approved by the Academic Senate with resolution no. 503/17502 dated July 24th, 2013 and

by Administration Board with approval no. 514/30045 dated July 25th, 2013.

GENERAL INFORMATION

The University of Parma has instituted the Advanced Master Course (University Post-Graduate Diploma) in “International Health and Medicine for Cooperation with Developing Countries” with focus on Emergency and Essential Care (EEC) at District Hospital, for the academic year 2013/2014. The Course is promoted by the Department of Biomedical, Biotechnological and Translational Sciences (S.Bi.Bi.T.) and the University Centre for International Cooperation (CUCI) in collaboration with the Directorate General for the Development Cooperation (DGCS) of the Italian Ministry of Foreign Affair, the Geneva Foundation for Medical Education and Research and the University Hospital of Parma.

This Master Course is a scientific specialization and continuous high level training course with a final exam and an Advanced Master Certificate.

The aim of the Master’s program is to form doctors with multi-sector skills, necessary to operate in ambulatories, healthcare centres, hospitals and medical districts characterized by poor infrastructures and management systems, that are typical to the high-poverty areas, facing cases of ordinary and extraordinary emergencies of various entities.

The career opportunities with the Master degree will include finding employment in medical and health structures with sanitary shortcomings as well as in international cooperation projects for health, in Sub-Saharan Africa.

The Master Course lasts one year and includes lectures, seminars, interactive didactics, videoconferencing, practical activities and internship under the supervision of mentors at the University Hospital of Parma and in other structures / Laboratories; all these activities will be mainly held in English language.

Master activities together with independent study and preparation time, that each participant will have to dedicate to the Program, correspond to 1500 hours work and 60 University Training Credits according to the Italian Ministerial Decree n. 270 dated October 22nd, 2004.

Attendance to the Course is compulsory and lessons will be held during weekdays. The beginning of the Master’s program is estimated to be on November 2014 till its end foreseen on September 2015. The coursework will be held at the didactic structures of the University of Parma as well as of the University Hospital.

Art. 2

ENTRY REQUIREMENTS

The Master is a number programmed Course.

The minimum number of participants to activate the Course is 10 (ten), whereas the maximum number of participants should be 15 (fifteen), of which 12 (twelve) will be reserved for candidates residing in the following Countries: Angola, Burkina Faso, Ethiopia, Kenya, Mozambique, Senegal, Sierra Leone, Northern and Southern Sudan.

Eligibility criteria:

Access to the Master Course requires completion of a selection procedure based on the assessment of qualifications. The following requirement is considered for selection: DEGREE IN MEDICINE AND SURGERY.

Admission modalities to the selection:

Applicants who wish to participate to the selection are asked to fill either the B/11_EN form enclosed herewith, that has to be submitted within, and not later than, July 11st, 2014.

The application form should be submitted as follows:

a)  for applicants who have been awarded their degree certificate in Italy:

·  delivered personally by the applicant, or by any third party with a duly proxy, to the “Servizio Master e Formazione Permanente” of the University of Parma”, P.le San Francesco n. 3, 43121 Parma, Italy” (according to the opening hours as reported online at www.unipr.it);

·  delivered by registered post with return receipt to the above-mentioned office address;

·  delivered by Certified Electronic Mail at

Post stamp is not valid to prove the delivery.

b)  For Italian and Foreign applicants, who have NOT been awarded their degree certificate in Italy:

Candidates not residing in Italy must submit their applications to the Italian diplomatic representative of their Country of residence, or in absence, to the competent Italian diplomatic representative. The Embassies will be responsible for sending each application to the “Servizio Master e Formazione Permanente” of the University of Parma, P.le San Francesco n. 3, 43121 Parma, Italy. The application documents can be transmitted in advance by fax to University Centre for International Cooperation at number +39 0521 347004 or by e-mail to . The Embassies will then deliver electronically (by fax or e-mail), only the “telespresso” containing the names of the candidates to DGCS - Office IV of the Italian Ministry of Foreign Affairs.

The following documents have to be compulsory attached to the B/11 form, herewith enclosed, penalty of exclusion from admission to the selection:

1)  Qualification:

- for applicants who have been awarded their degree certificate in Italy: auto-certification of academic title or certificate of degree title (Laurea), specifying the degree mark (use form A/3 downloading it from http://www.unipr.it/node/694 or see the enclosed specimen);

- for Italian or foreign applicants, who have NOT been awarded their degree certificate in Italy: copy of academic title or degree certificate, together with an official translation into Italian with declaration of legal value by the Italian Diplomatic representatives in the Country where the qualification was obtained;

2)  for Italian citizens or Foreigners residing in Italy: copy of the tax code (“codice fiscale”) and copy of a valid identity document (ID card or Passport);

3)  for Foreign UE and EXTRA-UE citizens residing abroad: photostatic copy of the valid Passport;

4)  other titles that the applicant thinks being important for the selection;

5)  curriculum vitae (it is possible to use the European form herewith enclosed).

