Your request has been considered under the provisions of the Freedom of Information Act. Specifically, you have requested the following information:
Please detail all proposals which have been put forward to the council with regards to construction traffic gaining access and egress to the site of the Westfield development site during the construction phase of the project.
If there is a document which explains how this will be handled, please share it. If the council is not in possession of such plans, has any council official or councillor requested these from the developers? If not, why not?
The Council confirms that it holds the information you have requested and states that the main construction access routes will be via Wellesley Road and Poplar Walk.
The attached document is a Chapter from the Environmental Statement submitted as part of the planning application regarding "Demolition, Construction and Refurbishment" which includes information on traffic during construction. The full Environmental Statement, including this Chapter, is available to the public on the on-line planning register:

To further assist you, the Council states that the conditions of the planning permission require the developer to submit to the Council for its approval as local planning authority an Environmental Construction Management Plan and Construction Logistics Plan before commencing demolition or construction works on the site. These will further describe the vehicular routes and entry points to facilitate the scheme.
