Re: Restructured Pay for Buildings Maintenance Section grades in City of Dublin VEC.

Dear Chief Executive Officer,

I am directed by the Minister for Education and Science to refer to the application in the education sector of a pay increase under section 19.18 of Sustaining Progress with effect from 1st December 2004 and to convey the approval of the Minister for the implementation of the following revised pay rates for Buildings Maintenance Staff in your scheme. This Circular Letter has been published on the Web and may be accessed at

Revision of Pay

  1. Subject to the provisions of this sanction an increase of 2% due under Section 19.18 of Sustaining Progress is being applied with effect from 1 December 2004 to the basic pay of the categories of staff whose pay scales are attached herewith.

2.The payment of the 2% increase is dependent, in the case of each organisation and grade, on verification of co-operation with flexibility and ongoing change, satisfactory implementation of the agenda for modernisation, maintenance of stable industrial relations and absence of industrial action in respect of any matters covered by the Sustaining Progress agreement. In this context the Education Sector Performance Verification Group (ESPVG) has carried out an assessment of the extent of progress and co-operation reported by the VEC Partnership Forum and has recommended that payment of the relevant pay increase due on the 1st December 2004 as provided for in paragraph 19.18 of Sustaining Progress is warranted.

Part-time staff

  1. The pay of part-time staff may be revised, in accordance with normal arrangements, by reference to the pay of wholetime staff to which they are related for pay purposes.
  1. This Circular Letter does not apply to groups of staff that are subject to the parallel benchmarking process. A separate sanction will issue at the appropriate time for the payment of this increase to those staff.

Allowances

  1. Allowances in the nature of pay payable for staff, to whom this Circular Letter applies, may be increased by 2% with effect from 1st December 2004.

General

  1. The final payment of Benchmarking increases and future payments under Sustaining Progress are dependent, in the case of each grade, on verification of co-operation with flexibility and ongoing change, maintenance of stable industrial relations and absence of industrial action in respect of any matters covered by Sustaining Progress. Payment is dependent on verification of satisfactory achievement of targets to be achieved in relation to ongoing change and flexibility.

Pensions

  1. Pensions in the course of payment on 1st December 2004 in respect of former Buildings Maintenance Staff may be adjusted, as appropriate in the normal way by reference to salaries as increased on the basis set out in paragraph 1.
  1. Please provide a copy of this Circular Letter to staff members, as appropriate, in the normal way.
