprehensive cultural content, and merits of being interesting, competitive, helpful to wisdom and friendship, it has been a nice pastime for the people all over the world since long before.
In Oct 2005, with joint proposals from the Mahjong Organization of China, Japan, America, Germany, France, Denmark, Netherlands and Hungary, the World Mahjong Organization was setup.
In order to expand, develop the Olympic spirit, and advocate a healthy, scientific, friendly Mahjong culture, to improve the communication and development of the Competitive Mahjong Game, with the proposals and participation of Mahjong Organization of countries all over the world, we have edited and translated “The Regulation for Mahjong Competition”.
The regulation has both Chinese and English edition. As for the disputes coming out because of unnatural translation or different understanding, they must be settled down according to the Chinese explanation or Chinese edition.

Chapter one General Rules
1. Tenet
1.1.1 The Rule System means to spread the Olympic spirit, call for the normal, scientific, friendly Chinese Mahjong Culture, promote the friendship and exchange among the various countries, host well-formed, normal Mahjong Competition, improve the competitive standard of playing Mahjong; and create a chance for the international Mahjong fans to communicate with each other, improve their performing level, drive the Mahjong culture develop further.
2. The explanation for this rule system
1.2.1 This rule system applies for all the various contests hosted by the WorldMahjongContestCenter or its membership countries.
1.2.2 While executing this rule system, item change will be added in by the WorldMahjongContestCenter when necessary.

3. Notices
2.3.1 All the Mahjong organization and Mahjong lover coming from various countries or districts who abide by the competition tenet and regulations which was made by the WorldMahjongContestCenter will have the chance to sign up and join the competition.
2.3.2 The player should prefer the moral quality, comply with the moral requirements, play the game fairly, obey judgments of the umpire, respect others, and improve oneself mentally and physically during the game.
2.3.3 The umpire and server for the contest should be qualified after special training, and execute one’s task seriously, with earnest, fairly and correctly according to the regulation.
Chapter Three The general Rules for the Competition of Chinese Mahjong
4. The basic glossaries and general regulations
3.4.1One go-around(Lun) Every one has discarded a tile.
3.4.2A hand(Pan) One time from beginning to Hu or Draw Game
3.4.3 Round (Quan)Everybody has one time to be a dealer.
3.4.4A game (Ju) 4 rounds or a period of limited time.
3.4.5 Prevalent wind
Indication of the number of each round. The first round is called the East Wind Round, the second round the South one, and the third round the West one, the last round the North one.
3.4.6 Seat Wind
The indication of the player’s seat in each round. The dealer’s Seat is called The East Wind, his next player the South Wind, his opposite player the West one, his last (upper) player the North one.
3.4.7 Seating
The order of tables and the seats which the player takes should be same with what lots he have drawn from the two times determine.
3.4.8 Dealer and non-dealer
The dealer is one whose Seat Wind is east. The other player is non-dealer.The dealer should turn the chance to the next no matter whether he Hu.
3.4.9Seat rotation Seat rotation according to the rules.
3.4.10Concealed tiles
There are 13 tiles altogether after finishing taking tiles, including the chew、pung、kong, the Standing Tiles are those Present Tiles which are not discarded and shown out.13 tiles exclude the Extra Tile after kong and the Flower Tile.
3.4.11The pair
When you succeed to Hu, there is a necessary pair.
3.4.12Chew
3 tiles with same kind and number of progressive order.
3.4.13 Pung
3 tiles with same kind and same number, or same 3 tiles. After kong, they are called Melded pung; without kong, Concealed Pung
3.4.14A Pair Two same tiles.
3.4.15 Honor Tiles
Including the Wind Tiles and Dragon Tiles. The Wind Tiles have 4: West, East, South; North.The Dragon Tiles have 3: the White Dragon, the Red Dragon and the Green Dragon.
3.4.16 Terminal Tiles
The tiles with number 1 or 9, two ends of the 9 continuous numbers. All the Honor Tiles are also Terminal Tiles.
3.4.17Chew (Chi Pai)
Take the discarded tile of your last player with 2 tiles from your Standing Tiles to make a chew after you declare “Chew”(Chi Pai).
3.4.18 Pung (Peng Pai)
Take the tile discarded by whoever with a pair from your Standing Tiles to make a Pung after you declare Pung.
3.4.19Kong (Gang Pai) Take the same 4 tiles altogether.
3.4.20Flower replacement (Bu Hua)
When you take a Flower Tile, you have chance to take another tile from the end of the wall to replace it, till there is no Flower Tile in your Standing Tiles.
3.4.21Waiting
The state of waiting to be Hu, only one tile is needed then.
