ASHLEY ROAD IMPROVEMENTS – CONSULTATION ARRANGEMENTS

1.Matter for Consideration and Policy Context

1.1To set out consultation arrangements for proposed improvements along Ashley Road as part of the Local Sustainable Transport Fund (LSTF) programme.

1.2The three authorities of Poole, Bournemouth and Dorset have recently been successful in being awarded £12m from the Government as part of their LSTF towards an overall scheme of £18m, which will focus primarily on a specific package of improvement measures along the east-west A35 transport corridor. This links not only the main centres of Poole, Bournemouth and Christchurch but also seeks to improve a number of local district centres on the route.

2.Background

2.1Arrangements are currently being made for the delivery of improvements along Ashley road as part of the LSTF programme. The complete LSTF programme is shown as Appendix A, from which it can be seen just over £1m will be available over a 3 year period for Ashley Road.

2.3Community engagement is key to the delivery of schemes such as this, which can have a significant impact on the local area. The proposed delivery arrangements are currently anticipated to be as follows:

a)Initial identification of current issues along Ashley Road e.g. congestion, bus services, public realm, parking, air quality etc – October 2012

b)A number of stand alone draft proposals developed for consultation purposes only – November 2012

c)Letters to all traders, residents, associations etc setting out the various aims of the LSTF, sealing their views on establishing priorities and the draft proposals – December 2012

d)Public exhibitions set up locally, manned by Council Officers to further gain views – January 2013

e)Canford Cliffs and Penn Hill Area Committee when proposals will be presented – seeking views of local members/public – 13 February 2013

f)Final proposals presented to TAG/Portfolio Holder for initial approval, subject to advertising the associated Traffic Regulation Orders – 14March2013

g)Initial schemes start on site – May/June onwards

2.4Financial, legal, risk management and equalities implications will be included in the details scheme reports.
