Job Summary / To take overall responsibility for the management of the Carers Advice & Resource Establishment, Sandwell (CARES) and to ensure that, together with the Board of Trustees, CARES achieves its strategic aims and complies with all legal obligations as a charity.
To work with the team of staff and volunteers to improve the quality of life for unpaid carers and to ensure the delivery of a high quality, effective and efficient carer focussed service in the Sandwell area and its environs.
Main Duties of the Post / To work with the Board of Trustees to develop and implement strategy and business plans and to ensure CARES meets its aims and objectives.
To have overall management responsibility for CARES
including staff and finances, and to ensure all policies and
procedures are upheld through team working with the trustees, staff, volunteers and other partners and stakeholders.
To hold the position of Company Secretary and, with the Board of Trustees, ensure that all legal compliance is met.
To provide the lead role in fundraising to include identifying
and implementing appropriate funding and tendering for
statutory contracts and grants to ensure the continuity and
development of services to carers.
In conjunction with staff, to ensure appropriate reporting and data collection to comply with funders requirements and toliaise with statutory and other funders as necessary to further the work of CARES.
To work in partnership with Carers Trust Network Partners to deliver joint projects and initiatives and to be aware of and
develop other opportunities for partnership working of benefit to carers and CARES.
To promote and maintain a public profile for CARES,
representing carers and CARES in all appropriate forums and at partnership meetings.

Board of Trustees Work with the Board of Trustees to develop and implement strategy and business planning and to help them meet their legal responsibilities.

To provide relevant information to the Board of Trustees in the form of reports to the Board and its sub groups.

To work with the Board of Trustees to ensure that the organisation’s development plan is reviewed and updated on a regular basis and is implemented.

To work with the Board of Trustees to develop and implement policies as appropriate and necessary to meet the CARES financial and legal obligations.

Working with the Chair, ensure that the Board of Trustees is aware of and kept updated of its legal responsibilities.

To work with the Board of Trustees to ensure a good mix of skills and experience on the Board; to help deliver Trustee induction and identify and facilitate training and development needs of Board members.

Management of Staff and To be responsible for the day to day management of Volunteers the organisation in all aspects.

To work with the Board of Trustees to develop, maintain and implement all HR policies and practice.

To recruit staff to ensure that an adequate staffing structure is in place to enable fulfilment of organisational objectives.

Provide regular supervision and appraisal to all staff as indicated within the staff structure.

To build the staff team so it works effectively to meet the aims of the organisation through regular team meetings, information sharing and development of new ideas and practice.

To lead on volunteer recruitment and support staff members to manage and support volunteers as appropriate.

Financial Management To work with the Treasurer and Finance Committee to set an annual budget, review expenditure against budget and ensure quarterly management accounts are produced.

To ensure that effective systems for financial management are in place.

To authorise expenditure as appropriate in line with the scheme of delegation.

To ensure that the H&R Carers Centre meets all its legal obligations, including Independent Examination and annual return.

Monitoring and EvaluationTo oversee the monitoring of and evaluation of CARES’ services as appropriate.

To ensure the development of activities by CARES reflects the needs of carers and is integrated into organisational development plans; to ensure that funding requirements are fulfilled.

Quality Provision of ServicesTo ensure the highest quality of information, advice and support is given to carers.

To ensure safeguarding procedures for vulnerable adults and children are known by staff and strictly adhered to.

To monitor quality mark systems and implement standards accordingly.

To ensure all policies are kept up to date by awareness of review dates and presenting them to the Board of Trustees as necessary.

Funding and Income In conjunction with the staff and Board members, to

Generationensure that adequate funding is available for all activities.

To identify and implement any funding or fundraising activities that provide additional or core income.

To apply for and/or tender for statutory contracts to maintain and enhance services to carers.

Public Profile and To represent CARES at relevant meetings with

Representation of Carer Issues statutory and other Voluntary Sector Organisations.

To influence policy makers and service providers both locally, sub-regionally and regionally to ensure the needs of carers are taken into consideration.

To be involved in any consultation exercises with policy makers locally and nationally to help them in their planning process.

To identify and deliver opportunities which raise the profile of CARES and its work.

To work with staff to develop and produce publicity materials which promote CARES and services provided.

To pro-actively be a Network Partner within the Carers Trust and to represent CARES at the regional Carers Trust Network meetings.

Additional Requirements and Other Duties:-

To liaise with the building manager as required.

To ensure that office equipment, such as IT equipment is in place and in working order.

To undertake any other duties as may be required by the Board of Trustees and which are commensurate with the role.

To abide by the policies and procedures of CARES at all times.

The post will be offered subject to the completion of a satisfactory probationary period of

6 months.
