The panel wishes to thank those that took the time to provide feedback into the previous round of consultation that took place in August. An overview of some of the emerging themes from the feedback is contained in page two and the draft 2018 policy has been totally rewritten to reflect the feedback and to improve openness and transparency of all aspects of the selection process.
The Panel recognises that there is still work to do to further develop the policy and to make it as clear and easy to read as possible and would welcome thoughts and ideas on how to further improve the policy. Please feel free to feedback on errors or omissions and if disliking an aspect of the policy, where possible provide ideas on alternative ways that could work.

SECTION 1 – INTRODUCTION
Purpose
The Purpose of this Selection Policy is to clearly outline the processes which will lead to the selection of the best athletes for the major canoe sprint events in 2018. The Selection Policy is designed to allow athletes to produce optimum performance at the World Championships through clear selection assessments and prioritising preparation for key events across age groups.
Canoe Sprint Olympic strategy Tokyo 2020 through to 2028
With less than 1000 days until the Tokyo Games, the halfway point in the Tokyo cycle will be reached during 2018. The target agreed with UK Sport is to for athletes within British Canoeing to win two medals at the Tokyo Olympics and to build a stronger base for targeting more medal success in 2024.
The Selection policy will focus strongly on supporting the optimal performance delivery in Tokyo and will be focused on Tokyo 2020 Olympic events.

To be the No.1 Olympic Canoe Sprint Nation by 2028, with strength and depth at every level
2020 Mission:
To target Olympic events and to win 2 medals at the Tokyo Olympic Games.
British Canoeing Canoe Sprint International Panel
The Canoe Sprint International Panel (IP), which is appointed by and reports to the Board of British Canoeing, is responsible for all aspects of developing, approving and managing the implementation of the selection policy. This includes the annual policy for all Great Britain Canoe Sprint representative teams at Senior, Under 23 and Junior levels and also the Olympic and Paralympic Selection policy for 2020.
The IP will consult with athletes, coaches, clubs and the Sprint Racing Committee in the formulation of this Policy.
The IP for 2018consists of the following voting members:

Additional non-voting contributors: At each meeting of the IP, the Panel may at its absolute discretion invite additional individuals (e.g. coach(es)/medical practitioner/parent) who have specific class knowledge, in order to advise and provide evidence on athlete performance. These invitees will have no voting rights.
Whilst the Canoe Sprint International Panel is responsible for the selection of Canoe Sprint and Paracanoe Teams, this policy document covers Canoe Sprint with Paracanoe and the Paracanoe IP representation covered within the Paracanoe selection policy document.
Conflicts of Interest
Any person who sits on the selection committee/panel shall declare any conflicts or potential conflicts and shall refrain from participation in the discussion of and any vote in respect of any selection matter in which they have a conflict of interest. If a person is unsure whether they have a conflict or potential conflict they should consult the Head of Governance and Compliance.
SECTION 2ELIGIBILITY & PRE SELECTION FOR GBR SELECTION 2018
To be eligible to race in any 2018 GBR Team Selection regatta athletes/crews must meet the following conditions:
- Meet age and nationality criteria for international competitions
- Be a full individual member of British Canoeing
- Paddlers on a funded programme need to have signed their Programme Agreement. Paddlers outside Programme funding will also be expected to sign up to the British Canoeing Great Britain Team participation agreement on accepting selection at least two weeks before travelling to the first event.
- Properly enter the races by the published deadlines
International Eligibility
Selection will be subject to eligibility in accordance with competition rules laid down by the International Canoe Federation (ICF) and the European Canoe Association (ECA).
- The first year a junior can compete at World and European Senior/U23/Junior Championships is the year in which his/her 15th birthday falls.
- The last year an U18 may compete in World and European Junior Championships is the year in which his/her 18th birthday falls.
- The last year an U23 may compete in World and European U23 Championships is the year in which his/her 23rd birthday falls.
Where athletes may be entering more than one event, the policy will be applied in isolation for each specific event therefore entering more than one eventinternationally may not be possible. For example a female athlete selected to race in the WK1 200m will only be selected to another event if they have been selected by the panel in a specific additional event in accordance with the policy.
British Canoeing reserves the right to deselect an athlete who has been found guilty of a disciplinary offence under British Canoeing/ICF rules. This includes doping offences.
Pre selection into 2018 Senior, U23 & Junior Teams
2017 Senior World Championship medallists from each of the Olympic events may apply to the International Panel for Pre-Selection to the 2018 Senior World Cup Team in the boat in which they medalled. The deadline for application is 30thDecember 2017.

