USDA Policy Memo

  1. USDA Policy Memo 11-2013: Eligibility Based on Census Data: 2013 Release

This policy memo provides guidance regarding the use of the most recent census data release for area eligibility determinations in the CACFP and the SFSP.

  1. USDA Policy Memo SFSP 09-2013: Tax Exempt Status for Private Nonprofit Organizations and Churches in CACFP and SFSP

This policy memo provides updated guidance and clarification regarding the eligibility of private nonprofit organizations and churches seeking participation as sponsors in the CACFP and SFSP.

  1. USDA Policy Memo SFSP 08-2013: Site Caps in SFSP

This policy memo clarifies regulatory requirements regarding the enforcement of site caps in the SFSP for vended and self-prep sites.

  1. USDA Policy Memo SFSP 07-2013: SFSP Standard Contract Threshold

This policy memo removes the existing SFSP standard contract threshold of $10,000 and links it to the Federal small purchase threshold currently set at $150,000. This will create more uniform procurement requirements for all Child Nutrition Programs.

  • SFSP 2013 Application

Each SFSP Sponsor is required to complete an application annually in order to be eligible to participate in the SFSP. Application packets for New and Returning Sponsors are available on the SFSP Website: Please access the website to download the application packet for your organization.

Applications are due no later than April 15th, 2013 (programs requesting an advance) or 30 days prior to the beginning of program operations.Please contact the State Agency if you need assistance with the application.

  • DUNS Number & CCR Registration

All SFSP Sponsors are required to have a DUNS number. Those Sponsors that receive $25,000 or more in federal fundingmust have a DUNS number ANDa CCR expiration date. If your organization participates in other Child Nutrition Programs, you may already have a DUNS Number and/or a CCR registration expiration date.

DUNS numbers must be entered on the CNP Web Sponsor Application, applications will be incomplete until this number has been entered. Sponsors that receive $25,000 or more in federal funding must also complete the attached Assurance Form, both the DUNS number and CCR expiration date must be listed on the form.

Instructions for obtaining a DUNS number and CCR expiration date are attached to this Bulletin. If you’re unsure as to whether or not your organization has a DUNS or CCR Expiration, please check with your finance department or finance contact.

  • Summer Food Website Updates

The State of Alaska, Department of Education & Early Development, Summer Food Service Program website has been updated to reflect the most current information and resources. Please check out our website to find resources including: SFSP 2013 Annual Training PowerPoints, 2013 Application Packets, 2013 USDA Admin Guides, Resources, and Bulletins.

  • Cooking up Nutrition Workshop

Alaska Child Nutrition Programs will be offering Cooking Up Nutrition hand’s on cooks trainings in Anchorage. The training is geared for schools and child care programs; however Summer Food Service Program sponsors are welcome to attend a training most suited towards the clientele they serve. Registration form is attached.

  • Training Q & A

Please see the attached Training Question & Answers document for a list of questions and answers that were asked during the SFSP 2013 Annual Training sessions. Also included in the Training Q & A is a flow chart for determining when subsitutions must be/can be made and what documentation is required.

  • FRAC Census Data

Several Sponsors have expressed interest in using the FRAC Census data website to identify underserved ‘pockets of poverty’. Follow the link below to the FRAC Summer Food Mapper.