Students with disabilities, in accordance with Italian laws no. 104/92 - article 20 and no. 68/99 - article 16, item 1, should enclose a declaration attesting the state of disability and justifying the need for assistance and extra time necessary to prepare the admission’s selection. In that case, the candidate shall attach form A/23master for the disability self-certification testifying an equal or exceeding 66% disability degree, (which can be downloaded from the University of Parma web site http://www.unipr.it).

The University of Parma is not responsible for any postal irregularities that may occur.

During any phase of the selection procedure, the University of Parma has the right to refuse candidates who have submitted incomplete applications or wrong academic degree certificates.

Art. 3

SELECTION PROCEDURES AND EVALUATION SCHEDULE

Selection procedures:

In order to identify the candidates who will be admitted to the International Master Course, a specific Selection Committee (formed by representatives from the University of Parma and from the Italian Ministry of Foreign Affairs) will issue a list of the successful candidates on the basis of the score assigned them through the evaluation of the qualifications provided by the applicants, as follows:

-  titles evaluation provided by the Selection Committee.

-  Moreover, the following characteristics will be taken into consideration, preferably:

·  stated cooperation and/or consultancy with local Ministries of Health;

·  ongoing experience with non-governmental organizations (NGO) or sanitary/health structures in Developing Countries;

·  ongoing professional activity in health structures in Developing Countries, such as district hospitals, rural and decentralized health/sanitary structures;

·  good knowledge of the English language (working technical knowledge);

·  candidate’s motivation letter and effective intentions to operate in Developing Countries after completion of the Master Course;

·  reference letters from teachers of the University where the applicant has studied or from directors of Departments where the applicant has served or is still serving; one letter shall be from an African healthcare structure.

The candidates receiving the highest scores, in relation to the number of places available, will be admitted to the Master Course.

In case of an ex aequo (same rating result), priority will be given to the candidate who obtained the highest mark in his/her final degree exam; in case of further ex aequo, priority will be given to the youngest candidate in age.

Art. 4

ENROLMENT MODALITIES

The list of the admitted applicants will be published on the University of Parma website (http://www.unipr.it) from July 28th 2014 onwards and will be sent to the Italian Embassy of the interested Countries from DGCS of the Italian Ministry of Foreign Affairs.

Selected candidates must submit the following documents to the “Servizio Master e Formazione Permanente” of the University of Parma, P.le San Francesco n. 3, 43121 Parma, Italy, NO LATER THAN October 30th, 2014, under penalty of cancellation of the selected candidate’s right to enroll in the Master Course:

1)  request for enrolment: B/16_EN form, using the document herewith enclosed;

2)  original Degree certificate with legal translation in Italian language and the “Dichiarazione di Valore” (title equivalence declaration), issued by the Italian Embassies or Consulates of the Countries where the title has been obtained;

3)  receipt certifying the full payment of the tuition fees (except for the selected candidates granted by the Italian Ministry of Foreign Affairs). The enrolment tax payment is fixed at € 2.832 (this amount includes € 32 for necessary enrolment fiscal stamps). The amount specified is a NET value, calculated not including any bank or postal expenses that the payment might incur (that shall be supported by the participant). The payment can be effected by presenting form B/18, (downloaded from http://www.unipr.it/servizi/servizi-lo-studio/modulistica/moduli-laureato), to UNICREDIT Bank Spa. The receipt proving the payment has to be entrusted to “Servizio Master e Formazione Permanente” office of the University of Parma.

The tax payment for the Master enrolment can be also realized through a bank transfer on account IBAN IT17Y0200812700000101905681 (Bank: UNICREDIT Spa), with clear indication of the following details: “Tassa Master universitario - Università degli Studi di Parma”.

The bank transfer shall indicate the name, surname, place and date of birth, tax code of the participant and the [1105] code number mentioned on the first page of B/18 form that corresponds to the Master’s Course. Those who will proceed with making the bank transfer originating from an international bank account shall use the following bank account details IBAN IT17Y020081200000101905681 code SWIFT/BIC UNCRITM1070 (Bank: UNICREDIT Spa), specifying the same details as above: “Tassa Master universitario - Università degli Studi di Parma”.

The receipt proving the payment has to be entrusted to “Servizio Master e Formazione Permanente” office of the University of Parma;

4)  four passport size photos (they can be given personally at the beginning of the didactic activity);

5)  copy of the residence permit or a valid VISA for EXTRA-EU citizens (or the provisional post office receipt; the candidate shall submit the original document as soon as available to the Master service office). It can be given personally at the beginning of the didactic activity.

It is not possible to pay the Master’s tax in separate rates.

The Italian Ministry for Foreign Affairs will fund 12 scholarships that completely cover the enrolment tax and the costs of living in Italy for the best 12 candidates classified in the final selection rating and residing in the following Countries: Angola, Burkina Faso, Ethiopia, Kenya, Mozambique, Senegal, Sierra Leone, Northern and Southern Sudan.

Candidates who are admitted to the Master’s Course, but who do not fulfil the registration procedure by October 30th, 2014, will be excluded from the Master Course. In such cases, upon invitation by the “Servizio Master e Formazione Permanente” of the University of Parma, the admitted applicants reported in the official list will be allowed to proceed with registration, no later than October 31st, 2014.
