MEMBERS PRESENT:Joan Milnor-Chairperson, Ida Powell, Shannon Slaughter, Mike Milnor, Doris Cann, Anna Jennings

MEMBERS ABSENT: None

CALL TO ORDER:

Mike Milnorcalled meeting to order at2:00pm and welcomed committee members and guest.

MINUTES:

The August 21, 2017CVRLHRCminutes were motioned to be approved byIda Powell, seconded by Doris Cann and unanimously approved by committee members.

PUBLIC COMMENTS: Mr. Dick Roberts introduced himself as CVTC new Facility Director and stated he was looking forward to working with everyone. Mr. Roberts attended the CVTC presentations and left prior to going back into executive session for the community presentations.

AGENDA ITEMS/NEW BUSINESS:

  • Horizon is expanding to add 6 crisis stabilization beds to the fifth floor facility currently housing a 16 bed Medical Detoxification program. As a result of the expansion, the medical detoxification program capacity will reduce from 16 beds to 10 beds on the fifth floor at 620 Court Street, Lynchburg, VA 24504
  • Rivershealth is opening a second location in Madison Heights, Virginia. The home will be a coed home and licensed for four beds. The new location address is 185 Mansfield Drive, Madison Heights VA 24572.

CLOSED SESSION –

  • Upon a motion made by Ida Powell and seconded byDoris Cannthe committee entered closed session pursuant to Virginia Code §2.2-3711, a.15 and §2.2-37.05.5 for the purpose of discussion of medical record / treatment plans.
  • CVTC-There was no presentations from SCCRBSP.
  • Jon Oliver presented 4 annual reviews from RSSG and 1 from MRRB, with no recommendations made.
  • DePaul - Ryan Longpresented 1 next friend. CVRLHRC had no recommendations.

RETURN TO OPEN SESSION - Upon reconvening in open session, all members of the Central Virginia RegionalLocal Human Rights Committee certified that to the best of each ones’ knowledge, only public business matters lawfully exempt from statutory open meeting requirements, and only public business matters identified in the motion to convene the closed session were discussed in closed session. Motioned byJoan Milnor and seconded by Ida Powell.

ADVOCATE ANNOUNCEMENTS:

  • The Advocate discussed training of the Blue Book revised regulations was being finalized. She stated training could possibly be reviewing one revised regulation at a time at CVRLHRC meetings. She would notify the committee members of plans for training and training dates.

NEXT MEETING – Monday October 16, 2017. Meetings begin at 2:00pmat Central Virginia Training Center, Administration Building, in conference Room A.
