The role:To ensure that Oxfam has the capacity to collate beneficiary and monitoring information derived from the programme that is systematic and understood using standard control and tracking formats held as a single ‘registry’. This forms part of Oxfam’s accountability framework.

Report to:Programme Manager(KyaukPhyu) and matrix managed by Monitoring, Evaluation, Learning and Accountability (MEAL) Officer in Sittwe

KEY RESPONSIBILITIES:

A. Data Management:

  1. To work closely with the MEAL officer (based in Sittwe), PHE, PHP coordinators, and Public Health Officers to ensure that field data entry formats are designed to allow ease of transfer onto a central database.
  2. To support MEL coordinator in developing M&E methodology, monitoring format and tools to ensure the program quality of work and concrete data for donor report.
  3. To maintain databases and their fields according to the needs of the programme, including primary data entry and consistent tracking functions over the projects’ lifetime.
  4. To enter and compile data collected through the programme into specific databases relevant to each project’s monitoring framework and control tools required to ensure accountability and efficient reporting
  5. To provide functional information derived from the data entry (including entering beneficiary registers into a database for planning and tracking).
  6. To ensure all data entered is accurate and complete and to identify gaps, inaccuracies or duplication of information entered, ensuring adequate quality checks, controls.
  7. Must feedback and synthesis data totals regularly, highlighting ‘flags’ to programme staff as necessary.
  8. To ensure field teams have hard copies of the monitoring formats.
  9. To manage the hard copies of data collection from field teams.
  10. Work with the communications and IT team in Yangon to develop the mapping of the communities and activities of the project areas using google earth.
  11. Ensure that all work is carried out in a way that is sensitive to community needs and that programme information remains confidential.
  12. Remain sensitive to the political implications of Oxfam's activities, advising of any indications that impartiality may be compromised.
  13. Participate in the management of security and report any security incident in Oxfam’s area of intervention.
  14. Maintain and update standard suppliers database and price list from time to time.
  15. Assisting the data entry regarding procurement document and store items/office asset and inventory. Ensure the logbooks are updated by vehicle users.

B. Oxfam General

  1. Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liasing as needed.
  2. Ensure implementation of Oxfam’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work. With support from technical advisors and programme service staff as needed.

SKILLS AND COMPETENCE:

  1. Any graduate with technical competence and work experience in IT is Required (basic hardware and software)
  2. Experience in database management, record keeping and filing systems. A highly developed appreciation of the importance of accuracy, rigour and efficiency as integral to effective database and information systems management.
  3. Analytical and data handling skills an advantage
  4. Good level of competence in solving problems and implementation of computerized systems
  5. Ability to work independently, organise and prioritise workloads effectively.
  6. Able to work as part of a team.
  7. Ability to handle multiple tasks concurrently and the ability to plan, liaise and follow tasks through to completion.
  8. Well developed interpersonal and team skills and ability to adapt to rapidly changing external constraints under pressure with minimal supervision.
  9. Confidentiality, tact and diplomacy essential, with a proven capacity to handle confidential information with sensitivity supported by the necessary controls.
  10. Good communication skills in written and spoken English.
  11. Ability to travel to project areas.
