CCM Secretariat Coordinator
BACKGROUND
The spread of HIV/AIDS mainly in high risk populations but also in general population, high incidence of sexually-transmitted infections (STIs) and re-emergence of tuberculosis are important public health problems faced by the Republic of Moldova. The national public authorities and key stakeholders active in domain have put into practice national strategic frameworks meant to control HIV and TB diseases in Moldova. International donors and development assistance agencies provide support to the country to achieve health-related Millennium Development Goals through reducing mortality, morbidity and transmission of HIV/AIDS, other STIs and TB. The support aims at increasing the national capacity to implement effectively the National Program for Prevention and Control of HIV/AIDS/STIs (NPAS) and the National TB Control Program (NTP) and respond to HIV/AIDS/TB epidemics through:
•Scaling up HIV/AIDS/STIs prevention programs targeted at vulnerable and highly at risk of infection groups;
•Strengthening treatment, care and support for persons living with HIV/AIDS;
•Implementing effective strategies for TB control based on DOTS and DOTS plus;
•Strengthening institutional capacities to better respond to HIV/AIDS, STIs and TB in a multi-sectoral approach.
In March 2002, the Government of Moldova established The Country Coordination Mechanism (CCM),which has overall responsibility to coordinate the implementation of abovementioned National Programs and all external assistance provided to Moldova for national TB and HIV response. Currently, the CCM is coordinating the implementation of the National Programs for TB and HIV Control and Prevention covering the period 2011-2015. The CCM is chaired by the Minister of Health and has in its composition representatives of the Government, national NGOs, as well as international organizations active in the field.
Operational aspects of CCM work are coordinated by the CCM Executive Secretary, placed at the State Chancellery of the Government of Moldova, and the CCM Secretariat. This represents the coordination level within the CCM structure. The CCM Secretariat consists of two consultants: CCM Secretariat Coordinator and Communication / Stakeholder Coordination Adviser.
DUTIES AND RESPONSIBILITIES of CCM Secretariat Coordinator
The duties and responsibilities of CCM Secretariat Coordinator are compliant with the stipulations of the CCM Operational Manual – the mandate and the Terms of Reference for the CCM Secretariat.
The overall function of the CCM Secretariat Coordinator will be – ensuringgood communication and cooperation between the CCM decisional (CCM and its National Committee of Experts/NCE) and operational (12 Technical Working Groups/TWGs established within the CCM) levels.
More specifically, CCM Secretariat Coordinator will carry out the following tasks:
•Coordinate the activity of CCM Secretariat;
•Promote, monitor, and report on the implementation of all CCM and NCE decisions;
•Facilitate and coordinate the development, oversight, and M&E of CCM applications, including year budgets, work plans, etc.;
•Manage and report on implementation of annual CCM working plans;
•Assure timely information of CCM members and sustainable dialogue amongst them – especially the governmental constituencies, for a more effective cooperation in implementing the TB and HIV control activities;
•Inform the CCM Chairman and key stakeholders on TWGs’ recommendations and promote their application in practice.
•Ensure: the organization of CCM and NCE meetings, by negotiating, debriefing, inviting, writing minutes; signing of CCM/CNE decisions; and monitor their implementation;
•Facilitate formulation of practical steps for implementation of programmatic activities, taking into consideration various sectoral interests;
•Coordinate activities facilitated by the CCM Secretariat to ensure sustainable implementation of Global Funds (GF)’s grants and other donors’ funds provided to Moldova for national TB and HIV responses.
•Undertake other relevant activities as assigned by the CCM Chair and Executive Secretary as necessary.
INSTITUTIONAL ARRANGEMENTS
CCM Secretariat Coordinator will be directly accountable to the CCM Chairman and the Executive Secretary, and will administratively report the PCU/IP UCIMP RSS, the Recipient Entity of the GF CCM funding.CCM Secretariat Coordinator will maintain close links with the Ministry of Health and other Government officials, counterparts in public institutions, Principal Recipients of GF grants, UN Theme Group on HIV/AIDS and other international agencies, NGOs, and mass-media
CCM Secretariat COordinator PROFILE
In order to accomplish the described responsibilities, CCM Secretariat Coordinator has to meet the following requirements:
- University degree in public health, social protection, or other relevant field studies.
- Experience of working in Governmental structures and with civil society;
- Experience in cooperating with foreign donors;
- Experience in managing/coordinating health sector and social programmes/projects. Knowledge of TB/AIDS programmes and health policies would be an asset;
- Good computer skills;
- Proficiency in Romanian, Russian and English
- Personal: accountability, good communication, advocacy and negotiation skills, and abilities for team work.
G. DURATION OF SERVICES AND TERM OF PAYMENT
Services are required beginning on / April, 1st 2013 for a period of 1 year. The Consultantwill be financed from the CCM Grant MOL-CFUND-1303 from the Global Fund to Fight AIDS, TB and Malaria.
