ThenameofthiscommitteewillbetheCulturalAffairsCommittee,astandingcommitteeoftheStudentSenate(UW-LaCrosseStudentAssociation).

ARTICLE II:PURPOSE

SectionI:Mission

ThemissionoftheCulturalAffairsCommitteeincludesbutisnotlimitedtoprovidingcommunicationbetweentheculturerelatedfunctionsoncampusandtheStudentSenate.TheCulturalAffairsCommitteeevaluatesandrecommendsStudentSenatefundingtoSUFACforprogramsthatculturallyenhancetheUW-LaCrosseenvironment.

ARTICLE III: MEMBERSHIP

SectionI:VotingMembers

a.StudentRepresentatives-Thestudentmembershipwillconsistoffive(5)studentsenators,andtwo(2)students at-largeapprovedbytheCulturalAffairsCommittee.

b.FacultyRepresentativesandAcademicStaff-FacultyandAcademicStaffrepresentationwillconsistofnomorethanthree(3)membersappointedbytheFacultySenate,andmaybechosenfromanydepartment.Nomorethanonemembermaybeselectedfromanysingledepartment. The term will consist of two academic years, with staggering positions for each representative.

SectionII:Non-votingMembers

a)AdvisorRepresentative-Advisorrepresentationwillconsistofone(1)facultyorAcademicStaffappointedbyUniversityCenters,andmaybechosenfromanydepartmentoradministrativeoffice.

SectionIII:Elections

a.Officers-Thecommitteewillelectachairpersonandavice-chairperson/secretaryfromitsstudentmembership.Thiswillbedonebythesecondmeetingoftheacademicyearbyamajoritycastforthatseat.

b.Term-Theterm ofofficewillbeoneacademicyearandwillbeginimmediatelyafterbeingelected.

c.Vacancy-Ifavacancyoccursinthechairpersonship,the vice-chairperson/secretarywillassumethedutiesofthechairpersonfortheremainderoftheyear.Anewvice-chairperson/secretarywillbeelectedfromthestudentmembership.

d.Eligibility-Thechairpersonandthevice-chairperson/secretarywillbeUW-LaCrossestudentsingoodacademicstanding.

ARTICLE IV:RESPONSIBILITIES

TheCulturalAffairsCommitteeprovidesconsultationandassistanceforthefollowingorganizations:

b.Marching/ConcertBands

c.Choir

d.JazzEnsembles

e.MulticulturalEvents

f.Orchestra

h.Women’sStudiesPrograms

i.AbilityAwarenessPrograms

j.InternationalStudentPrograms

l.KoreanDrumEnsemble

m.Wind Ensemble

n.Any other designated organization as stated by SUFAC

SectionII:Sub-Committees

TheCulturalAffairsCommitteemaycreatesubcommitteestoenforceestablishedpoliciesandprocedures,andtorecommendnewpoliciesandproceduresasdeemednecessary.AllsubcommitteesmusthavepoliciesandmembershipapprovedbytheCulturalAffairsCommittee.EachsubcommitteemustelectachairpersontoserveasliaisontotheCulturalAffairsCommittee.

SectionIII:TheCulturalAffairsCommitteewill:

a.BeresponsibleforcommunicatingwiththeorganizationsandSUFACinrelationtoproceduresandschedulesofbudgetaryandone-shotrelatedmatters.

b.BeinformedofandbeactiveinissuesconcerningareaslistedordescribedinArticleIV,SectionI.

c.KeeptheStudentSenateinformedofthebudgetaryneedsrelatingtotheareasunderArticleIV,SectionI.

d.MakerecommendationstotheStudentSenatefortheformulationofpoliciesandrulesregardingtheseactivities,aslistedordescribedinArticleIV,SectionI,atUW-LaCrosse.

e.RecommendtotheStudentSenatesuchactionsormeasuresrelatingtotheabovementionedactivitieswhichthecommitteedeemsinthebestinterestofthestudentbodyofUW-LaCrosse.

f.Sendmeetingagenda,minutes,androomreservationstoStudentAssociationVice-Presidentandtheorganizationsthecommitteerepresents.

g.Review academic initiatives stipend from the Office of International Education.

ARTICLE V:DUTIES OF OFFICERS AND MEMBERS

SectionI:Chairperson

Itwillbethedutyofthechairpersonto:

a.Callmeetingsofthecommittee.

b.Presideatthemeetingsofthecommittee.

c.Prepareandestablishtheagendaforthecommittee.

d.Actasanofficialrepresentativeofthecommittee.

e.Serveasanex-officiomemberofallsubcommitteesofthecommittee.

f.ReporttotheStudentSenateregardingcommitteeactions.

g.Excuseabsencesofthecommitteemembers.

h.CommunicateinformationtoareasidentifiedunderArticleIV,SectionI.

i.Address any attendance issues as necessary.

SectionII:Vice-Chairperson/Secretary

Itwillbethedutyofthevice-chairperson/secretaryto:

a.Presideatmeetingsofthecommitteeintheabsenceofthechairperson.

b.Assumethepositionofchairpersonifthechairpersonbecomesunabletoperformthedutiesoftheoffice.

c.Havetheauthoritytoexcusethechairpersonfromthemeetings.

d.Aidthechairpersoninthecoordinationofallcommitteeactivities.

e.Recordtheminutesofallmeetingsofthecommittee.

f.DistributeallminutestothecommitteeandmakethemavailabletothecampuscommunitythroughtheUWLSAoffice.

g.Beresponsibleforallcommitteecorrespondenceasdirectedbythechairperson.

h.Maintainafileofcommitteeminutesdatingfromthebeginningoftheyear.

i.DistributeacopyofallfilematerialtothePresidentoftheUW-LStudentAssociationalongwithoneothercopy.

SectionIII:General Membership

a.Attend all committee meetings

•Must give 24-hour notice if unable to attend committee meeting

•Any issues regarding attendance will be addressed by the Chair

b.Review all materials before meetings

ARTICLE VI: MEETINGS

SectionI:Meetings

Meetingswillbeheldasneededduringtheacademicyearatthediscretionofthechairperson.

SectionII:SpecialMeetings

Specialmeetingsmaybecalledbythechairpersonbyprovidingwrittennoticetoallcommitteememberswithatleasttwenty-four(24)hoursnotice.

SectionIII:OpenMeetings

AllmeetingswillbeincompliancewiththeWisconsinOpenMeetingLaw.

Section IV: Quorum

A simple majority of the voting membership shall constitute a quorum for conducting business.

Section V: Voting Quorum

A quorum will consist of a simple majority (half of the members plus one) of the voting members.

SectionV:ParliamentaryProcedure

Robert’sRevisedRulesofOrdershallbeusedastheparliamentaryauthority.

SectionVI:BusinessConduct

a.ThecommitteewillconductitsbusinessinaccordancewiththerulesoftheUniversityofWisconsin-LaCrosse.

b.ThecommitteewillconductitsbusinessinaccordancewiththerulesoftheUniversityofWisconsin-System.

c.ThecommitteewillconductitsbusinessinaccordancewiththerulesofthestateofWisconsin.

ARTICLE VII:AMENDMENTS

SectionI:Amendments

AmendmentstotheCulturalAffairsCommitteeBy-Lawscanbeamendedwithatwo-thirds(2/3)majorityvoteofthecommitteemembers,andasimplemajorityapprovaloftheStudentSenate.
