CALL TO ORDER:An Informal Conference before a Special ConferenceCommittee (SCC) of the Board was called to order at 11:03a.m.

DISCUSSION:Dr. Wallaceappearedbefore the SCCin accordance with a Notice of Informal Conference dated April23. 2010. Dr. Wallacewas represented by counsel, John McGavin, Esq. The SCC fully discussed the allegations contained in the notice with Dr. Wallace.
CLOSED SESSION:On properly seconded motion by Dr. McKelvin, the SCC recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Anita C. Wallace, DVM. Additionally, it was moved that Peter Opper, Administrative Proceedings Division,Leslie Knachel,Executive Director, Board of Veterinary Medicine and Terri Behr, Operations Manager, Board of Veterinary Medicine, attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the SCC in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the SCC reconvened in open session and announced its decision.
DECISION:Based on the Investigative Report and discussion of the case with Dr. Wallace, the SCCdismissed the case with a finding of no violation. The hearing adjourned at 12:00noon.

Additionally, it was moved that Peter Opper, Administrative Proceedings Division, Leslie Knachel, Executive Director, Board of Veterinary Medicine andTerri Behr, Operations Manager, Board of Veterinary Medicine, attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the SCC in its deliberations. DECISION:Based on the Investigative Report anddiscussion of the case with Dr. Dixon,the SCC ordered that Dr. Dixon’s practice be subject to one unannounced inspection within 9 months of the entry of the Order. The hearing adjourned at 2:10p.m.

CLOSED SESSION:On properly seconded motion by Dr. McKelvin, the Special Conference SCC recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding William B. Ley, DVM. Additionally, it was moved that Peter Opper, Administrative Proceedings Division, Leslie Knachel, Executive Director, Board of Veterinary Medicine, and Terri Behr, Operations Manager, Board of Veterinary Medicine, attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the SCC in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the SCC reconvened in open session and announced its decision.
DECISION:Based on the Investigative Report and discussion of the case with Dr. Ley, the SCCordered that Dr. Ley be reprimanded and assessed a monetary penalty of $1750. The hearing adjourned at 4:10p.m.
