Constitution
1 Title
1.1 The name of the club shall be Castleisland Members Golf Club and this name shall be the common name, by which the Men’s Club, the Ladies Club and the Parent Club shall be individually and collectively known.
1.2 The official Club Colours to be worn by all teams and officials representing the Club shall be Traditional Navy Jumper.
2 Objectives
2.1 The Men’s Club shall:
Consist of male members as set out at Rule 3.2 herein and shall:-
2.1.1 Promote the amateur game of golf amongst its members, accept and abide by the Constitution and Bye-Laws of the Golfing Union of Ireland to which the club is affiliated and Bye-Laws of the Munster branch of such Union in whose province the course is situate.
2.1.2 Accept and apply the Standard Scratch Score and Handicapping Scheme as prescribed by the Council of National Golf Unions and such rules there under as may require to be implemented from time to time by the Golfing Union of Ireland.
2.1.3 Accept and recognise the Royal and Ancient Golf Club of St. Andrews as the sole authority for prescribing and implementing the Rules of Amateur Status.
2.1.4 Authorise the Parent Club to manage matters of common interest, (other than the game of golf and its related activities) which the Men’s Club has with the Ladies Club, subject to and as provided in these rules.
2.2 The Ladies Club shall:
Consist of female members as set out at Rule 3.3 herein and shall:-
2.2.1 Promote the Amateur game of Golf amongst its members, accept and abide by the Constitution and Bye-Laws of the Irish Ladies Golf Union and the Bye-Laws of the Southern District in which the course is situate.
2.2.2 “Accept and apply the Standard Scratch Score and Handicapping Scheme as Prescribed by the Council of National Golf Unions and such rules there under as may require to be implemented from time to time by the Irish Ladies Golf Union.”
2.2.3 Accept and recognise the Royal and Ancient Golf Club of St. Andrews as the sole authority for prescribing and implementing the Rules of Golf and the rules of Amateur Status.
2.2.4 Authorise the Parent Club to manage matters of common interest, (other than the game of golf and its related activities) which the Ladies Club has with the Men’s Club subject to as provided in these rules.
2.3 The Parent Club shall:
Consist of members set out at Rule 3.1 herein and shall:-
2.3.1 Provide facilities for the playing and promotion of the amateur game of golf by men, ladies and juniors and generally promote amateur games and other social activities amongst its members.
2.3.2 Manage matters of common interest of both Men’s and the Ladies clubs which will include:
2.3.2 (i) Provision of and responsibility for the maintenance and upkeep of the course and clubhouse and their environs to the standard required by members.
2.3.2 (ii) Provision of Bar, Catering and other facilities and all that these entail
2.3.2 (iii) The management of the business affairs of the club including the keeping of correct accounts and books showing the financial affairs, receipts and disbursements of Castleisland Members Golf Club.
2.3.3 Castleisland Members Golf Club accepts and shall comply with the rules of amateur status as approved by the Royal and Ancient Club of St. Andrews.
3 Membership
3.1 The membership of the Parent Club shall consist of Male and Female Ordinary members, Special members, Honorary members, Juvenile members, Junior members, Family members, Special Family members, Pavilion members and Temporary members.
3.2 The membership of the Men’s Club shall consist of Ordinary, Pavilion, Dual, Juvenile, Junior, Country, 5 day and other categories which may arise from time to time who have paid the entrance fee, (if applicable) and annual subscription applicable to this category.
3.3 The membership of the Ladies Club shall consist of Ordinary, Pavilion, Dual, Juvenile, Junior, Country, 5 day and other categories, which may arise from time to time who have paid the entrance fee (if applicable) and the annual subscription applicable to this category.
3.4 Only Ordinary members shall be entitled to attend and vote at Annual General. Ordinary members include Full members, Dual members and Couple members.
3.5 The word “member” in this document is taken to mean ordinary member unless otherwise stated.
4 Membership Categories
4.1 Ordinary Members shall comprise of Men and Women who, having paid the Entrance Fee, Annual Subscription and any additional levies raised from time to time applicable to this category, shall be entitled to attend and vote at Annual General and all Special General Meetings of the Parent Club and of the respective Men’s’ or Ladies Club.
Only a member in this category shall have an interest in the Club property, which interest shall cease on such Member leaving this category unless the Member has been elected an Honorary Member of the Club.
4.2 Special Members comprise of Men and Women who, having paid the Entrance Fee, Annual Subscription and any levies raised from time to time, applicable to this category, shall not be entitled to attend and vote at Annual General and all Special
4.3 Special Members shall consist of Country Members, Five Day Members and Pavilion Members.
4.4 Couple Membership shall consist of a Husband and Wife, both of whom shall be ordinary Members.
4.5 Special Family Membership may be introduced at the discretion of The Committee of Management.
4.6 Juvenile Membership shall be confined to those males and females who are over ten years of age and under fifteen years of age on 1st January. Juvenile Members shall not be entitled to automatically pass into the junior membership category on reaching fifteen years of age. The Committee of Management may in consultation with the Men’s and Ladies Committee decline to approve such transfer if they are satisfied that the member concerned has failed to properly avail of the opportunity afforded to him or her to play and learn the game of golf.
4.7 Junior Members shall be confined to those who are under twenty years of age on January 1st and those in receipt of full-time education and under 23 years on January 1st. Junior members shall not automatically be entitled to become Ordinary members
of the Club.
