Job Description –School Business Manager

Reporting to:Headteacher

The Role

  • To lead strategically on all aspects of Budget, Finance, Personnel, Premises, Administration and financial aspects of Extended Services Provision.
  • Lead responsibility for formulating, reviewing and implementing school policy and practice with regard to Finance, Admin and HR.
  • To lead, operate, maintain and develop the financial procedures and systems of the school, in co-operation with the Senior Leadership Team and Governors.
  • To be the school’s leading support staff professional and work to assist the Headteacher and SLT in their duty to ensure that the school meets its educational aims.
  • Promote the highest standards of business efficacy within the administrative function of the school and ensure strategically the most effective use of resources in support of the school’s learning objectives.
  • Lead responsibility for the Financial Resource Management, Administration Management, Human Resource Management, Site, Extended Services of the School, and managing relevant links with the local community for the benefit of the school.
  • Contribute to and model the vision values, moral purpose, learning styles, leadership styles and ethos of the school.

Key Responsibilities

Overall:

  • To be a member of the Senior Leadership Team (SLT), contributing to strategic planning and the decision making and to attend the weekly meetings.
  • To be responsible for all aspects of finance, human resources, payroll and the staff pension scheme, the catering contract, administration of the Local Authority school admission system within the school, function as a line manager for agreed support staff and other aspects of whole school operations with reference to:
  • School income generation
  • Being a member of the Governing Body Finance and Premises Committee and attending the meetings
  • Negotiating, managing and monitoring contracts, leasing and tender agreements, other service level agreements, securing best value principles and attracting bid-based funding via national and local agencies
  • Leading on Health and Safety matters within the school, ensuring legislative compliance.
  • Monitoring compliance with legal, regulatory, ethical and social requirements across the school.
  • Ensuring with other members of the SLT the effective deployment of all support staff to meet the current and future need of the school.
  • To provide accurate financial forecasting for the Headteacher, Governing Body and the SLT to inform planning and strategic direction.
  • Take a lead role in the development and implementation of the strategic improvement plan and future resource requirements.

Financial

  • Ensure monthly and budgetary monitoring is accurate including budget forecasting.
  • To be responsible directly to the Headteacher and the Governing Body for all financial and accounting procedures including the scheme of delegation.
  • To control, monitor and evaluate the school’s finances ensuring compliance with financial requirements, regulation and value for money
  • To be responsible for the salary forecasts, preparing an annual plan of school priorities in consultation with the Headteacher and the annual budget plan for approval for the Governing Body
  • To be responsible for the managing of financial inspections by internal and external audit, and other bodies taking action on any recommendations.
  • To be responsible for the development and implementation, working with the finance team, of robust financial systems and processes which include ongoing review and improvements.
  • To prepare clear and timely management and financial accounts as required for the Headteacher and Governing Body including quarterly returns.
  • To ensure the effective implementation and operation of financial controls within the school and support main budget holders with reports and budget management.
  • To advise and prepare claim bids, grants for funding ensuring all funding streams and revenues are fully secured and accounted for.
  • To ensure all tax obligations are discharged correctly and effectively
  • To be responsible for the production, maintenance and review of the school’s risk register and take appropriate action to address any high risk
  • To prepare cash-flow forecasts to ensure that the school’s cash position is consistent with its obligations and to sustain interest for any surplus balances.
  • Manage the school bank accounts ensuring monthly reconciliation
  • To manage other staff in the operation of the school’s financial systems
  • To ensure prompt and efficient completion of periodical returns as required by the Governing Body, Education Funding Agency, Local Authority, pension schemes and HMRC
  • To maintain regular liaison with the school auditors and bankers
  • To monitor service level agreements and contracts to ensure effectiveness of delivery , value for money negotiating favourable terms where possible
  • To ensure that appropriate credit controls are in place for income streams such as catering, lettings, etc
  • Plan long term financial budgets
  • To act as the cost centre manager for specified budget areas
  • To manage the school’s payroll ensuring accurate returns
  • Manage and secure effective insurance cover the school
  • Manage and advise upon pension schemes and other relevant salary deductions
  • Ensure bad debt recovery systems are in place

