BE IT KNOWN that the Board of Directors of the Brazosport Water Authority met in Special Session Workshop on Monday, March 23, 2009 at the Lake Jackson Civic Center, Plaza Room 2 located at 333 Highway 332 East, Lake Jackson, Texas 77566 with the following present:

Angleton – Larry Shaefer

Brazoria – Kirby Jordan

Clute – Joe Damian

Freeport – Absent

Lake Jackson – Juan Longoria III

Oyster Creek – Absent

Richwood – Steve Boykin

Others – Landon Roberts, Wyatt Ringgold, Vanessa Rudkin, Mary Ann Bishop, Representatives from member cities and Katlynn Lanham

CALL TO ORDER

With a quorum present, Director Boykin called the workshop to order at 7:00 p.m.

DISCUSS POST HURRICANE IKE ISSUES WITH PARTICIPATING CITY CUSTOMERS

Requested that city representatives present voice concerns with any issues regarding Hurricane Ike. Feedback received from cities is as follows:

City of Angleton – The City of Angleton voiced concerns about Brazosport Water Authority Plant shutdown resulting in no water flow for The City of Angleton.

City of Brazoria – The City of Brazoria had no storm related issues.

City of Clute – The City of Clute would like Brazosport Water Authority to minimize plant shut down time and improve communications.

City of Freeport – The City of Freeport would like Brazosport Water Authority employees to show more interest in hurricane meetings, they would also like improvements in communications as they were unaware that the cities would be responsible for issuing boil water notices.

City of Lake Jackson – The City of Lake Jackson would like to see improvement in communications.

City of Oyster Creek – The City of Oyster Creek would like Brazosport Water Authority to implement a hurricane crew and minimize plant shut down time.

City of Richwood – The City of Richwood had no storm related issues.

DISCUSS PROPOSED 5% RATE INCREASE FOR FISCAL YEAR 2009-2010 WITH PARTICIPATING CITY CUSTOMERS

Brazosport Water Authority Board President, Steve Boykin, presented member cities with information in regards to the proposed rate increase from Brazosport Water Authority to its member cities. Information presented included historical rates, as well as a rate study performed in 1995 suggesting an immediate rate increase to $1.74 per thousand gallons and a rate of $1.85 per thousand gallons by 1999. Member cities voiced concerns over the timing of the rate increase and requested that Brazosport Water Authority consider no rate increase or a smaller rate increase than the proposed amount.

With no other business before the Board, the workshop was concluded at 8:20 p.m. There was no motion made or vote taken to adjourn this workshop.
