Carter Froelich
Carter is the Managing Principal of DPFG's Phoenix, Arizona office. Prior to the opening of the DPFG Phoenix office in 1994, Carter was manager of the real estate consulting department of the national accounting firm of Kenneth Leventhal & Company in both the Phoenix, Arizona and Newport Beach, California offices. Carter is a former State Certified Real Estate Appraiser in the state of Arizona, and a candidate for membership in the Appraisal Institute. Carter holds a masters degree in Real Estate Development from the University of Southern California and a Bachelor's degree in Business Economics from the University of California, Santa Barbara.
Carter has over thirty years of experience in the real estate industry with twenty-six of those years focused in real estate consulting. Carter's area of specialty is in the formulation and implementation of land secured financings both private and public for large scale developments, the preparation of market driven land use plans, the preparation of feasibility analysis for all types of real estate, development impact fee analysis, and the formulation of development strategies for large scale master planned communities. Carter has also assisted developer, home builders and home builder associations across the country in the review and critique of Development Impact Fee studies.
Carter is a former member of the City of Phoenix's Camelback Village Planning Committee. Carter is a member of the Urban Land Institute, the Valley Partnership, the Central Arizona Home Builder's Association, the Southern Arizona Home Builder's Association and the Building Contractor’s Association of Southwestern Idaho. Carter was instrumental in the update of the 2008 National Association of Home Builder’s Impact Fee Handbook and is a regular contributor of content to the Arizona School of Real Estate and Business monthly publication.
Mark Reader

Mark Reader joined Stone & Youngberg in 2002 to help start the firm’s Phoenix, Arizona office. With 20 years Arizona public finance experience, his responsibilities include technical and credit analysis, rating agency expertise and overall account management for cities, towns, counties, special districts, school districts and state agencies. His expertise covers all aspects of new-issue and refunding municipal bonds including revenue bonds, general obligation bonds, certificates of participation, lease revenue obligations, utility revenue bonds, municipal property corporation financings and land secured bonds issued through community facilities districts.
Mr. Reader has serves as Financial Advisor or Underwriter to various issuers in the state of Arizona, including many high growth cities and towns, counties, school districts and state agencies that provide efficient public financing alternatives to conventional financing for municipalities. He represents the firm on financings for the state of Arizona, including financings for the Water Infrastructure Finance Authority (WIFA) and the Greater Arizona Development Authority (GADA).
Mr. Reader is a graduate of the University of Arizona with a Bachelor’s degree in finance and accounting. He is a member or supporter of the Government Finance Officers Association, Arizona Association of School Business Officials, Arizona Association of Counties and the County Supervisors Association. Mr. Reader served as a member of the Arizona Capital Facilities Board and is an Eller Associate Volunteer for the University of Arizona College of Business, where he has participated in events to mentor undergraduate business students.

Don Bourn

Don founded Bourn Properties, Inc., a predecessor to Bourn Companies, LLC in 1990. His companies have completed over 40 commercial projects totally 4,000,000 square feet. Don is involved in all aspects of Bourn Companies’ business, including acquisitions, joint ventures, asset management and internal operations.
Prior to Bourn Companies, LLC, Don was with Trammell Crow Company and Peat, Marwick and Mitchell and graduated from the University of Nebraska with a Bachelor of Science degree in Accounting. Jane McCollum, General Manager
Jane McCollum is the General Manager of Marshall Foundation that owns and manages the property known as Main Gate Square located outside the west gate of the University of Arizona. During Jane’s 29-year commercial real estate career, she has specialized in redevelopment of commercial properties and managing retail centers. Jane was graduated from Butler University with a BS in Business Administration and from National-St Louis University in Evanston, IL with an MS in Education. She holds a Real Estate Broker’s License in Arizona. She serves on the Parkwise Commission, is a Past President and member of Tucson CREW (Commercial Real Estate Women) & a member of the UA Foundation’s National Leadership Council. In 2012, McCollum was named a Woman of Influence by Inside Tucson Business & Tucson CREW honored her with the Economic Improvement Award.
Marshall Foundation was founded in 1930 by Louise Foucar Marshall, the first female professor at the University of Arizona who started buying up land in and around the University in 1901. After her death in 1956 at the age of 92, she left all of her real estate assets totaling approximately $550,000 to the volunteer Board of Directors to carry out her charitable purposes of supporting those less fortunate in the community and to help young women receive an education. Today the Marshall Foundation gives to the University and to nonprofits in the community over $1.3 million dollars that is solely generated through the management of its assets.
