CALIFORNIA STUDENT OPPORTUNITY & ACCESS PROGRAM (CAL-SOAP)

CENTRAL COAST CONSORTIUM

DEFINITION:

Under general direction to plan, develop, coordinate, and implement all program elements for the Cal-SOAP consortium and to supervise clerical and other support personnel, and to do other related administrative duties as required; and promote and value the mission and vision of the college.

CLASS CHARACTERISTICS:

Under the direct supervision of the Central Coast Cal-SOAP Consortium Governing Board through its executive committee, the incumbent in this position will plan and coordinate program activities. The incumbent will have a high frequency of responsible contact with consortium members and state-wide Cal-SOAP representatives. The incumbent serves as the primary contact for the program with the responsibility of providing leadership, direction, administration, planning and oversight of day-to-day and overall functions of the program. The project director will be an employee of the Allan Hancock Joint Community College District. The incumbent in this position reports directly to the Director of Outreach and Retention.

ESSENTIAL FUNCTIONS:

  1. Plans and coordinates program activities such as field trips, parent workshops, tutoring, academic advising, higher education seminars and SAT prep workshops;
  2. Hires and trains student tutors, advisors and interns;
  3. Develops and maintains a student data base;
  4. Manages program budget,
  5. Develops procedures for delivery of program services;
  6. Maintains collaborative relationships with all consortium members,
  7. Attends state-wide Cal-SOAP advisory meetings;
  8. Establishes and maintain a working relationship with the state-wide Cal-SOAP coordinator;
  9. Evaluates program services;
  10. Writes year-end reports and reapplication proposals as required by the California Student Aid Commission;
  11. Supervises support staff, site coordinators and student tutors/peer advisors.
  12. Supports the Central Coast Cal-SOAP Consortium Governing Board and works with a local educational consortium of representatives from secondary schools, public and independent colleges, and community agencies.

MINIMUM QUALIFICATIONS:

Knowledge of:

  • Computer skills must be hands on and at a level sufficient to effectively and efficiently carry out the responsibilities of the position;
  • Budget development; fiscal management, report-writing skills.

Demonstrated Ability to:

  • Communication effectively;
  • Organize multiple tasks and events;
  • Adjust priorities and work under pressure of deadlines;
  • Establish effective working relationships with students, parents and school personnel.

Education and Experience:

A bachelor's degree from an accredited college or university. Master's degree preferred. Minimum two years experience in student services program areas or related field. Master's degree may be substituted for one year of experience. Bilingual/Spanish preferred.

Other Requirements:

A valid California driver's license and ability to qualify for district vehicle insurance.

Working Conditions:

  • The incumbent will have contact, in person, via email, and on the phone, with executive, management and supervisory staff.
  • Work requires travel to other offices or locations to attend meetings or conduct work.
  • Must be able to accommodate flexible work hours including some evenings and weekends.

Physical Demands:

  • Typically sits for extended periods of time.
  • Operates a computer.
  • Communicates over the telephone, by email, and in person.
  • Regularly lifts, carries and/or moves objects weighing up to 10 pounds.

Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and to staff and students with disabilities.
