Call for Temporary Assignment for Nepalese professionals

Terms of Reference

Nepal Climate Change Support Programme (NCCSP)

NCCSP is looking for professionals for short term assignment to assist District Energy and Environment Section/Unit (DEES/U) of District Development Committees (DDCs) to implement Local Adaptation Plan of Actions (LAPA) in 14 programme districts (Bajura, Achham, Kailali, Dolpa, Humla, Jumla, Kalikot, Mugu, Dailekh, Jajarkot, Rolpa, Rukum, Bardiya and Dang).

Key roles and responsibilities are as follows:

·  Assist DEES/U of DDCsin procurement of services for implementation of the LAPAs

·  Facilitate and support DDCs for effective implementation of Local Adaptation Plan of Actions (LAPAs) in specified Village Development Committees (VDCs) in line with the implementation guideline provided by MoSTE.

·  Coordinate and liaise with other line agencies and service providers to ensure technical assistance to LAPA implementation is available and of good quality.

·  Assist DDC for the facilitation of monitoring and reporting of LAPA implementation

·  Facilitate and support in mainstreaming CCA/LAPA activities in VDC/DDC regular planning process for next FY 2071/72

·  Ensure gender and social inclusion perspectives are integrated into LAPA planning process

·  Any other assistance as required by the programme.

Duration: 4 months (August-Nov 2013)

Qualification: Minimum Bachelor’s degree in environment, climate change, agriculture, forestry, management, social sciences and other relevant subjects with at least 5 years’ experience in NRM, Climate Change, and Environmentrelated project implementation. Preference will be given to candidates having prior work experience with local government bodies in NCCSP programme districts, and good knowledge and experience of LAPA.
