  1. Background

Concern Worldwide is an international, non-governmental, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern’s aim is to help people living in extreme poverty achieve major improvements in their lives which last and spread without on-going support from Concern. To achieve this aim, Concern engages in long term development work and seeks to address the root causes of extreme poverty. Concern has been working in Pakistan since 2001, when it initiated an emergency response project to address the Afghan refugee crisis in Baluchistan. Concern later moved into emergency, early recovery, and long-term development programming being implemented though local NGO partners in Baluchistan, Khyber Pakhtunkhwa (KP), Punjab, and Sindh provinces.

The goal of Building Disaster Resilience in Pakistan (BDRP) programme funded by DFID is to increase Pakistan’s capability to reduce disaster risk, through better planning, preparedness, response, and resource allocation at the governmental and community levels. The consortium, led by Concern Worldwide in partnership with ACTED, Welthungerhilfe (WHH) and International Rescue Committee (IRC) is presently implementing the Community Based Disaster Risk Management (CBDRM) component of BDRP in 300 disaster prone villages ( 75 villages per district in approximately 7 UCs) in four districts (Muzaffargarh, Rajanpur from Punjab province, Ghotki and Kashmore from Sindh province), during the first phase (two years).The CBDRM component of BDRP is assisting the village communities to mitigate and prepare for disasters.

  1. Purpose of the consultancy

The objective of the assignment is to produce a short (maximum 18 to 20 pages) publication featuring major lessons learned throughout the programme cycle, sustainability and success stories on key interventions and challenges as per field realities. It will be a learning paper which can be used locally by both internal and external stakeholders.

The Consultant shall conduct desk reviews/research and interviews with selected beneficiaries in the communities and other stakeholders to determine the outreach and effectiveness of the program approaches. He/she will also highlight the thematic areas within each sector, Lessons, emergent challenges and missing opportunities and gaps identified by the communities, government and other stakeholder for further resilience building at local level. This publication will serve to inform designing, implementation of integrated inclusive CDBRM programs in the targeted regions District Rajanpur and Muzaffargarh.

  1. Objectives and Specific Tasks to be undertaken by the Consultant(s)

The objective of this assignment is to produce publication titled “Building Resilient Communities through BDRP CBDRM; Lessons Learned / Best Practices”. The consultant is expected to undertake following major tasks:

  1. Carry out desk reviews on the programme documents, literatures review of similar integrated and Inclusive CBDRM programmes accomplishes in the neighbouring countries and detailed data review (Beneficiaries, reports, case studies, process, methodologies of project and also reports of similar inclusive and integrated CBDRM projects in neighbouring countries and comparative type of analysis).
  1. Develop a set of questionnaires together the information for field data gathering for the assignment and the carry out associated analysis
  2. Conduct field visits in respective district to carryout focused group discussions, interviews and feedback from direct beneficiaries to gather information more about overall program approach, deliverables, beneficiary selection processes, and inclusiveness, capacity building of different stakeholders, coordination and sustainability.
  1. Highlight BDRP CBDRM interventions, processes, achievements and draw broad learnings (challenges/risks, missing opportunities) and recommendations.
  1. Compilation of field based case studies/best practices (at least 2 per district)
  1. Outputs

The consultant(s) will produce following key outputs (subject to further refinement after consultation):

  • Methodology for data gathering, designing a questionnaires, analysis and compilation as well as reviews prior publishing.
  • Set of questionnaires to gather the information for field data gathering for the assignment and the carry out associated analysis.
  • Publication on “Building Resilient Communities through BDRP CBDRM – Lessons Learned /Best Practices.
  • Submit first draft of publication titled “Building Resilient Communities through BDRP CBDRM – lessons learned / best practices”
  • Power point presentation on process, major lessons (challenges/risks, missing opportunities) and recommendations.
  • Submit final product to Concern Worldwide after incorporating feedback on 1st draft and findings as a result of the presentation.
  • The consultant will provide with 14 printed copies of the final publication on lesson learnt/ best practices to Concern Worldwide.

Payments will be made in instalments as per the set milestones agreed in the contract agreement. Apart from this, Digital copies of all reports/ documents will be required by Concern Worldwide at the end of the set deadline.

  1. Essential and Desirable Experience/Qualifications

Concern Worldwide is seeking an experienced consultant/ consulting firm with the following expertise:

  • Advanced university degree in social science, DRR, Climate Change or other related fields.
  • A reputable consultant/ consulting firm with documented experience (at least 5-7 years) in conducting research studies relating to DRR/ Climate Change/ Social Sciences
  • Consultant or Consulting firm have track record of publication produced on best practices, lessons learned and case studies.
  • The consultant must have a strong background in quantitative and qualitative data collection and analysis
  • Excellent report writing skills especially compilation of information into quality research publications.
  • Confident and proficient in the use of MS Office.
  • Strong interpersonal skills and ability to effectively work in a multi-cultural environment
  • Experience working in/knowledge of the Pakistan context especially Southern Punjab and preferably existing presence in Rajanpur and Muzaffargarh.
  1. Lines of Communication

The consultant will report to Programme Coordinator Concern and will liaise closely with CBDRM/DRR officer Concern and DRR specialist at Programme Implementation Unit.

  1. Timeframe

The consultant will complete the work over a period of 30 working days after signing of contract with the following break up.
