Job Title: Public Affairs and Campaigns Manager

About the Policy and campaigns team:
The Policy and Campaigns Manager is situated within the Services and Engagement Directorate, and reports to the Head of Policy and Campaigns. The team consists of: a Policy Manager; a Policy and Campaigns Project Manager (Secondary Breast Cancer); a Policy and Campaigns Officer; volunteers and interns.
The role works closely with the Heads of Scotland and Wales to support them in planning and delivering public affairs and campaign activity locally. The role also works closely with the Services teams in each centre, the Publishing team, the Digital team, the Communications and Marketing team and the Volunteering Hub.
About the Public Affairs and campaigns manager role:
The role plays a key strategic role in developing, managing, delivering and evaluating Breast Cancer Care’s public affairs and campaigns, ensuring activity contributes to the organisation’s strategic vision, is joined up and integrated. The role is responsible for crafting and delivering campaigns based on evidence of need, formulating tactics and approaches, and evaluating and monitoring results across England, Scotland and Wales.
The role provides expert advice both internally and externally on parliamentary and political matters which impact people affected by breast cancer. The role is also responsible for maintaining a highly visible and well regarded presence in parliament and at party political conferences and for delivering an engagement plan with key political and parliamentary stakeholders.
Your responsibilities
Campaign management
· To lead on the development, project management and delivery of high profile campaigns on breast health, breast cancer and breast care services, ensuring that any UK-wide Breast Cancer Care policy and campaign work is relevant to Wales and Scotland.
· Working collaboratively with other teams within Breast Cancer Care, lead on specific influencing projects to drive forward and implement Breast Cancer Care’s policy and campaigns.
· Working with the Policy Manager, Head of Policy and Campaigns and the Head of Evidence and Impact, undertake and manage any appropriate research designed to inform and support Breast Cancer Care campaigning and public affairs activity, ensuring that Breast Cancer Care’s policy and messages are supported by a strong evidence base.
· To monitor policy development in all areas relating to Breast Cancer Care activity including Wales and Scotland, producing campaign briefings, reports, articles and other written policy material as required.
· To provide expertise for the organisation, including the Senior Management Team and the Board of Trustees, on political campaigning.
· To develop pre and post-election strategies for Breast Cancer Care in all national and UK elections.
· To support the Head of Policy and Campaigns in the further development of our user involvement in local and national campaigning via our network of campaign volunteers, including Wales and Scotland.
· To work closely with the Marketing and Communications team and the Digital team to develop an agreed programme of marketing and digital communications to support our policy campaigning and public affairs work.
Public Affairs
· To provide strategic advice and leadership on public affairs activity
· To act as a key organisational representative, developing and maintaining an effective engagement strategy with parliamentarians, the NHS and other relevant stakeholders across the UK to promote Breast Cancer Care and enhance our profile and influence.
· To organise, as appropriate, conferences and seminars in relation to any campaign. To communicate the Breast Cancer Care message to the NHS, Government, professional bodies, the media and other relevant contacts in the health, academic and voluntary sectors.
· To arrange meetings with key stakeholders for members of the Senior Management Team and provide briefings for these meetings.
· To ensure the organisation’s contact management database (Enterprise) is updated with key contacts relating to campaigns and public affairs activity both within the UK and internationally.
Strategic Planning
· To support the Head of Policy and Campaigns in the strategic planning and budget setting for the Policy and Campaigns team’s portfolio of work, ensuring it underpins the achievement of Breast Cancer Care’s operational and strategic objectives.
· To implement the public affairs strategy to maximise parliamentary interaction and create positive outcomes for the charity through party conference activity, parliamentary events, meetings, All Party Parliamentary Group work.
· To develop and maintain a group of parliamentary friends/champions who are willing to raise issues for Breast Cancer Care, with regular updates and opportunities for further engagement.
· To work closely and collaboratively with the other Departments to ensure the work of the Policy and Campaigns team informs and is integrated across the organisation.
· To deputise for the Head of Policy and Campaigns as required.
Internal and external liaison
· To develop and maintain good working relationships and strategic partnerships with relevant organisations, networks and individuals related to Breast Cancer Care campaigns.
· To represent Breast Cancer Care on relevant policy groups, advisory bodies, projects etc.
· To ensure there are good external and internal communications about the key campaigns and that all staff and Trustees are kept up to date.
· To act as a key liaison point for Scottish and Welsh policy campaigns and public affairs work, working closely with the Heads of Scotland and Wales.
· To work closely with staff in our centres in Scotland and Wales to support, and when required lead on our public affairs and campaigning activities carried out in these countries.
· To liaise with the communications team on key campaign activity that may have media potential.
· Working with the digital team, oversee and develop content for the policy and campaigns web pages.

· To manage and support volunteers and interns within the team according to Breast Cancer Care policies.

Person specification – essential criteria:
Experience
· Experience working within a public affairs and campaigns role in the health sector
· Experience of developing and advising on campaign strategies and tactics with proven experience of gaining parliamentary support for campaigns
· Proven experience of developing and sustaining relationships with a wide range of stakeholders including parliamentarians, ministers and civil servants to influence decision-making, policy and outcomes
· Experience of developing parliamentary strategies for policy and campaign activities.
· Experience working with service users or supporters in a public affairs and campaigning context
· Experience of managing and delivering large scale influencing projects
· Excellent knowledge and understanding of UK parliamentary process and legislative systems
· A good knowledge and understanding of the issues facing people living with cancer or a long term medical condition
· Excellent understanding of current health policy

Desirable Criteria:
· Previous experience of working in the cancer or breast cancer health sector