3.4.22Whole (Hu)
The state of success: After you take the discarded tile or take a very tile by yourself, the 14 tiles form organic structure as the rules prescribe; and the points must be over 7.
3.4.23Self-Drawn
To be Hu by taking a fresh tile .
3.4.24Hu by Other
To be Hu from the discarded tile by some other player
3.4.25 Declare:
You should declare Chew(Chi),Pung(Peng),Kong (Gang), Flower (Hua) or Whole (Hu) before you behave.
3.4.26Various “FAN”
The names of the way to Hu and organic structure of tiles with reward of points (or points) according to the rules.
3.4.27 Punished Tile
The Tile that is obliged to be discarded out next time.
3.4.28The Win Tile
The tile you take by yourself to be Hu must be set apart from your row of tiles to be ascertained by others, it is forbidden to put it among the other tiles.
3.4.29Wrong Tile Count
There are more or less than 13 tiles before a player makes Hu.
3.4.30Draw Game
In one round, after all the 144 tiles are discarded, nobody can make a Hu.
3.4.31False Hu
One player declares Hu, but it is not Hu according to the rules after proof.
3.4.32The Wall
After laying the tiles, everybody has 18 pairs of tiles before himself, calling Wall; the whole 4 walls are called Bounding Wall.
3.4.33The Floor
The square area surrounded by 4 walls.
5 The Procedure for the Competition
3.5.1 Draw Cuts (lots)
The Contest Organization should draw lots, organize contest in scientific way, according to the principle of being public, fair, impartial. For the teams fail to come into the locale to draw lots, the Organizing Committee will appoint a special person to draw lots instead, and the lot is valid.
3.5.2 Form of contest
4 players per table, each table is an independent group.
3.5.3 Classification of contest
Individual contests, team contests.
3.5.4Way of contest
Elimination Game; Round Robin; mixed way. There are at least 6 A games every contest.
3.5.5 The competition equipment, field and establishment
1 Mahjong tiles
The tiles should be solid, smooth and level; with the same shape and thickness; the curved character, pattern should be distinct, correct and bright-colored, and the color of the back of all the tiles should not be identifiable.
(1)A set of tiles includes 6 kinds 42 patterns, 144 pieces.
(2)The Number Tiles boast of 108 pieces. Characters Tiles(Wan):From 1-9, 4 tiles every number, 36 tiles altogether.Dots Tiles (Tong):From 1-9, 4 tiles every number, 36 tiles altogether.Bams Tiles (Tiao): From 1-9, 4 tiles every number, 36 tiles altogether.
(3) The Honor Tiles boast of 28 pieces. Wind Tiles:East、West、South 、North Wind, 4 tiles every kind, 16 tiles altogether. Dragon Tiles:White、Green、Red Dragon, 4 tiles every kind,12 tiles altogether.
(4)Flower Tiles:Spring、Summer、Autumn、Winder、Plum、Orchid、Bamboo、
Chrysanthemum, 1 tile for each kind, 8 tiles altogether.
2 The dices
The two dices are all cubes(1-1.5 centimeters thick from dimensions),solid, smooth and hard .There are 1、2、3、4、5、6 dots carved on the 6 surfaces, 1 dot is against 6 dots, 2dots against 5dots, 3 dots against 4 dots. The “1 dot” and “4dots” are all red; the others are blue or black. All the dots and the colors should be brilliant.
3The field
The field should be big enough to accommodate all the players in the same time, the background should be quiet, lean with ventilation, bright equipments; there are no mirrors or other glistening things behind the players’ seats, and there must be emergency exits.
4The game table
The game table must be square,fixed,steady with 80-95 centimeter’s length and appropriate height.The wooden、stony surfaces should be covered with antependium thick no more than 0.3centimeter. a automatic Mahjong machine is OK .
5Chair
The five chairs (including umpire’s) must be available and fit to the table.
6The point recording
Point can be taken from the result of point recording list or electronic recorder.
7The countdown clock
There should be countdown clock in the obvious place in the field; a stopwatch or automatic countdown clock can be used during the period of contest.
8The indicators of the directions
There must be a indicator of East direction in the contest field; indicator"Quiet"to remind everybody to keep quiet so as not to be noisy and fury; Indicator “Pin” to show the preference of moral merit.
3.5.6Time of the contest
Each round should last 3 hours with a quarter of noon break. When there’s only a quarter of an hour to the end left, the general umpire will remind the players; when the time is over, the game should end abruptly and the unfinished game is invalid with no points. The present points should be taken as the result.
3.5.7 Sign in and begin to compete
- Sign in and register his name
The players should come to the special place to sign in, register in the prescribed time.
