POST OF SOCIAL WORKER – HOME SHARE CLARE (Ref: 01/18)

LOCATION : ENNIS

The Brothers of Charity Services Ireland – Clare Region is a community based, person centred organisation focusing on the needs and abilities of children and adults with intellectual disabilities. The goal of the organisation is to support people with intellectual disabilities to achieve a full and valued life in their community. Home Share Clare is a service developed by the Brothers of Charity Services providing short breaks to children and adults with an intellectual disability.

We wish to create opportunities for the people we support to be part of their community and have the opportunity to make new friends.

In order to assist us to achieve our goal we wish to recruit innovative and proactive people who will relish the opportunity to assist in implementing this vision.

1. Tenure of Employment

Permanent Part-Full Time; and

Temporary Full-Time (Fixed Term) (Specified Purpose – Maternity Leave Cover)

2. Probation

A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probation period may be extended at the Employer’s discretion.

3. Performance Review

During the period of your employment, your work performance will be monitored and assessed and if found to be unsatisfactory, your employment will be terminated, at the absolute discretion of Management.

4. Pension

Membership of a Superannuation Scheme is compulsory for all staff.

The terms of the Service’s Pension Schemes are those prescribed under the terms of the Health Agency Schemes:

·  Entrants prior to 31st December, 2012 are members of the Nominated Health Agency Superannuation Scheme (N.H.A.S.S.).

·  New Entrants after 1st January, 2013, are members of the Single Public Service Pension Scheme.

5. PRSI

The Class A rate of PRSI contribution will apply to all temporary/permanent appointees.

6. Sick Pay Scheme

The terms and conditions of the Sick Pay Scheme will apply.

11. Qualifications/Experience

Applicants must have a CQSW or NQSW qualification and be CORU registered. Applicants must possess the competencies and skills appropriate to working with persons with an intellectual disability. The Brothers of Charity Services Ireland - Clare Region reserves the right to determine relevant qualifications for the post.

12. Hours of Duty

74 hours per fortnight.

Starting and finishing times will be notified by the Co-Ordinator.

The appointee must be flexible with regard to hours of duty, which will be determined according to the needs of the Service.

An essential requirement of the positions is availability to deal with any emergencies, which may arise outside of normal working hours.

13. Annual Leave

27 days per annum (pro-rata basis).

14. Remuneration

Remuneration will be based on the Department of Health Prof. Qual Social Worker Salary Scale (01/11/2013 Merged) commencing at €38,819 - €57,889 per annum basic commensurate with qualifications and experience.

POST OF SOCIAL WORKER – HOME SHARE CLARE (Ref: 01/18)

Accountability and Working Relationships:

Job Title: Social Worker

Accountable To: Service Leader (or Designate)

Reports To: Family Support Co-Ordinator (or Designate)

Supervised By: Family Support Co-Ordinator/Principal Social Worker (or Designate)

Role Description:

As part of the Home Share Clare team you will identify and put into place appropriate supports for children and adults who are referred to the Service. You will work closely with the child/adult, their families and staff to make the best use of supports available at any one time from within the Brothers of Charity Services Ireland – Clare Region or the community.

The Social Worker as a member of the Home Share Clare Team will be involved in all aspects of the recruitment, training, assessments, support and supervision of current and new Home Sharing and Shared Living Families.

Principal Duties & Responsibilities of the Post:

1.  Carry out duties of Designated Officer when requested.

2.  Familiarise yourself with the Safeguarding Policy/process and reporting procedures to TUSLA and Safeguarding and Protection Team.

3.  Familiarise yourself with the protocols, standards and the guidelines of the National Standards for Foster Care and the National Quality Standards : Residential Services for People with Disabilities.

4.  Be responsible for the ongoing training of host families and deliver ongoing training as required.

5.  Provide regular supervision and support for host families.

6.  Ensure that the host families understand, accept and operate within all relevant standards policies and guidance of the Brothers of Charity Services Ireland – Clare Region and the HSE.

7.  Ensure that host families receive all relevant information about the service user.

8.  Meet with host families on a regular basis.

9.  Meet with the service user’s co-ordinator/link worker.

10.  Maintain a record of all contacts with the host families including issues discussed, requests for additional support and the response to such requests.

