The meeting opened at 7.30pm

Minutes of the previous meeting

Accepted with amendment – J Klimczak absent not present.

David Hounsome proposed that the convention of having formal motions proposed and seconded be discontinued. Carriedunanimously.

Matters Arising

  • Vacant Executive positions

It was noted that Wolfgang Leonhardt was no longer able to represent CAWA on the WA Sports Federation. No nominations for the position were received. The value of continued membership was raised given the annual fee of $175.

Norbert Muller has indicated his availability to serve as ACF rep. and his nomination was accepted. It was noted that Norbert needs to be kept in the CAWA information flow to allow him to represent WA and that the Council needs to be informed of relevant national issues on which it may need to form an opinion.

Despite widespread canvassing of club members no further nominations for the vacant executive positions have been received.

The nominations of D Hounsome (Secretary) A Wolstencroft (President) and F Maris (Senior Vice President) were accepted unanimously following brief discussion of any possible conflict of interest having 3 executive positions held by members of one club. The roles of Joe Klimczak Assistant Treasurer and Fred Maris Membership Officerwere discussed and agreed as was membership application processing including annual updating of contact details and offering extended membership where overpayment occurred.

Two nominations were received from members of SSCC for non executive positions. As the Council has the full 12 positions provided for in the constitution formal membership of Council was not possible however the nominees interest was welcomed, attendance at Council as visitors may on occasion be offered and use of the members skills on Council business utilised. A Hardigan to provide feedback.

Treasures Report

Lorenzo Escalante reported that N Muller requires $132.50 for 25 chess bags, DEllis has been paid for his column and the current balance is $13,435.70.He noted that CAWA had 229 members.

Motion-The Council resolved unanimously that current bank signatories David Ellis and Norbert Muller be replaced by new Secretary David Hounsome and new President Alan Wolstencroft.

Tournaments

  • Perth Open report G Dunlop (previously circulated)

Gordon provided details of the tournaments income and expenditure and sought agreement that J. Berry who for health reason could only play 2 games in the tournament have his $30 registration fee count as membership of CAWA.Agreed.

  • WA State Championship-R Maris

Rob tabled draftregistration form, tournament checklist and “State Championship criteria for titles and playoffs” and asked for feedback /suggestions from members .It was agreed that 60 minutes with 30 sec increment would be played in play off matches. Mobile devises restrictions and penalties were discussed as was FIDE requirements.D Hounsome offered to provide alternative wording.

  • Other matters

Andrew noted that the Perth Open and SW Open have in the past been ACF Grand Prix Tournaments. The Perth Open status for 2017 is uncertain. Registration is usually (depending on prize pool) $50 and a States Consolation Prize is $100.

It was proposed that the Boyup Brook Lesser Hall be booked as a replacement for the Bridgetown venue no longer available due to the cancellation of the Bridgetown Festival this year.Accomodation is available in Boyup Brook and nearby. An offer to Boyup Brook Council of $5 per player was agreed as was playing conditions providing for an increment and retention of the Grand Prix status.

Gordon Dunlop offered to DOP the Gufeld Cup at Easter given the unavailability of David Ellis, Gordon will also be DOP for the upcoming Allegro.

Junior Chess/Inter Schools Competition

Yita Choong sought nominations for DOP for the Primary/ Secondary Students Tournament 10-12 April. Alan Wolstencroft offered to do Tuesday, Denis Holland maybe approached for the other two days or SSCC members..

Equipment Report –A Wolstencroft (previously circulated)

Alan has incurred $72 costs for the engraving of two trophies. He sought help in naming past junior winners, has tabled a comprehensive listing of CAWA property and provided a photograph of the extensive trophy collection. Yita asked about an equipment loan to a school which can be accommodated.

ACF- no further business

General Business

  • Planned introduction of Vega

It was agreed that the gradual adoption of Vega requires no further specific action from CAWA.

  • Compliance with incorporation status

David Hounsome noted that CAWA had not completed a required information statement, and due to the changes in the new Association Act hasa non complying constitution. He noted that any application to DSR for funding would require CAWA to have exemplary governance practices. David was asked to provide a more detailed report for the next meeting.

  • Application to re-instate DSR funding

David Hounsome reported that while the Department provides funds to state sports bodies and peak organisations for organisational sustainability it now requires compliance with many specific criteria for funding with organisations meeting many benchmarks and providing comprehensive strategic and developmental plans that meet the Departments prioritieswhich includes development in regional areas, youth, ethnic groups and marginalised populations.

The need for a uniform curriculum for teaching juniors chess was raised by Lorenzo. MichaelHorstmann commented that Germany had developed such material which may have been translated .He offered to follow up on the matter. The work of Arthur Tonkin was noted.

Yita mentioned that there may be promotional opportunities arising from the temporary residence in WA of a 15 year old Uzbekistan chess prodigy rated over 2500.

Andrew mentioned the attractiveness of CAWA holding anInternational Master normed Tournament which requires 3 IMs to play and would need to be held in early December prior to the Australian Open.

It was confirmed that juniors must be less than 18 years old on January 1st of the year of the tournament.
