CAPS Fall Training 2018

CPAT

This year’s spring training will be a mirroring 3.5 hour session (morning and afternoon) all about the Colorado Pretrial Risk Assessment Tool (CPAT). The CAPS Executive Board will be leading the training with several scenarios and examples to provide opportunities on scoring in hopes of promoting discussion for clarification/guidelines on the tool’s questions. Interview tips and techniques will also be discussed during this session. In addition, the CAPS Executive Board would like to welcome Dr. Victoria Terranova and Dr. Kyle Ward who are both professors in the Department of Criminology and Criminal Justice at the University of Northern Colorado. They will be leading the upcoming CPAT Revision Project which will re-assess the validity, impact, and implementation of the CPAT (see below description). They have prepared a short presentation regarding the phases of this project and will present at the beginning of each session. You do not want to miss this! See below for registration information. Dr. Victoria Terranova and Dr. Kyle Ward, both from the University of Northern Colorado’s (UNC) Department of Criminology and Criminal Justice, will present on the current CPAT project they are working on. The purpose of this project is to re-assess the validity, impact, and implementation of the CPAT. In the years since the development and execution of the CPAT, the opportunity has presented itself to revise the tool and examine consistent use across the counties of Colorado. The goal is to improve the effectiveness of the CPAT at assessing a defendant’s pretrial risk to return to court and/or remaining law abiding. The project specifically seeks to include evaluation of the CPAT’s current risk assignment success rate, its risk levels, and determination of bond conditions. The implementation phase will include on-site observation of the CPAT’s use across participating counties, and identification of best practices for continuing use of the CPAT. The final report will encompass the findings generated from the evaluation and implementation phases, as well as recommendations for revision to the CPAT, and its use in a pretrial setting.As pretrial collaborators and practitioners (CAPS and the PEN), we recognize that effective pretrial risk assignment carries a variety of advantages to include minimizing the negative impact of detention on defendants’ daily lives, reducing the financial disparity in the bail process, relieving overcrowded jail populations, and informing assignment of conditions of bond supervision using evidence-based practices. This project seeks to strengthen our work toward achieving a fairer and just criminal justice system.