SECTION 3 - SELECTION PRINCIPLES 2018:
- This selection policy provides transparent and clear guidance to all athletes/crews on how selection decisions will be made and which events will be used to determine selection for a given International race(s).
- The Policy provides clear distinction between ‘performance’ teams focused on medal winning performances at World Championships and Olympic Gamesand ‘development’ teams where the focus is on performance, race experience and long term athlete development.
- The primary focus of National Team Selection will be to optimise performance in targeted Olympic events, Supportive World Championship (non-Olympic) events may be used as athlete development events at the total discretion of the International Panel and as outlined in the selection policy.
- The selection policy will be as transparent and objective as possible. Competition results at the nominated selection event combined with performance standards(where appropriate) are taken into consideration when making selections.
- Selection of crew boats will be completed early to maximise development time and reflect the requirement for further tuning of a crew(s) prior to a major competition.
- The selection policy seeks to select the best athletes in an objective way that prioritises optimal preparation time for achievement of International success.
- It is acknowledged that Canoe Sprint is an outdoor sport where results can be affected by environmental conditions and lane draws. Where conditions may hamper holding a fair selection event, contingency measures may be considered as outlined in section 3 of this policy.
- All eligible athletes will be considered equally for selection against the stated selection criteria regardless of club, training location, age, Home Nation and programme status.
- Corrected/weather normalised times will not be used to assess individual or crew boat performance.The weather will be monitored throughout a regatta selection weekend to provide more information to panel on conditions experienced for each individual event in the regatta programme.
- Athletes putting themselves forward for crew boat selection are able to also able to put themselves forward for individual boat selection.
- The best boat will be selected regardless of age and selected athletes should prioritise senior competitions over U23 competitions regardless of age. In line with strategy senior crew boats will be prioritised over U23 crew boats.
- Non-travelling reserves will be named in individual boats based solely on position in the identified selection race where performance standards have been achieved. This is to recognise achievement of athletes achieving performance standards who are outside the finishing position(s) required for selection. In order of selection, named reserves will only travel in the event of injury or illness to an athlete.
- In the formation of a crew boat for selection, the Head Coach may nominate up to one Non-travelling reserve for each crew boat to formally recognise the next best fit for the crew. No more than 1 crew member per boat can be replaced in this way without further reference to a selection process.

Team Selection is based upon performances in identified selection regattas and at International events. In order to be considered for selection, athletes must participate in all applicable regattas and events. GBR Teams will be selected for the following events in 2018;

- Subject to performance standard & Policy, British Canoeing may select up to 2 boats per event at the ICF World Cup.
Notification of Selection and announcement of 2018 Great Britain Senior, U23 & Junior Teams
Following a meeting of the International Panel, team selections will be announced on the news section of the British Canoeing website by 5pm on the date specified in the table above.
This is a change to previous methods of communication to demonstrate transparency of process.
Team Selection Overview (all teams)
All 2018 Team selection will originate with domestic selection which will be used to select athletes/crews to the Senior World Cup Teams, U23 European Championship Team & Junior European Championship team.
Domestic selection will be split into two events on identified dates:(Dates to be confirmed)
- Crew Boat selection (Senior & U23 & Junior) April 14/15
- Individual selection (Senior & U23 & Junior) April 28
Note - On the afternoon immediately prior to each full day of competition, the International Panel will meet to assess conditions and predicted conditions for the following day(s) with a view to considering any contingencies in advance of racing to ensure fair racing. Any announcements will be made through the British Canoeing social media and website.
Performances at the Senior World Cup race(s) will inform selection to the Senior World Championship team and Senior European Championship Team as outlined later.
Performances at the Junior European Championship Team will determine selection to the Junior World Championship Team. If there are unfilled places in Olympic classes following the Junior European Championships, subject to achieving performance standards, the first boat in the July regatta in specific classes will be considered for Junior World Championship team selection.
APPLICATION OF PERFORMANCE STANDARDS IN SELECTION DECISIONS
Throughout the 2018 season, selection will be based on a ‘first past the post’ system at specified races which rewards the boat(s) that can deliver on the day of competition. In selecting teams, the panel will firstly reference the finishing order of the events and secondly assess and apply performance standards in events in the following ways:

- Olympic Events(bolded above) will select at least 1 boat in each category regardless of standard. Second boats for World Cups in Olympic events will be selected if within 2% of the winning boat in that event.
- Events in the table above are deemed to have athletes of a required standard by virtue of a British athlete having achieved one or more of the following in that event since 1 August 2016:
- A or B final at Canoe Sprint Senior World, Olympic Games or Senior European Championships.
- A final at Canoe Sprint World Cup race or U23 World or European Championship race.
- Medallist at the Junior World or Junior European Championships.
- Minimum performance standard of XXX% needs to be achieved at selection regatta in accordance with the principle of distance from published Medal Winning Times.Detail being assembled from recorded performance data.

The Events: Selection will be considered in the following events for 2018. Events are prioritised in accordance with the tiered system below to optimise Olympic qualification:
Senior & U23 Selection 2018 (Crew Boat and Individual)

Non- travelling Senior & U23 Reserve boats will be named where reserves finish within 2% of age range winner / The top boat across the World Cup series as outlined below is selected to the Senior World Championships as long as they achieve at least a B final at either of the two World Cups in 2018.
Senior European Championship selection will exclude selected senior World Championship Team athletes and will be selected in order of remaining athletes from the World Cup results as long as they achieve at least a B final at either of the two World Cups in 2018. / All selected boats in Olympic events at Senior World Cup, Senior European Championships, Senior World Championship and U23 World Championships will be fully funded by UK Sport to attend. Note: Men’s Canoe events are not funded by UK Sport.
UK Programme athletes will be fully funded to attend the U23 European Championships
Non UK Programme athletes selected to the U23 European Championships will be subsidised to attend. Selected non-programme athletes are required to pay an athlete contribution of £250.

Note: If an U23 athlete is selected into the 2018 senior team, it will be for the Athlete, Coach and Head Coach Canoe Sprint to prioritise the race schedule that optimises performance and almost certainly will involve dropping at least one race. In this situation the next boat in April selection will be considered for selection. An example may be that if the second senior boat is an U23, then the most appropriate route for that athlete’s development is to follow the U23 Europeans & Worlds and drop the Senior Europeans.