11.  Ensure that host families are informed of their rights of access to records pertaining to them.

12.  Familiarise themselves with National and International Practices in relations to developing host family placements.

13.  Promote a climate of care, consideration and good relationships for our service users, families and staff.

14.  To ensure the rights of service users and their families are respected.

15.  To attend Case Conferences, Reviews and Team Meetings.

16.  To work with host families to ensure an excellent knowledge base with regard to abuse, client protection and ensuring service policies and procedures are strictly adhered to.

17.  To liaise with the HSE and other relevant statutory and voluntary organisations.

18.  To work closely with the Home Share Clare Team in future planning, policy formation, service development and review.

19.  To work with the Principal Social Worker and Co-Ordinator to promote an efficient, responsible progressive Home Sharer Team, to identify and support training needs, to motivate and challenge team members and nurture good working relationships, promoting the self-development and career development of team members.

20.  To maintain and promote good communication and relationships with all other disciplines within the service.

21.  To participate in relevant research.

22.  To carry out such other duties appropriate to the post as directed by the Principal Social Worker and Co-Ordinator.

23.  To attend meetings as required and ensure that decisions are arrived at in a spirit of co-operation, ensuring that each individual’s voice is heard in the decision making process.

24.  To assist with ensuring that a quality service is provided at all times, and assist with monitoring and implementing process.

25.  To document information and complete paperwork as deemed necessary, for accountability purposes.

26.  To promote the concept of social inclusion.

27.  To participate in creating a nurturing and supportive environment for the child/young person availing of our service.

28.  To liaise with families, the multi-disciplinary team and other personnel as directed by the Principal Social Worker and Co-Ordinator.

Health & Safety Duties and Responsibilities:

1.  Be conscious of Health & Safety matters in the workplace and, in particular, to comply with employees’ obligations as set out under Section 2 of the Safety, Health and Welfare at Work Act, 2005. Ensure that the procedures set out in the Safety Statement are implemented at all times. Become familiar with and practise fire drill procedures within places of work, i.e. fire detection, evacuation and fire fighting.

2.  To promote safety in all environments for individuals supported by our Services and employees in line with the Brothers of Charity Services Ireland – Clare Region Health and Safety Statement.

3.  Become familiar with and practice fire drill procedures within places of work i.e. fire detection, evacuation and fire fighting.

4.  Report all accidents to your Principal Social Worker/Co-Ordinator (and Human Resources if applicable) immediately as they occur.

Working Relationships and Communication:

1.  Understand and operate all relevant local and organisational procedures, directives and general information made available through the Home Share Clare Team.

2.  Develop and contribute to good working relationships in the Organisation and with all other relevant personnel.

3.  Report to and appraise Principal Social Worker/Co-Ordinator (or designate) of all work related issues and concerns.

4.  Maintain strict confidentiality relating to matters regarding personnel and services.

5.  Attend and actively participate in team meetings as required.

6.  Attend individual supervision meetings when required.

7.  In the organisation there is a strong emphasis on teamwork and it is therefore essential to foster good working relationships with all members of the team and other colleagues in the Brothers of Charity Services Ireland – Clare Region.

8.  Ensure there is regular communication with your Principal Social Worker/Co-Ordinator.

General Duties and Responsibilities:

1.  To ensure confidentiality in all matters concerning children/young people/families using our service and staff, including the safe storage of reports and records.

2.  Adhere to the HIQA Standards within your work location.

3.  To attend all training that is offered to you, so that you fully understand and work with all the procedures and guidelines within the organisation.

4.  It is your duty to report any concerns you have for the safety and welfare of the clients of the Brothers of Charity Services Ireland – Clare Region in line with Children’s First National Guidance for the Protection and Welfare of Children (2011) and Trust in Care (2005). You are also legally obliged to comply with the Criminal Justice (Withholding of Information on Offences Against Children and Vulnerable Persons) Act, 2012.

5.  To perform such other duties as may be assigned from time to time by the Service Leader (or Designate).

6.  To ensure that the vision statement of the Brothers of Charity Services Ireland – Clare Region is promoted and actively implemented.

7.  As the duties and responsibilities of any post in the Services are likely to change with the ongoing needs of the Service, staff are expected to have a high level of flexibility, and a willingness and an ability to develop new approaches to their work, which may also involve working in different geographical areas. The context of this post may change as the organisation grows.
