(1)Invitation to the GB Para-Poomsae Squad 2018

(a)The British Taekwondo GB Para-Poomsae Squad will be made up of the following classification divisions:

P10Visual ImpairmentGB Classification

(b)To be invited to the 2018 British Taekwondo Poomsae Squad players must attend one of the Para-Poomsae Talent ID and Squad Selection events:

  • Saturday 10th March – 2-5pm: Swakeleys School, Pole Hill Road, Ickenham UB10 0QE
  • Sunday 11th March- 10-1pm: Quest TKD, Unit 1, Martree Business Park, Sheffield S36 6DF

(c)The minimum taekwondo standard – Squad members must be yellow belt or above and MUST be able to perform Taeguek 1 & Taeguek 2.

(d)The High Performance Para-Poomsae Coaching Team will observe and review the Talent ID Session and make selections for the squad based on:

-Ability to perform minimum requirement (T1 & T2) & Potential for future development

-Commitment, dedication and attendance data from 2017 (if current squad member)

-Perceived future commitment, dedication and attendance for 2018

-Ability to work well as a GB Squad member and behave as a British Taekwondo Ambassador to the Poomsae Program

(e)Selection letters will be handed to successful candidates after the Talent ID Session and will be subject to Official Classification for P20 & P30 Candidates and Medical Practitioner Classification forms completed for P10, P40, P50, P60, P70 candidates. Notes on each player will be made at the Championships and will be available upon request.

(f)Squad members will be expected to attend the National Para-Squad Training (NPST) the sessions will rotate North/South - attendance exemptions will be made only in special circumstances.

(g)The Coaching Staff retains the right to remove an athlete from the squad at any time due to:

  • Being medically unfit to compete as a result of injury or illness.
  • A fall in performance, following selection, below the required standard.
  • Acting in a way that is deemedto be detrimental to British Taekwondo and the GB Poomsae Programme.
  • Any unforeseen circumstances that leaves the athlete unable to be insured by the National Governing Body or eligible for squad membership.

(h)It is mandatory for all squad members to attend the British Taekwondo National Poomsae Championships, and the British Taekwondo GB International Championships.

(i)All medication must be declared and a TUE must be applied for if needed.

(j)Selection for a Major Championships GB-Para TEAM will be made as needed from the Squad – based on eligibility, Play-Offs and meeting the minimum standard for the standard of the Championships.

(2)Minimum Required Standard

(a)In order to be Internationally Competitive the GB Para-Poomsae Squad must have mimimum standard. Para athletes not reaching this level are encouraged to stay at club-level to progress to the required level.

(b)As stated in Section 1 (a) the minimum taekwondo standard is British Taekwondo Yellow Belt (2nd Kup) or above and as must be able to perform both Taegeuk 1 and Taeguek 2.

(c)Taegeuk 1 and Taegeuk 2 is the minimum requirement for GB Squad 2018 and as the para levels become higher, then the minimum requirement may be raised higher in the future.

(d)Ideally para competitors should aim to learn their required poomsae range.

(3)Classification Information

Official WT Para Categories

P20 / Intellectual Impairment – Impairment in intellectual functioning (2 standard deviations below the mean) full scale score of 75 or lower. Limitations in adaptive behaviour (conceptual, social, practical, adaptive skills). Developmental period -18yrs evidence.
OFFICIAL CLASSIFICATION PROCESS TO BE MET through INAS.
P30 / Physical Impairment – CP, limitation in function, evidence of spasticity, ataia, athetosis or dystonic movements.
OFFICIAL CLASSIFICATION PROCESS TO BE MET.

Non-Official WT Para Categories (GB Categories)

P10 / Visual Impairment – Impairment of eye, optical pathway, visual central cortex in brain. Visual Acuity of less than or equal to LogMar 1.0 visual field less than 20 degrees radius.
P40 / Limb Deficiency – deficient in one or more full limbs.
P50 / Wheelchair Class – Registered Wheelchair user
P60 / Deaf/Hearing Impairment – Hearing loss of at least 55 dB pure tone average in better ear.
P70 / Short Stature –
Male: Height -145cm & arm -66cm & sum of both-200cm
Female: Height -137cm & arm -63cm & sum of both-190cm

(a)Official WT Classes will be processed through the Official INAS/WT Organisations.

