ORGANIZATIONAL LOCATION:

The Department of Human Resources advises the political bodies and the General Secretariat on human resource matters. Advises on, develops, proposes, plans, and organizes personnel management policies, programs, and procedures for consideration by the Secretary General, the Assistant Secretary General, the secretaries, the department and office directors, and other senior officials of the General Secretariat. In accordance with applicable Staff Rules and other administrative provisions of the General Secretariat, the Department applies, manages, and interprets the personnel policy of the General Secretariat, including: the post classification system; recruitment; staffing; the compensation system; the performance contract system; benefits; health and life insurance programs; the internal grievance and disciplinary procedures; staff hiring; official visas and official travel documents; official travel; transportation of household goods; performance evaluation; the Organization’s internship program; and staff training and organizational development

PRIMARY JOB OBJECTIVES:

The HRMS Oracle functional consultant will be responsible for:

1.  Working as functional consultant to the client's implementation and support of Oracle's Talent Management application and facilitate business process changes.

2.  Mapping and re-engineering new and existing process flows

3.  Developing Functional Requirements Solution Documents, Test Scripts and Setup Documents. This includes analysis, design and documentation of the functionality, customized reports.
Continually creating, updating, and maintaining standardized documents and templates, throughout the life cycle of the project to help support project deliverables and tasks within scope, on time and on budget.

4.  Managing the User Acceptance Testing (UAT).

5.  Holding regular meetings with implementation team members, client staff and client technology providers to monitor tasks, update plan activities, and expedite issues until the client's “Go Live” date.

6.  Analyzing, designing, and configuring fully automated processes in Oracle Human Resources. In addition, creating and developing the configuration documentation for the client to leverage in their training.

7.  Interacting with stakeholders, business owners, subject matter experts, line managers, as well as consultants while effectively managing crisis, handle issues, resolve conflicts, and most importantly, be a productive team player.

8.  Providing support for a variety of tasks related to Human Resources modules deployed by the organization.

9.  Effectively managing crisis, handling issues, resolving conflicts.

PREVIOUS EXPERIENCE/REQUIREMENTS:

·  Two to five years of experience with the Oracle Human Resources Management System (HRMS) Suite, including working with Release 11i.

·  Experience with the entire systems life-cycle, covering the HRMS package, surrounding scoping, planning, implementation, customization, extension such as for interfaces and reports, data conversion, testing (volume, unit, integration, and system testing).

·  Worked on the implementation of Core HR, Oracle Time and Labor, Oracle Self Services, Oracle Talent Management

·  Configured the application to demonstrate the highly dynamic, flexible, and extensible functionality offered by Oracle HRMS.

·  Conducted informal training for the business owners and stakeholders to introduce them to the functionality offered by Oracle HRMS Suite.

·  Analyzed, designed, and configured fully automated processes in Oracle Human Resources.

·  Knowledge in the full-scale implementation and maintenance of Oracle HRMS Suite

·  Familiarity with the functionality within HR, Payroll Integration, Talent Management, Time and Labor, I-Recruitment, and Self Service modules of the Oracle HRMS Suite.

·  Strong communication skills and is able to communicate clearly with both the business teams and management.

·  Development of user documentation.

EDUCATION: Degree(s) in the areas of Human Resources, Marketing and/or Administration and Finance.

COMPUTER SKILLS:

·  ERP Packages: Oracle HRMS Suite -- Rel. 11i, -- HR, Payroll, Benefits, Time & Labor (OTL), Talent Management, Self-Service HR, iRecruitment. Oracle FastFormula, Approvals Management

·  Tools: Web ADI, Discoverer, DataLoad, XML Publisher, Workflow Builder, Basics of OA Framework, Personalization.

·  Clear Case / Clear Quest

·  Toad --SQL QUERIES

LANGUAGES: Knowledge of Spanish is desirable.