- Come into the contest room and sit down
The players should come into the competing field in advance of the prescribed time, and sit down in the right orders of A games and table according to the result of drawing lots; the umpire will inspect the number of table, seat-direction and dealer’s seat.
3. Mix the tiles
All the players should overthrow the tiles with its carved face up down on the table; then mixing them in two hands so that the tiles are out order, don’t put the tiles with same or progressive number or same kind together; mix the tiles in front of oneself mainly, and then push them into the middle. If the umpire consider the tiles are not mixed enough, he has the right to order the players continue mixing, or order the players stopping mixing and he mix them instead. An automatic machine is welcome.
4. Lay the tiles
Each players should take 36 tiles, piling two tiles into one unit, so 18 pairs is enough; then make a wall before himself; the four rows make a square on the table.
5. Throw the dice and start the game
There must be 2 times of throwing. The two dices should be grasped in one palm and thrown by the dealer into the The Floor from 20-30 centimeters vertically away from the table.
The dealer is the first to thrown the dice; the point is the basic number to be thrown next time. Then count the number from the player anticlockwise, so the sum of 5, 9 means the dealer will throw the dices next time; 2, 6, 10 the next player will; 3, 7, 11 the opposite player will; 4, 8, 12 the upper player. The number from the second thrower will be added into a sum.
After 2 times of throwing, the sum of the points will be the number of the order to take tiles.
According to the number, the dealer take 4 tiles (2units) from the wall which was laid by the second dice-thrower (from the right end of the wall, count the units to the left to the number gathered up from 2 times of dice-throwing; when the number ends, the dealer begin to take tiles); the next player take the other 4 tiles from the left wall of the gap; after 3 times of taking tiles by all the 4 players, the dealer continues to take tiles, but this time he take the upper one tile from the first unit, another upper one tile from the third unit; the other three players take the rest 3 tiles successively .When the taking tiles ends, the dealer has 14 tiles altogether, the rest 3 players 13; the gap of the walls has a lower tiles left there to the left side.
6. Rearrange the tiles and Flower replacement (grouping the tiles and replace tiles)
Rearrange the taken tiles by its kinds, number order. Then see if players have taken the Flower Tile (Plum、Orchid、Bamboo、Chrysanthemum、Spring、Summer、Autumn、Winter). If the Flower Tiles are available, place them between the wall and one’s standing tiles, replace them from the end of the wall (the dealer replace tile first, then South、West、North position player),until the Flower tiles is absence in the 13、14 tiles. After Flower replacement, the dealer will discard one useless tile. The whole time from rearranging tile to discarding tile should be within 20 seconds.
6 How to play the games
3.6.1 The regulation for utterance during the game
During the progress of game, the player should declare Chew Tile(Chi Pai), Pung Tile(Peng Pai), Kong Tile(Gang Pai), Whole Tile(Hu Pai) or Flower replacement(Bu Hua) in Chinese pronunciation, “Chi” “Peng” “Gang” “Hua” “Hu” (all in the pronunciation of Chinese). He should not read out the name of the tile, and forbidden to discuss, gossip or communicate in native language or other foreign language.
3.6. 2 The order of the game
Anticlockwise from the position of the dealer every time to take, discard,taking a tile , show tile, Chew, Pung, Kong,Flower replacement, Hu Pai or Draw Game.
3.6. 3 How to taking a tile
Taking a tile anticlockwise from the dealer (It is the East position), North position, West position, and north position. It is forbidden for a player to take a fresh tile from the wall before his last player discards one tile.
3.6.4 How to discard the tile
After a player take a new tile, or Chew, Pung, Kong, Flower or Whole,he must discard one tile if he fail to be Hu. Within 10 seconds the players must discard one tile. He can discard the tile, which has been Chewed or Punged. The discarded tile must be showed to others before your Standing Tile, then put it into the The Floor; you should place your discarded tiles one by one, from left to right till 6 tiles, then another row( 6 tiles) begins to continue into the The Floor.
3.6.5 How to show tile
The tile after Chew, Pung, and Kong from last player should be placed to the left side of the flat tiles, the tiles after Pung, Kong from the opposite player should be placed between the flat tiles, and the tiles after Pung, Kong from the next player should be placed to the right side of the flat tiles. For each player, all the flat tiles, which are taken into his tiles after Chew, Pung, and Kong, should be placed before the Standing Tiles.
3.6.6 How to Chew
The tile discarded by your last player may form a Chew with two of your present tile, the player can call “Chi” or“Chew”, and taking it into your tiles to form a chew and show it before his Standing Tiles. But the declaration should be slower to be sure that nobody will Pung or Kong.The player can Chew, Pung, Hu the same kind of tiles which you have discarded before or which is discarded not by the first player.