(b)GB-classification classes will need a form completed and signed by a Certified Medical Practitioner.

(4)Selection for Major Championships

(a)Selection to the GB Squad does not automatically include selection to major Para-Championships. Each Championships will have its own selection for the GB Para TEAM, from the para-squad, based on the categories and other circumstances such as but not limited to: categories, number of competitors allowed, required standard being met, funding, commitment to British Taekwondo and the GB Para-Poomsae Squad, and other criteria.

(b)For the GB International and other selected events the squad will compete as ‘GB Para-Poomsae Squad’.

(5)Selection Appeal Procedure

(a)Appeals against a selection decision are only limited to athletes under consideration for that selection and are permitted solely on the grounds that the applicable Selection Procedure was not followed.

(b)The Parties agree that any challenge to a selection decision shall be exclusively referred to and finally resolved by arbitration under the Appeal Procedure. The Appeal Panel shall apply English law in determining any dispute referred to arbitration under the Selection Appeal Procedure and the seat of the arbitration will be England. The Parties agree that the powers of the Courts are excluded (including, without prejudice to the generality of this provision, those powers under sections 44,45, 69 and 79 of the Arbitration Act 1996) and shall not apply to any arbitration commenced under this Selection Appeal Procedure.

(c)The Selection Appeal Procedure has time limits designed to resolve issues as expeditiously as reasonably possible, consistent with ensuring a fair and just outcome. Breach of any time limit will end the appeal process, references to days include weekends and bank holidays expiring of midnight of the deadline date.

(d)Where an athlete is not selected or is de-selected a brief written explanation by email will be provided within 72 of the selection decision – if requested.

(e)Notice of Appeal must be lodged in writing within 4 days of the athlete being notified of the decision. The appeal must be addressed to the Head Poomsae Coach and posted wo the British Taekwondo Office accompanied by a cheque for £300 (payable to ‘British Taekwondo’) to be held by way of deposit towards the administrative costs of holding the appeal hearing (‘The Appeal Fee’). The Notice of Appeal must specify the provision of the selection policy which it is alleged has not been adhered to, and a brief explanation. For athletes under the age of 18 years, a parent/guardian may the lodge the appeal on their behalf.

(f)If the Head Poomsae Coach determines that it is appropriate for the appeal to proceed it will be referred to the Sports Dispute Resolution Panel Ltd, Company Number 3351039 who will appoint an independent sole arbitrator, the decision of the sole arbitrator is final and binding on all concerned.

(g)Time limits are as follows:

  • Notice of Appeal (within 4 days of notification of selection/de-selection)
  • Statement of Appeal – containing all grounds of appeal, all facts relied upon in support of each ground of appeal, with copies of all relevant documents attached – must be received by the British Taekwondo Office within 2 days of the above expiration date.
  • GB Poomsae’s reply – containing all matters of response relied upon, with copies of all relevant documents attached – must be received by Sport Resolutions (UK) and a copy sent to the athlete within 7 days of the Statement of Appeal.
  • Communication of the decision by Sport Resolutions (UK) – within 14 days of receipt of the papers by Sport Resolutions (UK) (where the appeal is to be determined on paper) or within 7 days of the hearing (where there is a hearing).
  • It is recognised that it is in the interests of the Parties to deal with any selection appeal expeditiously and that all time-sales set out above may be reduced when necessary.

(h)No costs shall be awarded to either party, and each party shall be liable to Sport Resolutions (UK) for an equal share of the charges of Sport Resolutions (UK).

(i)If the selection decision is quashed, the Selection Panel will meet within 7 days to make a new selection, and will inform the athlete of its decision within 24 hours of the new meeting. The decision of the Selection Panel at this stage will be final and binding, and no further appeal will be permitted.

(j)If the Appeal is dismissed, the selection decision will be upheld and there will not be any further right of appeal.