Human Resources

  • To ensure that the school is compliant with all relevant policy and legal obligations
  • To manage the HR function of the school in conjunction with the Headteacher and other SLT members.
  • Manage the performance management, discipline, grievance and competence procedures for administration and office team.
  • Be the lead contact for employer pension schemes administration for the Teachers’ and Local Government Scheme including auto enrolment and returns
  • Challenge under-performance
  • To overview the safer recruitment procedures for the school including the Single Central Register, Disclosure and Barring Service (DBS) checks, documentation and procedures. This will be done via managing the work of the Human Resources Administrator
  • To liaise with the Assistant Headteacher with responsibility for CPD to arrange and advise upon a strategy for support staff
  • To be responsible for the recruitment of all support staff working with the relevant members of the SLT
  • Providing the necessary advice and support to the Headteacher, SLT and the Governing Body on current employment law and associated matters including updates of policies for this purpose
  • To provide advice relating to payroll, including queries from staff, HMRC, the Local Authority
  • Manage staff performance and development

Estate Management

  • To overview and manage the Premises Team and line manage the Site Managers, being responsible for maintenance and upkeep of the school buildings, site security, site cleaning, and site and cleaning team staffing levels and duties
  • To ensure effective grounds maintenance including sports facilities and all other associated amenities including play surfaces, car parking areas, perimeter fencing, school waste management, shrubbery and trees
  • To enable effective reporting, monitoring and control systems relating to the school’s internal, external, fabric and furniture advising the Headteacher, SLT and Governors on the maintenance budget spending
  • To have a direct overview and responsibility for any planning and development of capital works, major contracts and new facilities
  • Make effective consistency plans
  • To implement an effective damage and loss-prevention strategy to reduce any insurance claims and unnecessary associated cost to the school budget
  • To manage an effective premises lettings and extended services strategy to maximize income and good community use of the school’s facilities
  • To maintain a premises development plan and priority maintenance schedule to be discussed regularly with the Headteacher and the Governing Body

Catering

  • To overview the catering contract for the school and to ensure service provision, the delivery of a good standard of good quality and catering staff functioning at the highest level of service
  • To work with the contract caterers to ensure that menus meet the required nutritional standards and are regularly reviewed
  • To overview the school’s cashless payment scheme for students and staff ensuring efficient and speedy queueing and service at all times
  • Review the condition reports and liaise with the catering manager on repairs and maintenance of the kitchen equipment, server facilities and associated ICT terminals

Marketing and Liaison

  • To promote actively the school and its profile to a range of audiences as an articulate ambassador in all circumstances
  • To network with other School Business Managers and Bursars to gain and share best practice and to be the single point of contact for the school on school matters
  • To maintain an excellent and extensive contractor file ensuring quality of service, value for money and quality assurance
  • To actively work with Government and Local Authority agencies and officers to place the school at the forefront of their thinking and positioning us as a forward thinking, strategic and co-operative organisation willing to participate in initiatives
  • To continue to extend the positive profile of the school in our community utilising the press, media and local stakeholders

Health & Safety

  • Manage health and safety
  • Develop organisational culture in which health and safety is prioritised and inform strategies, planning and decision making.
  • Manage physical resources and environmental impact

Whole School Administration and Leadership

  • To liaise on ICT procurement and updates with the SLT members overseeing ICT
  • To be an active user, development facilitator and guide for other staff in the use of the whole school Management Information System (Scholarpack)
  • To provide an effective oversight of administrative systems throughout the school including: Media Resources, Site Management, Data Officers, ICT Network Manager, Reception staff, Finance Team and other technical support
  • To liaise with and regularly update the Local Authority’s SA administration software system and administer the school’s data leading to admissions
  • To manage, update and circulate the relevant school policy documents relating to the School Business Manager’s duties and responsibilities
  • Enabling a strategically sound team approach to school improvement delivering the vision and development planning through identifying sound planning, priorities and effective support across the school and with the Governing Body
  • To serve as a member of the Senior Leadership Team (SLT) being a positive and proactive professional managing the school’s continued progress and successes
  • To be highly involved in all aspects of the school life including ensuring a positive presence around the building, developing positive relationships with the students and staff, ensuring high standards of discipline, a sense of purpose and displaying an excellent sense of humour. To also activelysupport school events, social occasions and acting as a positive role model at all times
  • To undertake other responsibilities commensurate with the post under the instruction of the Headteacher or Governing Body of the School.
