Purpose of the Role

To assist the Asset & Property Programme Manager in the delivery of the Capital programme and high value projects.

Being responsible for the programming, managing and delivery of small works (projects) up to a value of approximately £50,000 and to be the Council’s main point of contact for stakeholders and contractors on such works.

Provide programme advice to relevant officers as required. Liaise with the Council’s Corporate Directors other Service Managers and Elected Memberson all matters relating to capital property schemes and small works.

To ensure that all areas of responsibility operate in accordance within the parameters and limits of the agreed policies, systems, financial controls, procedures and practices operated by the service.

To work with Corporate Health & Safety to insure all works are carried out to the relevant Health & Safety legislation with a understanding of current Construction Design and Management (CDM) regulations.

To ensure that all services and related activities are properly planned and organised so that the agreed objectives and outcomes are delivered effectively and efficiently.

To insure the highest standards are maintained with a keen eye for detail and a thorough understanding of current building techniques and methodologies.

Key Result Areas

  1. To support the Asset & Property Programme Manager in the delivery of the Capital programme and high value projects.
  2. Oversee the delivery of all small scale property projects (up to a value of approximately £50,000)to ensure they meet agreed quality standards, costs and timescales.
  3. Take on the role of Project Manager, attend sites and act as key point of contact for contractors for small scale projects.
  4. Ensure projectsare delivered, developed and improved in line with the requirements, objectives or targets agreed in the Corporate/Service Plans.
  5. Ensure that all capital and project related budgets for small scale projects are properly planned and expenditure monitored in line with corporate and service requirements. All variances monitored monthly and discussed with the Assets & Property Programme Manager and the Group Accountant.
  6. Ensure that all project activities are supported by written processes which ensure and sustain the delivery of good quality service related outcomes.
  7. Ensure that all works are carried out in accordance with relevant BS/EN standards and legislation, current best practice ensuring all necessary consents, permissions statutory undertakings are secured.
  8. Ensure all contractors and suppliers maintain the Council’s requirements and standards relating to Health and Safety and Equalities and Diversity practice.
  9. Able to work with contractors on sites drawing on previous experiences and knowledge making decisions to resolve issues with the ability to give clear concise instructions to contractors and ensuring results are achieved.
  10. Problem solving, being able to deal with members of the public, members and contractors and ensuring a level of professionalism is maintained when representing NNDC.
  11. To be responsible for receipt of scheduled playground inspection reports and instructing approved contractor / s to undertake repairs ensuring works are completed according to priority of potential injury risk or organising thatthe faulty equipmentis cordoned off until repair / replacement is completed.
  12. Responsible for NNDC assets at Parkland Pudding Norton site ensuring the site is compliant with current legislation, ensuring all annual servicing is completed and when necessary works are instructed to the Maintenance Team Help Desk.
  13. Point of contact for NNDC tenants at Fakenham Connect & North Walsham Registrars. Being familiar with all emergency systems and annual servicing requirements, ensuring the buildings are compliant with all H&S testing and instructing repairs works when identified and overseeing works. To include any future one public estate premises operated by NNDC.
  14. Able to undertake post work inspections and complete snagging inspections collating report sheets and ensuring all remedial works are completed satisfactorily.
  15. To take responsibility for your own Health and Safety at work and that of other persons who may be affected by your actions.
  16. Any other work required and as directed within the confines of the existing grading and post.
