Capital Budget Guidelines, FY2014-2019

“Carryforward” Capital Projects

Projects approved by the Board of Trustees for the 2012 Capital Budget request, but were:

(a) not funded in the bonding bill passed by the legislature or

(b) in the bonding bill but vetoed by the governor, (not applicable this year)

will be reviewed and scored during the 2014 Capital Budget process.

Instructions for Carryforward projects:

·  Reconsideration of 2012 Projects is not automatic for 2014. Submit materials for 2014

·  Review the Capital Budget Guidelines, 2014 Capital Budget Calendar, Capital Budget submissions, and predesign guidelines

·  Same deadlines. The same deadlines apply to carryforward projects as for new projects in the 2014 Capital Budget

·  Update your narrative and spreadsheets. Remember that a new Review Team may be reading your project for the first time. All parts of the narrative should be reevaluated against the updated Capital Guidelines. (i.e. Do not cut and paste everything that was written for the 2012 capital budget submittal)

·  Summary of Changes. All project predesigns and updates will be posted on the web for scoring team members to review. To assist the team’s review, please add a summary page describing the changes and/or graphics to any predesign update. This should be a simple explanation of what has changed, if anything, since the predesign was completed. At a minimum, changes in schedule and project costs should always be included. Keep this update simple and in easy-to-understand language.

·  Submission of Predesign Update. When you are ready to submit your predesign update, please include an electronic version of the original predesign with your submission. Facilities staff will review and comment on the update.

·  Facilities Data. Use updated FCI and Space Utilization data in the analysis and reworking of the narrative form. Many of the projects will be improved by using updated information.

·  Verify estimated costs from the 2012 project spreadsheet. For most projects, the only change should be an update to the inflation factor for 2014. For inflation factors, see the MMB website at http://www.beta.mmb.state.mn.us/doc/budget/bud-cap/12/inflation.pdf

·  Projects with a major change in scope and cost should prepare a new predesign and submit as a new project.
