SOCIAL SERVICES - CHARLIE CHRISTMAN

Charlie Christman said that the DSS Otego home has been on the market for 3 years. Presently, the roof is leaking and the house needs minor repairs. The realtor recommends lowering the selling price. Mr. Christman said that since foster care funds were used to purchase the building, any funds received from the sale will have to be split 50% federal, 25% state and 25% local sharing. Representative Lindberg moved to reduce the selling price to $33,000 and sell the house as is. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

COOPERSTOWN COUNTY OFFICE BUILDING - GREG MORRISON, WALTER MCLAUGHLIN

Greg Morrison stated that for security purposes the building is kept locked in the evening when he has an EMS class going on. His is the only function that the doors are not left opened for. This is causing a problem because he has lab instructors that arrive at various hours during the class, and someone has to constantly check the door to let the person in. The committee discussed the matter of security in the building at night and decided to invite the Sheriff to the next committee meeting to discuss the matter. In the meantime the committee agreed that the building will be left open for all night functions.

Walter McLaughlin stated that the lock cylinders on the exterior doors of the Cooperstown County Office Building are worn out. He requested approval to purchase a card lock system for the Main Street doors, instead of a new key system, at a cost of $2,230. A card lock system would provide better control of who has access to the building and would provide monthly reports on who is entering the building outside of normal working hours and at what time of the day. It will be up to each department head to determine which employees should be issued a card. Representative Lindberg moved for approval. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

Walter McLaughlin requested approval to purchase a pickup truck under state contract from Albany Dodge at a cost of $25,003. The funds are included in the 2001 budget. Representative Lindberg moved for approval. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

TELEPHONES - LAURA CHILD

Laura Child stated that she checked on the IKON references for telephone assessment proposals. All the references were favorable and said the company is knowledgeable. The fee is $9,150 and the company will guarantee the county a savings on local calling costs of at least $18,789 annually. If all of the guaranteed savings are not met, the fee will only be $4,575. Following discussion on the fee, the committee decided that Mrs. Child should ask the company if it would consider charging the county a fee of 50% of the annual savings actually realized.

PUBLIC SAFETY BUILDING - WALTER MCLAUGHLIN

Walter McLaughlin requested approval to hire ADT to look at the automatic locking door system at the Public Safety Building for needed maintenance and to train 4-6 persons in the Building Services Department to do future repairs. The cost is $2,800. Representative Rothenberger moved for approval. Seconded, Lindberg. Total: 3; Ayes: 3. Motion carried.

Walter McLaughlin said that when the chopper is put out to bid this Spring, training for his staff will be a component of the bid.

MEADOWS - WALTER MCLAUGHLIN

Walter McLaughlin said that the engineering inspection letter for the renovation of office space into 5 bedrooms at The Meadows contained several recommendations. Before he gets all the parties involved with further review, he wanted to know if the committee approved proceeding with this project. The committee had several questions on what the actual renovation costs and future revenues will be. Kurt Apthorpe, Meadows Administrator, will be invited to the next committee meeting to discuss the project further.

There being no further business to discuss, the committee adjourned until Tuesday, February 20, 2001 at 10:00 am in Cooperstown.
