The Board of Supervisors South Abington Township, Lackawanna County, Pennsylvania held its regular meeting on Monday,October 10, 2016 at the Township Building, 104 Shady Lane Road, Chinchilla, Pennsylvania.

Five residents of the Meadow Creek Development, including Mr. Garafalo, Mr. Pusateri and Mr. Summa, were present to ask that the roads in the subdivision be placed on the paving list. The resident at 211 Stoney Creek also stated that the roadways also present a safety issue as people are driving on the wrong side to avoid potholes. It was also stated that the bad roads are lowering the property values. The residents were told the roads will be reviewed in April.

Gerard Hetman, Lackawanna County, summarized the tire recycling program and budget process.

Mark Dougherty motioned to approve Resolution 16-13, authorizing the Chairman to sign the Penndot HOP for Hampton Estates. Giles Stanton seconded and the motion was unanimously approved.

Mark Dougherty motioned to approve Resolution 16-14, giving conditional preliminary approval to Hampton Estates. Unconditional approval will be held in abeyance pending HOP and Developers Agreement execution. Giles Stanton seconded and the resolution was unanimously approved.

Aqua Pennsylvania, represented by Josh Shoff, has submitted a plan to re-do a 20x30 building in the 600 block of Layton Road to serve as a well pump house, as well as construct a 30’x30’ tank holding over 140,000 gallons of water. The building would have an emergency generator. It was suggested the building plan be “flip-flopped” so the loud generator would not be next to neighbors. Mark Dougherty stated a fire hydrant will be required. Mr. Shoff stated Aqua PA needs a letter of request. A new plan will be submitted.

Jeff Jerome, Engineer and Tom Bevan, Clarks Summit University, were present to explain a subdivision request from Baptist Bible College for the purpose of separating a lot that includes the seminary, and offer it for sale to Priestly Fraternity of St Peter’s. Mark Dougherty motioned, Giles Stanton seconded and the plan was unanimously approved and signatures were affixed to the Plan.

Resolution 16-15, ARWA Loan Guarantee was unanimously approved after motion by Mark Dougherty to authorize the Chairman to sign said Guarantee and second by Giles Stanton.

The USPO has decided to pave the parking lot for the post office, to include a 7 foot new curb with grass planted between the pave end and the curbing.

There being no further business to come before the Board, the meeting adjourned at 7:50 PM
