CLASS TITLE: BUILDING DIVISION MANAGER

BASIC FUNCTION:

Under the direction of the Director of Planning/Building, plan, organize and direct the operations of the Building Division; provide guidance to Building Inspectors in the day-to-day building/inspections functions; train, supervise and evaluate the performance of assigned personnel.

ESSENTIAL FUNCTIONS:

Direct the operations of the Building Inspection Division; conduct training sessions, assign duties,

supervise and evaluate the performance of assigned personnel.

Participate in pre-application meetings related to proposed projects; participate in pre-construction

meetings at sites throughout the County; attend City Council meetings at County cities to discuss

building issues.

Participate on Building Board of Appeals to hear appeals of Building Officials’ decisions and other

issues related to the Building Inspection Division.

Participate in the drafting of planning or building ordinances with County Counsel; review changes in

Building Codes covering a variety of County, State and national building trades areas; train Building

Inspectors in code changes and discuss implementation and application.

Coordinate building inspections with applicants, tenants, engineers, contractors, developers and a

variety of local, State and federal agencies and utilities; review projects for compliance with County

and State ordinances, energy use and handicap requirements.

Perform detailed plan checks on the more complicated projects and structures; answer complex and

detailed questions regarding code interpretations, construction methods, alternate materials and

methods to use, flooding, seismic safety concerns, zoning and land use issues, conditional use issues

and a variety of other issues.

Meet and confer with County Counsel regarding legal issues, ordinances and legal interpretations.

Determine and order types and quantities of tools, equipment and supplies required for proper and

efficient department operations.

Prepare and maintain a variety of records and reports of department activities; prepare data and

reports for presentation to the Board of Supervisors; direct, prepare and review long- and short-range

planning documents and special studies documents.

Operate a variety of equipment including a two-way radio, automobile, gas detector, electrical testers,

tape recorder and various hand tools.

Review building permit applications with Planners assigned to zoning issues to assure compliance

with zoning ordinances; review and discuss building plans with applicants, contractors, architects,

engineers and inspectors.

Prepare, review and verify the accuracy of monthly and quarterly reports of building permit activity in

the County and contract cities.

Assist in the preparation of the monthly newsletter from the department to the planning and building

industry.

Attend conferences and meetings and review new codes, laws, procedures and materials to remain

current on new developments and techniques in the building industry.

Perform related duties as assigned.

Architectural principles including structural design construction techniques and plan specifications.

Laws, codes and ordinances applicable to building inspection activities and planning.

Code interpretation and alternate code compliance methods.

Rules, regulations and requirements associated with NEPA and CEQA.

Applicable building codes, ordinances, fire regulations and safety precautions.

Technical aspects of the construction trades including materials and supplies.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: graduation from a four year institution with a degree in architecture,

engineering, urban planning, public administration or a related field and five (5) years experience in the building inspection field including at least two (2) years in a senior or supervisory capacity or;

Associate Degree in architecture, business, engineering technology, construction technology or a related field and seven (7) years experience in the building inspection field including at least three (3) years in a senior or supervisory capacity or;

A building inspector with eight (8) years experience including at least four (4) years in a senior or supervisory capacity.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver's license.

WORKING CONDITIONS:

Work includes indoor and outdoor environment; subject to driving a vehicle to conduct work.

Physical abilities required include seeing to drive a vehicle, and speaking to exchange information and

make presentations.
