CAD / AVL SYSTEM FOR DMT BUS FLEET

Please find attached, questions that we are in receipt of from a vendor. All questions have been answered to the best of our ability. No changes have been made to the original RFP and this addendum is being circulated for the purpose of clarification only.

  1. Will City provide a tax-exemption certificate? Yes
  2. Will any third-party data need to be input in to this new system?GTFS information has been compiled on behalf of DMT
  3. Do your fixed routes operate on a set schedule, headways, deviated pickups, or a combination thereof? Combination. Evening service is a deviated service in our fixed route service areas.
  4. How many vehicles are available for installation at any given time? This would depend on the vendor’s installation schedule. One to two buses during weekdays, two to three on Saturdays, and we do not operate on Sundays. Arrangements could be made for Sunday installation.
  5. Where will vehicle installation occur (outside parking lot, outside covered lot, garage, etc.)? Covered area within our building.
  6. Is it acceptable for a vendor provide its own pricing sheet? It is desirable that all bids provide all-inclusive pricing.
  7. Integration with Genfare Odyssey is requested. In order to complete this integration with an outside provider, Genfare usually charges its customers a license price.
  8. Can you confirm whether or not Danville has paid Genfare the license charges to allow for ITS single sign on?
  9. If unable, can Danville provide its’ account manager contact with Genfare? This question has been posed to Larry Chefalo at Genfare.
  10. In section 5.3, integration with existing DMT-provided Daktronics AF-6300-16x192-8-A-DF LED is requested.
  11. Is this integration a requirement or option? Requirement
  12. Can Danville produce any more information regarding the intention of real-time arrival information (a mockup of desired arrival screen would be helpful in pricing)? All LED screens in the transfer facility are one color and are essentially limited to text. This will provide bus arrival times for customers.
  13. Is it safe for vendor to assume that all real-time arrival display locations in transit center already have Daktronics displays in place? Transfer facility is under construction with an anticipated opening date around the first of the year. Daktronics will be in place.
  14. How many displays needs to be integrated? Spec calls for an interior and an exterior display
  15. Is constant power already present at display locations? Power will be in place
  16. If so, can this power be extended to communications equipment for signage?
  17. Does communications equipment already exist at locations (i.e. wired Ethernet)? Transfer facility is under construction with an anticipated opening date around the first of the year.
  18. There is mention asking for both Wi-Fi uploads and system workstations. Does the agency seek only options for a locally-hosted solution?
  19. Would the agency be open to a reliable cloud-based solution with unlimited data access and uploads to local servers as backup? No cloud-based solution due to delay in data transmittal
  20. The CAD/AVL system is meant to be ‘based’ upon the Lumichron/Mobatime time server. Can you explain what this integration specifically requires?
  21. Would DRT accept a cloud solution that can integrate with existing technologies? No cloud-based solution due to delay in data transmittal
  22. Is it the winning vendor’s responsibility to remove and/or dispose of any old equipment prior to the installation of the new system? I don’t believe there would be disposal, but if so, DMT would provide that service
  23. Who is the city’s current paratransit software vendor and/or program? ADA service is contracted out. Contractor uses their own equipment.
  24. Who is the city’s current AVL vendor and/or program? We currently have GPS capability through the Motorola 2-way radio system, using StreetTrek. We will also have AVL through the data provided by our Angeltrax camera system.
  25. Is City pursuing any grants as a means to fund this system? Funding is in place.
  26. Are there any deadlines that should be considered in the development of deployment timelines? No deadline, but desirable that app is available for customers as soon as possible. Our transfer center is scheduled to open in the winter of 2016-17.
  27. Is there a desired ‘go-live’ date? No deadline, but desirable that app is available for customers as soon as possible.
  28. For AVA, is single sign-on integration with existing head/route signs necessary? If so:
  29. For fixed route vehicles, please confirm that each of the signs are J1708 compatible? Are you able to provide a listing of sign types per vehicle if any differ? We will be able to provide sign types. All signs are Luminator, and our newer buses have a newer version of the digital signs. All Gillig buses have head sign, curb sign, and rear sign. 5 cab-over designs have head and curb signs.
  30. Is the requirement to integrate with only one exterior head sign per vehicle?
  31. If you desire integration to additional signs (e.g. curb sign) please provide sign make/model information for these as well.
  32. How many staff would need software training for dispatch / reporting / operators / administration? 6
  33. How many drivers or driver trainers require MDT training? 2-3
  34. Does the city have any existing in vehicle digital ‘next-stop’ signage? No
  35. This RFP contains a high level of detail and compliance. Will you please allow a three week extension to allow for a thoughtful, customized response to the requirements of the RFP, responses to the Q&A period, and opportunity for a site inspection? Our transfer center is scheduled to open in the winter of 2016-17, and therefore, any further delays in the RFP may result in delays in the implementation of the CAD/AVL.
  1. Verizon cellular data is mentioned in the specification. How and where is this data plan currently used on-board? The cellular will be in place with the installation of our Angeltrax Hybrid Quest Edge-TU MDVR system. DVRs scheduled for replacement in the next few weeks.
  2. Can you confirm please the desired contract length and extension pricing? This information can be supplied by the vendor with options for multiple years.
