- No members of the public present
- Notes of the meeting on 28 May – no further actions
- The latest R16 draft from Kirkwells was discussed page by page to highlight changes from the last one. TG confirmed that all the previous comments from the group had been incorporated or an explanation / advice provided as to why not
- The R16 draft was examined for further amendments. These included:-
- Updating the description to give the three new wards in Hereford City
- Consistent usage of Neighbourhood Development Plan.
- Broomy Hill conservation area is adjacent to Breinton
- Not ignoring that Breinton was linked to Hereford city even if it was still (just) physically separate
- Being consistent with the use of terms like rural / semi-rural especially in respect of Kings Acre Road
- Reminding Kirkwells to check that post UDP references to the Core Strategy were those eventually adopted by the Inspector (policy reference numbers etc.) when the policy framework section of the NDP was finally updated
- Consistent reference to the Hereford Relief Road – use the Core Strategy terminology
- After discussing attendance at the Luncheon club meeting on 3/3/15 with a number of those involved TG had decided that this would not be a useful meeting to attend.
- The main discussion points were policy B1 – should we accept that Kings Acre Road was part of Hereford? - and policy B3 – did this really cover all potential sites in the Kings Acre Road area even those without direct access onto the road itself?
- On B1 a majority of those present felt that our NDP should not accept that housing on Kings Acre Road was part of Hereford even though the proposed 3 Elms development would make it appear less rural in the years ahead. TG would discuss with KIrkwells if the background / justification proposed for the policy should be amended even further on this point.The calculation of housing numbers needed to be explained more clearly anyway in Kirkwells existing draft that indicated that they now agreed with our view
- On B3 there were various suggestions about how the policy’s title might be amended to cover all sites more explicitly. These included inclusion of:-
- Hala Carr – agreed that specific sites should not be included
- Cranstone and Upper Breinton – agreed that this might require a new round of consultation
- The word ‘area’ – not specific enough
It was agreed that the title could include references to Swainshill (as it appeared on the OS map), the A480 and possibly Veldifer. TG would discuss this with Kirkwells
- TG would make these amendments as soon as possible and then discuss the future timetable with Kirkwells. Ideally Herefordshire could consider the NDP informally while TG / NG were on holiday with formal submission around July 6th. AP was able to act as contact for Herefordshire if necessary.
- Date of the next meeting. This would depend on what timetable Herefordshire set for the R16 consultation. Once this was known the group could meet again to discuss publicity for the consultation etc.
