BYLAWS

1. NAME

The name of this organization shall be the CALUMET ASSOCIATION FOR HOME & COMMUNITY EDUCATION. Hereinafter referred to as CAHCE.

2. OBJECTIVES

The Objectives of the CAHCE shall be:

2.1 To further strengthen, develop, coordinate and extend adult education in family living through the Cooperative Extension Service of the United States Department of Agriculture, University of WisconsinExtension and Calumet County.

2.2 To provide an opportunity for all members cooperating with the UniversityExtension to work toward the progressive improvement of home and community life.

2.3 To offer a means by which all members may interpret and promote Extension programs of county, state, national and international importance in the development and preservation of ideals of the American home.

3. NON-PROFIT EDUCATIONAL ORGANIZATION

The CAHCE is a nonprofit educational organization. Any funds received by the organization for carrying out its purposes shall not accrue to the individual members.

4. DISSOLUTION

Upon dissolution of the organization any remaining assets shall be assigned by the current CAHCE officers for continuation of their scholarship program.

5. MEMBERSHIP

5.1 Membership in this organization is open to all persons without regard to race, color, ethnic background or economic circumstances. This organization is not segregated.

5.2 Any organized group in Calumet County may become a part of the CAHCE by accepting the bylaws and the payment of annual membership dues.

5.3 The UWEX - Family Living Educator is a member ex officio.

5.4 Membership in this organization does not require that the group sever affiliations with other groups or that the group will lose its identity in other activities in which it customarily engages.

6. VOTING

6.1 All members of the CAHCE Executive Board.

6.2 Each club holding membership in CAHCE shall be entitled to two voting delegates, president and secretary, or their two alternatives.

6.3 A twothirds vote of the voting members present shall constitute a majority.

7. OFFICERS & TERMS

7.1 The officers of this CAHCE shall be a president, president-elect, past president, secretary and treasurer.

7.2 The president-elect shall serve one term of two years and then shall be president for another term of two years, or as decided by Executive Board.

7.3 The secretary and treasurer are elected for a two-year term. They shall not serve for more than two consecutive terms.

8. DUTIES OF OFFICERS

8.1 President

8.11 Preside at CAHCE and Executive Board meetings.

8.12 Serve as the official delegate to District and State meetings.

8.13 Make all necessary appointments and leadership responsibilities typifying the office of president.

8.2 President-elect

8.21 Presides for president or secretary in their absence.

8.22 Performs such duties as delegated by president.

8.3 Secretary

8.31 Keep all records, minutes of meetings, and correspondence for CAHCE.

8.32 Submit a copy of minutes to the UWEX - Family Living Educator, county president, state president, and district chairman.

8.4 Treasurer

8.41 Shall collect and disburse all CAHCE funds.

8.42 Shall be responsible for depositing all funds in the name of Calumet Association for Home & Community Education.

8.43 Shall keep an updated financial record of the CAHCE.

8.44 Shall submit all records for an annual audit.

8.5 Past President

8.51 Shall serve on the Executive Board with a vote.

8.52 Shall serve as parliamentarian at all meetings.

8.6 Center Chairman

8.61 Represents the center on the Executive Board and is liaison for clubs in the center.

8.62 Center Chairs alternate coordinating Spring Fling.

9. EXECUTIVE BOARD

9.1 The Executive Board shall consist of the elected officers, past president, center chairmen, education chairmen, historian and membership/marketing chairman.

9.2 Any Calumet Association for Home & Community Education member, who is a State or District officer at the time of her office shall be a member ex officio of the Executive Board, without a vote.

9.3 The UWEX - Family Living Educator shall serve as an advisor in an ex officio capacity, without a vote.

9.4 The Executive Board shall:

9.41 Meet when necessary to transact business at least semiannually.

9.42 Shall exercise the powers of the CAHCE in conformance with their policies.

9.5 Special meetings of the Executive Board shall be called by the president or by a majority of the Executive Board.

9.6 At least 50% of the members present shall constitute a majority.

10. NOMINATIONS

10.1 The nominating committee shall be the officers of the Executive Board.

10.2 The nominating committee shall prepare a slate of officers and center chairmen from nominees solicited from their clubs.

11. ELECTIONS

11.1 Elections of officers shall be held at the fall CAHCE meeting. Officers to assume duty January 1.

11.2 President-elect and secretary shall be elected in odd numbered years. Treasurer shall be elected in even numbered years.

11.3 All center chairmen shall be elected by voting delegates from their center.

12. VACANCIES

12.1 Vacancies occurring between regular meetings of the association shall be filled as follows: Office of President by President-elect. Other vacancies shall be filled by Presidential appointment until the next CAHCE meeting, when a special election shall be held to fill the unexpired term.

13. QUORUM

13.1 A quorum shall consist of a majority of organized CAHCE clubs.

14. AUTHORITY IN PARLIAMENTARY LAW

The rules contained in Sturgis Standard Code of Parliamentary Procedure shall govern this organization.

15. AMENDMENTS

These ByLaws shall be amended by a majority of the members present at any CAHCE association meeting. A draft of proposed amendment in the ByLaws shall be sent in writing to the president and secretary of each club at least 30 days prior to the meeting at which such amendments are to be considered.