The Committee of Management may, in consultation with the Men’s and Ladies Committee decline to approve such transfer if they are satisfied that the member concerned has failed to properly avail of the opportunity afforded to play and learn the game of golf. Subject to this, a Junior member may on attaining the age of twenty years be offered ordinary membership if one is available.
4.8 Any person who in the opinion of the Committee of Management has rendered exceptional service to the Club, or to the game of golf, or whose distinguished position, or public service would render their membership of special advantage to the Club may be elected an Honorary Member of the Club. Honorary Members who prior to their election were Ordinary Members shall have the same rights and privileges as Ordinary Members. All other Honorary Members shall have the same rights and privileges as Special members and they shall have no interest in the Club property, nor shall they be entitled to vote or attend a meeting of the Parent Club.
4.9 Any proposal for Honorary Membership of Castleisland Members Golf Club shall require a 75% (seventy five per cent) majority of those present and voting at a Management Committee Meeting and be subject to ratification by 75% (seventy five per cent) of those present and voting at an Annual General Meeting.
4.10 Pavilion Members shall comprise of persons who wish to enjoy the facilities of the Clubhouse.
4.11 Temporary Membership is confined to Ladies and Gentlemen in respect of whom a green fee is paid. The payment of such green fee shall entitle a visitor to the Temporary Membership of the Club.
4.12 Country Membership shall be confined to those permanently resident outside a radius of 25 miles from the clubhouse and being Ordinary Members of another affiliated Golf Club.
4.13 Dual Membership shall be confined to those permanently resident inside a radius of 25 miles from the clubhouse and being Ordinary Members of another affiliated Golf Club.
4.14 Members of any particular category who have availed of an offer of 10-yearmembership or life membership and paid the appropriate subscription therefore shall be a 10-year member or life member of that particular category with all the rights and privileges attaching to such category, but without the requirement to pay any further annual subscription until the expiry of the said term. No new 10-year membership or life membership shall be created save with the approval of the members of a General Meeting.
4.15 A Company may with the approval of the Committee of Management be admitted as a Corporate Member of the Club. Corporate Membership shall be for the term of 3 years.
The Corporate Member shall have no right or interest in any of the Club property, nor shall have a right to vote at any meeting of the Club.
Definitions. A “new member” is (i) any person joining the club for the first time or (ii) any person who was previously a member of the club (or the previous club) who has not been a member of either for three full years prior to joining or re-joining. A “lapsed member” is any person who was previously a member of the club (or the previous club) who has not been a member of either for less than three full years prior to re-joining.
4.16 Overseas Membership
4.16.1 Person’s who normally reside outside Ireland for at least 75% of the year are eligible for election or transfer to Overseas Membership.
4.16.2 Overseas Members shall be entitled to take part in all Club Competitions but are excluded from winning the Presidents Prize, Captains Prize and Lady Captain’s Prize.
4.16.3 They will be subject to full GUI/ILGU and Social Levies.
4.06.4 Should they return to Ireland, and wish to become Full Members of the Club they will be subject to the normal entrance criteria and application procedures of the Club.
4 Trustees
5.1 There shall be four Trustees – Ordinary Members of Castleisland Members Golf Club. All the property of Castleisland Members Golf Club, whether real or personal, shall be vested in the Trustees.
5.2 Any vacancy occurring by death, retirement, absence, incapacity, or unfitness shall be filled by election at the next following Annual General Meeting (A.G.M.) of the Parent Club.
5.3 The Trustees shall be elected at the Annual General Meeting and shall hold Office for four years, and shall be subject to the direction of the Committee of Management.
5.4 At the end of each four year term of office, two only of the Trustees selected will be automatically re-elected and the two remaining Trustees will be required to retire from their Trusteeship, but will be eligible for re-election by General Meeting, and if so re-elected, any Trustee, or Trustees, may hold office for a further four year term, when the other two Trustees will then be required to retire in the same way. Initial retirement of two to be decided by Lot.
5.5 The trustees shall when and so often as they shall be required to o so by a resolution of the Committee of Management and approved by Annual General Meeting or Special General Meeting with two-thirds of those present voting in favour (of which an entry in the Minute Book shall be sufficient evidence) buy any property or sell, mortgage or charge any property vested in them.
5.6 The Trustees shall be entitled to nominate one of their Members to attend (without voting rights) meetings of the Committee of Management if one is not already a member of the said Committee.
6 Management of Club Affairs
6.1 The business and affairs of the Men’s Club shall be under the jurisdiction and control of a Committee (hereinafter, referred to as “The Men’s Committee”).
6.2 The business and affairs of the Ladies Club shall be under the jurisdiction and control of a Committee (hereinafter, referred to as “The Ladies Committee”).
6.3 The business and affairs of the Parent Club shall be under the jurisdiction and control of the Committee of Management elected by the members of the Club present at a Club Annual General Meeting and entitled to vote.
6.4 The Men’s Committee, Ladies Committee and Committee of Management may from any time o time form sub-committees and delegate to such sub-committees any of its powers and duties provided that the decision of any sub-committee may be set aside or altered in any way the relevant committee may think fit.
Should any item be in dispute, it is the decision of the Committee of Management that shall prevail.
Should matters of importance arise at the Men’s or Ladies Committee, which have to be referred to the Committee of Management, the Chairperson of the sub-committee involved shall have the right to attend the meeting of the Committee of Management to present the case, if he/she is not a member of the Committee of Management.
The chairperson of a sub-committee may be requested to attend (without voting rights) meetings of the Committee which appointed the sub-committee if he/she is not already a member of that Committee.
7. Election – Officers & Members of Committees
