ThecoursesupportstheSecuringJobsforYourFuture- Skills for Victoriastrategyfor higherlevel technical skills,buildingonprior qualificationsandlifelonglearning.
Qualifications from the supersededRTF03Amenity Horticulture TrainingPackage,namely RTF40403CertificateIV inHorticulture (Landscape),didnot addresstheindustryneedforadesign focusedqualification.ThenewAHC10Agriculture,Horticulture andConservationandLandManagementTrainingPackage, while offering theDiplomaofLandscapeDesign,doesnotprovidea vocational outcomeat theCertificateIV level to meet theneedsof theVictorianlandscapeindustry.Thepreviouscoursehad attractedadiversecohort fromlandscapeapprentices, those currentlyworkingin theindustry, thoseworkinginasimilar field andwantingacareer change. The Victorian landscapedesign industry,whilesupporting theDiplomaqualification,has identified aneedfor aCertificateIV that addressestheareasofdesign principles, graphiccommunicationandthechoiceofproductsand plants.
Theexistingqualification isconductedbybothmetropolitanand regional TAFEInstitutes. Providersreportaretention rateof75%. Enrolment datafor21615VIC CertificateIVinAppliedDesign (Landscape) isasfollows:

3.2Reviewforre-accreditation / Standards1 and2for AccreditedCourses
TheCertificateIV inLandscapeDesignissubmittedasa replacement for the21615VIC CertificateIVinAppliedDesign (Landscape) whichwasaccreditedfrom 1January2005. There were threeextensionsapproved totheperiodof accreditationuntil
31December2012.
Coursemaintenancemeetingswereconductedonaregular basis.Thecoursewas monitoredandreviewedbythe HorticultureEducationNetworkwhich meetsfour timesayear. Thecoursecontent related tolandscapedesign, design processes,client relations,computer aideddesignandplant selectionandcultivation remainrelevant. It wasagreedthat the rangeofelectivesshouldbereviewedsince manynolonger appear toberelevant.
Aspartof thereaccreditationproject, askillsandknowledge surveywasdevelopedand responsesweresought from landscapedesignpractitioners.Thirty-seven responseswere received. Thesurveyresultsidentifiedarangeof skillsand knowledgeareasascritical orvery important (seeAppendix4– SkillsandKnowledgeSurveyfor asummary). Examplesinclude:
•plantsinthelandscapedesign
•sustainabilityand theenvironment
•principlesof garden/landscapedesign
•relationshipswithclients/customers
BothindustryandRTOssupport thedevelopment ofa replacementcoursethat maximises theuseofnational unitsof competencywherepossiblewhile meeting theneedsofthe landscapedesignindustry. Thesteeringcommitteewas mindful of thenewAHC50610DiplomaofLandscapeDesignandtheneedto ensurethat theproposedcourseprovidesapathway. A summary ofthekeychangestotheexistingCertificateIV areasfollows:
•stateunitsofcompetencywere reviewedand revisedor replacedasappropriate
•trainingpackageunits werereviewedandupdatedor deleted
•thecoursestructurewassimplifiedintoacoreandelective structure
•therangeofelectiveswerereducedtobetter reflectindustry need.
Nosuitabletrainingpackageunitswerefoundto replace twoof theexistingStateendorsedunitssotheseunitswererevisedand retainedinthenewcourse. Suitabletrainingpackageunitswere foundtoreplacethreeStateendorsedunits.

6. Assessment
6.1 Assessmentstrategy / Standard 10for AccreditedCourses
All assessment must beconsistent with therequirementsof Standard1, Element 1.5oftheAQTFEssential Conditionsand StandardsforContinuingRegistration.
Assessment for theunitsofcompetencyfromendorsedTraining Packagesmust beinaccordancewith theassessmentguidelines incorporatedintheendorsedcomponent ofeachpackage.The guidelinesinclude thenecessaryqualificationsfor those conductingassessments. For unitsofcompetencyspecifically developedforthiscourseandfor unitsofcompetency imported fromStateaccreditedcourses, theassessment strategytobe adoptedisidentifiedwithin theunits.
Trainingorganisationsare requiredunder Standardsapprovedby theNational SkillsStandardCouncil (NSSC)or itssuccessor and theregisteringauthority toprovidequality trainingandassessment acrossall ofitsoperations.

Forexample, under theAQTFEssential ConditionsandStandards for ContinuingRegistration,Standard1, trainingorganisations

must providequalitytrainingandassessmentacrossall ofits

operations. Specifically,assessmentincludingRPL:

•meetstherequirementsoftherelevant TrainingPackageor accreditedcourse

•isconductedinaccordancewith theprinciplesof assessment

and therulesofevidence,and

•meetsworkplaceand, whererelevant,regulatory requirements

•issystematicallyvalidated.

Assessment methodsshouldbeflexible,valid,reliableandfair. Assessmentofunitsrequiresevidenceofsatisfactoryperformance beingsoughtforeachelement anditsperformancecriteriathrough avarietyoftasksdependingonthecriteriaspecified.

Thefollowingprinciplesshouldbeusedasaguide tothe assessmentapproach:

•Assessment tasks/activitiesshouldbegroundedinarelevant contextandnot beculturallybiased

•Studentsshouldbeassessedacrossawiderangeoftasks integratedintopractice, inorder toincreasereliabilityand validityofassessment.One-off assessment tasksdonot

providea reliableandvalid measureofcompetence

•Instructionsforassessment tasksshouldbeclear,explicit andordered. Studentsmustknowwhatisexpectedandthe

criteriabywhich theywillbejudged

•Timeallowed tocompleteataskshouldbereasonableand specified,andshouldallowfor preparationand re-draftingas

appropriatetothetask

•Assessmentshouldbemoderatedinaccordancewith the

AQTFStandards

•Appropriatereference materialsshouldbeavailable to studentsduringassessment.

It shouldbenotedthat theprinciplesofcompetency-basedtraining allowforassessment at theelement level as theworkoutcome

and that theperformancecriteriaindicatethestandardsbywhich theelement shouldbeassessed. Assessment neednot be undertakenat theendof eachelement.Theindividual needsof

thelearnerand/or characteristicsof theenterpriseshouldbe reflectedinassessmentmethodsthat arechosenin relationtothe

unitofcompetency.

Whereappropriate, trainingprovidersareencouragedtotakea holisticapproachtoassessment, byassessingmore thanone element concurrently,or combining thefinal assessment for more thanoneunit.

A varietyofassessment methodsmaybeusedwiththeoverriding considerationbeing that thecombinedassessment must stress demonstrableperformancebythestudent. Assessment methods

6.2 Assessorcompetencies / Standard 12for AccreditedCourses
Assessor competencies for thiscourseareconsistentwith the requirementsofStandard1.4oftheAQTF Essential Conditions andStandardsfor ContinuingRegistration (orequivalentnational registrationstandards).
Standard1.4requires trainersandassessors:
•have thetrainingandassessmentcompetenciesas determinedbytheNational SkillsStandardsCouncil (NSSC) oritssuccessors,and
•have the relevantvocational competenciesatleast tothe level beingdeliveredor assessed, and

9. Ongoingmonitoringand evaluation / Standard 13for accreditedcourses
Ongoingmonitoringandevaluationofthecourseis the responsibilityofthePrimaryIndustriesCurriculum Maintenance Manager(PICMM)throughout theperiodofaccreditation. PICMM shouldensurethat thecontent remainsrelevant and that teaching strategiesareappropriate tothecontent.
Ongoingmonitoringandevaluationwill ensurethat:

• changes inlegislationand regulationsaremonitored
