1. All CGC Dity Winch Drivers are to be solo pilots and duly authorised to operate the CGC Winches. The CGC Duty Winch Driver is to be detailed by the CGC Duty Instructor or Duty Pilot. Unauthorised CGC Members are only to operate a winch under the supervision of a qualified winching instructor. The Duty Instructor is to be made aware when Winch Driver training is taking place. It is the responsibility of the individual winch driver to ensure that he/she receives sufficient tuition from a qualified winching instructor before handling the winch solo. Further, it is the responsibility of the individual to ensure that he/she obtains a signature in his/her logbook, on an annual basis, from the CFI, DCFI or the MT/GSE member authorising him/her to operate the CGC winches unsupervised.

2. Siting of Winch. No winch is to be moved from the hangar before its daily servicing has been completed and signed for, and the engine has been started and checked for operation. The winches are to be sited on the direction of the CGC Duty Instructor. When sited, one pair of winch wheels are to chocked and the earth spike driven into the soil to give a good earth.

3. Before Winching Commences. Before winching commences, the Duty Winch Driver is to be briefed by the CGC Duty Instructor or Duty Pilot.

4. On Taking over the Winch Duties. On taking over, the CGC Duty Winch Driver is to ensure:

a. The winches and associated equipment are serviceable and sufficient fuel remains to complete the tour of duty.

b. The following are available:

(1) Bolt Croppers

(2) Spare Strops

(3) Spare Weak Links

(4) Swaging press and Swages

(5) Fire Extinguisher

a. Action promptly all signals from the launch point.

b. Delay launching if any obstruction or danger to flight is apparent.

c. Operate the guillotine in the event of a failure to release by the glider.

d. Signal the CGC Duty Cable Retrieve Driver when clear to retrieve the cable(s), using the signals detailed in para 7 below.

e. Deal expeditiously with any breakdown in launching arrangements.

f. Stop the engine before attempting to clear tangled cable from the winch drum , repair associated machinery or repair a broken cable.

g. Stop winching if there is any possibility that a cable has snagged any obstruction. The winch driver is to dispatch the cable retrieve driver to survey the full length of the cable to ensure that it is clear of all obstructions before it is wound in. If the cable has fouled an obstruction the winch engine is to be stopped and the cable removed from the obstruction by hand. Once the winch driver is sure that the cable is clear of all obstructions, the winch engine may be restarted and the cable retrieved normally.

h. Keep unauthorised persons well away from the winches.

i. Not touch the cable or drum whilst the drum is revolving.

j. Not leave the winch during his period of duty, unless properly relieved by another CGC Duty Winch Driver detailed by the CGC Duty Instructor or the Duty Pilot.

k.If when retrieving the cable after a glider has released, the winch driver has any cause to suspect that the cable will fall across any obstruction. The winch driver is to apply the drum brake and stop the drum from turning. The winch engine is to be stopped and the cable allowed to fall under its own weight. The procedure outlined at paragraph 5g is then to be followed.

6. On handing over winch duties. On handing over winch duties, the off-going CGC Duty Winch Driver is to thoroughly brief the on-coming CGC Duty Winch Driver on the winch operations for the day and, if necessary, remain with him at the winch until he is satisfied that the new replacement winch driver is conversant with all aspects of the winch operations.
