KEY FUNCTION

Responsible for assisting in the implementation of the CLC’s Community Development Framework to assist Aboriginal people achieve their development objectives, with particular emphasis on community liaison and project management for the Granites Mine Affected Area Aboriginal Corporation (GMAAAC) Project.

MAIN DUTIES

Methodology Development and Policy

Assist senior staff of the Community Development (CD) Unit to undertake the following work:

·  Implement the CLC’s CD Framework and a coordinated approach to sustainable community development as appropriate to the operations of the CLC, including providing feedback on the application of the CD Framework to ensure its effectiveness.

·  Educate CLC constituents about changing Australian Government policy frameworks, including changes relating to the application of monies from land use agreements.

Project Management

Assist the Senior Community Development Officer to provide quality project management for the GMAAAC Project including:

1. Support the effective operation of GMAAAC

·  Assist GMAAAC to achieve its aims and objectives and comply with its roles and responsibilities in accordance with the GMAAAC Rule Book.

·  Develop the governance capacity of the GMAAAC Directors and the GMAAAC Community Committees including supporting them to communicate within their communities and externally.

·  Provide timely and accessible information reports on income status and projections to GMAAAC Community Committees, and assist them with budgeting, acquittals and record keeping.

·  Ensure the fulfilment of the CLC’s roles and responsibilities as set out in the GMAAAC Agency Agreement.

2.  Facilitate processes that enable the 9 GMAAAC communities to allocate their income to address immediate and longer-term issues and aspirations in order to generate broad and sustainable community benefits including:

·  Convene community and Committee meetings to undertake community planning, the development of specific project proposals and facilitate the allocation of income by Committees to initiatives, including management competing community priorities;

·  Research, review and provide feedback on community development proposals submitted to the GMAAAC community committees in order to optimise their viability and sustainability as required.

·  Liaise with the CLC Legal Section to develop new funding agreements and monitor the implementation of and partner organisation compliance with agreements;

·  Develop strategic partnerships and complementary funding arrangements with government and non-government agencies working in the Tanami region and with the capacity to value add to GMAAAC funded projects

·  Prepare and implement rigorous work plans in order to fulfill the above duties, including undertaking regular travel.

3.  As required, assist with coordinating other CLC CD Projects.

4.  Liaise with and maintain effective relationships with CLC constituents, staff within the CD Unit, the Aboriginal Associations Management Centre, and all other CLC staff involved in CD matters.

Monitoring, Reporting and Advocacy

·  Apply the CLC CD Unit’s Monitoring and Evaluation Strategy and assist the Senior CD Officer with data collection and the dissemination of feedback on CD Projects to all relevant stakeholders.

·  Assist senior staff of the CD Unit to report and advocate on the CLC CD Program to all relevant stakeholders.

Other

·  Undertake specific research and policy development tasks, such as submissions, reports and briefings for senior CD Unit staff, as requested.

·  Other duties that are safe, legal and logical while being within the limits of the employee’s skill, competence and training consistent with the classification structure.

WORKING RELATIONSHIPS

·  This position is located in the Community Development Unit.

·  This position reports to the Community Development Manager and is supervised by a Senior Community Development Officer.

SELECTION CRITERIA PN CD006

ESSENTIAL

1.  Relevant tertiary qualifications in community development or other relevant field.

2.  Demonstrated professional experience applying community development methodologies, preferably with remote Aboriginal communities.

3.  Willingness to travel and work in remote localities on a regular basis.

4.  Excellent project management skills.

5.  Demonstrated sound knowledge of the cultural, political, economic and social issues affecting Aboriginal people in the Northern Territory.

6.  Excellent cross-cultural communication skills and the capacity to work effectively in difficult situations in remote locations.

7.  Well developed research, analysis, evaluation and reporting skills.

8.  Excellent oral, written and interpersonal skills, including the ability to operate effectively as part of a team.

9.  Demonstrated experience in liaising and negotiating with government departments and Aboriginal, private sector and/or philanthropic organisations.

10.  Demonstrated understanding of the legal and policy context in which the Central Land Council operates, including knowledge of the Aboriginal Land Rights Act (NT) and the Native Title Act.
