FACILITY FACT SHEET AND EOI GUIDELINE

THE OPPORTUNITYBrisbane City Council is now seeking expressions of interest (EOI) for a head tenant to manage and operate the “Creative Hub” located in the West End area.

Council is offering an opportunity for a head tenant to launch, operate and manage the Creative Hub, with maximum leaseof three years, anticipatedcommencementAugust 2017.

BACKGROUND
In 2016-17 Lord Mayor Graham Quirk committed to delivering a “Creative Hub” after ongoing urban renewal projects in West End displaced creative tenants at the former ABSOE site.

After an extensive search for a suitable property, Council is pleased to announce that a suitable facility has been found.

An EOI is currently open to community based organisations from the arts / creative sectorto sub-lease this facility from Council. The head tenant will manage and operate the Creative Hub facility and is responsible for coordinating individual artists and creative groups to rent the space/s (either short or long term).

THE FACILITY LOCATION
Unit 1/170 Montague Road, South Brisbane.
Based in the Gabba Ward, unit 1/170 Montague Road is a two level facility with office rooms, open spaces and a generous warehouse. The facility is approximately 550 square metres and has a range of spaces conducive to multiple arts and creative activities.

The facility is comprised of:

  • 6 x car parks
  • 1 x warehouse (approx. 215m2)
  • 6 x office spaces (various sizes)
  • Open spaces
  • 1 x kitchen
  • 2 x unisex toilets / bathrooms with shower
  • Reception area and storage rooms

LEASE TENURE AND CHARGES

The Creative Hub head tenant is responsible for the day-to-day running, operation, management and promotion of the facility and associated costs. Including:

  • attracting, retaining and coordinating artistic /creative individuals or groups to rent spaces within the Creative Hub (either short or long term);
  • ensuring the facility is used for community use only; and
  • ensuring the facility is suitable to various artistic disciplines.

The facility leasewill be paid by Brisbane City Council until 1 July 2019.

OPERATIONAL REQUIREMENTS AND CHARGES

Facility hours of operation / In consultation with Council, it is the responsibility of the head tenant (lessee) to determine and regulate the facility hours of operation.
Please address potential hours of operation in your stage one EOI online application.
Permitted use / The entire facility is to operate and function on a community use model, suited to the arts and creative sector, and enable individuals and groups from the creative sector to rent space for either short term or long term use.
Reasonable outgoings / The facility lease will be paid by Brisbane City Council until 1 July 2019.
Reasonable outgoings will be paid by Council, in negotiation with the head tenant (lessee).
Insurance / The head tenant (lessee) must hold Public Liability Insurance of $20M for the duration of the lease and is responsible for contents insurance a damage policy covering buildings and fixtures to full replacement value (leases only).
Rental changes / It is the responsibility of the head tenant (lessee) to determine the amount and collect all rental hire ratesfrom the individuals and groups using space at the facility.
All rental charges must be set at a reasonable rate, suited to various individuals and groups from the creative sector.
All rental charges,excluding the head tenant administration fee, will be paid to Council annually, prior to the end of each financial year.
Head tenant administration fee / It is expected that the head tenant (lessee) will retain an admin fee as a percentage of the total annual rental charges collected. This fee is to cover all head tenant operational costs.
The percentage amount is to be determined by the lessee and is requested in your stage one EOI online application for Council to consider.
Maintenance and fitout / At its own cost, the head tenant (lessee) must keep the facility clean and maintained in good and substantial repair and condition.
Including but not limited to all amenities, floor surfaces, air conditioning servicing, carpark area, grounds, fixtures and fittings and fire services.
The initial and ongoing internal fitout, signage and presentation of the facility must be suitable for various creative disciplines and is the responsibility and at the cost of the head tenant.
All changes or updates must be submitted to Council for approval prior to commencing. Council will negotiate fitout costs with the successful head tenant (lessee).
Cleanliness / The facility must be cleaned daily including the warehouse and carpark areas and rubbish removed weekly.

SITE INSPETION

EOI ASSESMENT CRITERIA
An assessment panel will be evaluating stage one and stage two proposals against the following key selection criteria:

  • Operational and financial ability to manage and operate the Creative Hub long-term (45%)
  • Relevance and competency to the arts and creative sector (25%)
  • Commitment to capital improvements (25%)
  • Understanding of the local community (5%)

The Assessment Committee will not redress errors in applications. If an application is deemed ineligible, it will not be assessed.

Late submissions will not be accepted. / Shortlisted applicants will be notified and invited to present to an assessment panel week commencing 31 July 2017.
Shortlisted applicants will be required to respond to further questionsor provide evidence that aligns with the EOI key selection criteria.

Unsuccessful applicants will be notified via email. The successful applicant will be notified by mid to late August 2017.

If the EOI assessment schedule varies to the above, registered applicants will be notified of changed dates.

ELIGIBILITY
To be eligible organisations must meet the following criteria:
  1. Be an incorporated arts, cultural or business organisationunder theAssociations Incorporated Act 1981 (Qld)or similar legislation prior to a licenseor lease being granted. If you would like further information regarding incorporation, please refer to theOffice of Fair Trading website
  2. Be an organisation in the arts / creative sector from Australia.
  3. Have no membership restrictions (Constitution or Articles must state that membership is open to the general public).
  4. Demonstrate an ability to meet the financial obligations of a lease, license or other tenure arrangement (including providing a copy of the most recent audited financial statements and a business plan where appropriate).
  5. Currently have and maintain appropriate insurances for the term of tenure including:
  • $20 million public liability
  • a damage policy covering buildings and fixtures to full replacement value (leases only).
  1. Maintain a post office box for the term of the tenure.
  2. Applications for residential purposes are not eligible.

GLOSSARY OF TERMS

This glossary contains a number of terms and phrases applicants may need to be familiar with when planning an EOI application:

Arts is the form of creative expression of culture, so is a sub-set of culture. Includes all forms of visual arts, craft and design, photography and film, video, new media and digital art, writing, performing arts (music, dance, theatre and circus), festivals, Indigenous arts, multicultural arts, or creative Industries

Creative sector is where income can be derived by the commercialisation of creative output or intellectual property of the creator/s. Includes: architecture, visual arts and design (including fashion, jewellery, photography), film, television and entertainment software (animation and computer games), performing arts, writing, publishing and print media, advertising, graphic design and marketing.

Community use of a premises means, used for providing artistic, social or cultural facilities and community support services to or for the public.

In-kind contributionorin-kind supportis the dollar value of non-cash contributions to a project, e.g. office space, staff time or voluntary labour that would otherwise have needed to be paid for. It includes volunteer labour, administrative support, rent-free accommodation or donations of materials or equipment. These contributions should be given a dollar value and must be included in the proposed budget.

Apartnershipis an agreement between a professional artist, artsworker, producer or cultural organisation and public non-government or private sector organisations and another entity. The agreement must provide arts and cultural professionals with access to resources and opportunities that would otherwise be unavailable to them.

Support Materialincludes images, evidence of work undertaken, reviews, quotes, letters of support or commitment to the project from partners, other community organisations or elected members. Support material must be in a format compatible with one of the following software applications:
