Cooper Capabilities

Cooper Consulting is a leading technology services and solutions provider specializing in information technology (IT) professional services. Cooper offers the agility of a small business combined with the knowledge and expertise of a large company. Cooper provides services to public and private sector entities across the continental U.S. When you want the best people and IT solutions done right – you want Cooper Consulting - an “S” corporation registered in the state of Texas. For more than 20 years we have been providing services to our customers – making them successful with no-drama software implementations and staffing services. We provide turn-key software development and implementation, production support, business process modeling and assessments, and project management – along with staffing for all of the positions that support each of these activities. We are in the top three women-owned IT businesses in the Central Texas area (WBE and Small Business).

We are platform agnostic – we do it your way when it comes to the software stack and tools for your project. In the software development and support space we “do” .Net, Java, Pega, and open source. We support all of the major database platforms. Our experienced professionals have seen it all – and they bring that experience – depth and breadth – to your project. Our expectation of each of them is that they become experts in your business processes as well as in your technology in order to provide the maximum value to your project by asking the right questions and getting to answers quickly.

Cooper scores very high approval ratings from our customers. We scored 91% or above in all categories. To highlight a few of the categories we also scored 95% or better on: responsiveness, best value, customer support, and business relations.

Cooper's corporate staff includes the president, CTO, COO, VP of Strategic Accounts management, HR director, finance director, and recruiting manager. Our financials are audited annually and all accounting standards (GAAP) are followed and verified by external entities. We have appropriate separation of duties and fraud prevention controls in place partly by virtue of our organizational structure and partly by external oversight. We are not two guys in a garage – but a real company that can bring long-term consistent value to your organization!

Our corporate staff are more than managers - they each come from very technical backgrounds and have experience driving, leading, and implementing technology projects while managing technical resources. This experience is critical to choosing the right people for our customer's projects. When necessary we partner with other companies for recruiting activities to ensure that we can meet our customer's needs.

We also have our own HR department and expertise and full-time recruiters.

Just as we will for your contracts and customers, Cooper has more than 20 years of experience marketing governmental umbrella contracts to the Texas DIR's customers. We have experience in providing value at conferences, creating classes/handouts/etc., and producing educational materials highlighting our customer's contract/services vehicles. We will utilize all tools made available by GSA and still we understand that our best marketing devices are getting out of our office and going to meet with the contract and program managers to determine their needs and whether we can help them.

Our project management methodology is derived from industry proven best practices and our project managers understand that the maturity derived from consistently applying these best practices from project to project is a critical success factor for mitigating risk and increasing the probability of success. With the insights and experience gained over more than 20 years, we are confident that our management plans will greatly facilitate the success of your project. Abbreviated versions of these plans and methodologies are put in place when we provide staffing – we want to ensure a great experience for you and for our staff.

The Cooper Teams are structured so that project modules have the proper level of oversight through planning, implementation and transition. Our approach is to partner closely with the customer project management team and agency subject matter experts through all of the project management activities. Cooper’s approach to the Project Management (PM) components of stakeholder management, risk management, communication, and change management are discussed here:

Key success factors in change management - changing the way an organization does business include:

•Setting correct expectations of the processes being changed and the impact on the people

•Adequate Change Management planning far enough in advance to be effective

•Active and ongoing Executive buy-in and sponsorship

A formal review mechanism will be used throughout our projects to ensure quality for all of the Cooper Team activities and deliverables. Deliverables prepared by the Cooper team will be subject to the review and approval of the Cooper management team and well as the customer team per expectations outlined in the work or task order.

Cooper only utilizes subcontractors for niche and/or very short-term engagements where we do not already have those skills. We exercise the same controls and quality reviews of subcontractor work and staff that we apply to our own. Should there be a problem in skills or execution of a subcontractor we have defined processes for escalation and remediation of the problems.

To ensure quality on your projects Cooper conducts weekly PM status meetings led by our Chief of Operations. At those meetings all project managers and/or team leads provide a detailed status of their projects using a standard Cooper template. These status reports and reviews are also attended by the Cooper CTO and President in order to provide visibility into the projects and opportunities to support our projects.

Please reach out if we can help with your staffing or project needs. We will take great care of you – as we do all of our customers – we do one thing, IT solutions done right!
