DRAFT MINUTES

1.  Administrative

Mr. McCluskey opened the meeting and welcomed the participants. Ms. Mallett conducted the introductions and delivered the Antitrust Guidelines and Other Meeting Policies reminder. Ms. Van Pelt, seconded by Ms. Munson, moved to adopt the draft agenda as final. The motion passed without opposition.

The subcommittee reviewed the June 27, 2017 WGQ BPS draft meeting minutes. The references to “Mr. Parker” were changed to ‘Mr. Young.” Mr. Lander, seconded by Ms. Hogge, moved to adopt the revised draft minutes as final. The motion passed without opposition.

2.  Discussion and Vote on Standards Request R17002

Mr. McCluskey stated that the WGQ BPS previously discussed Standards Request R17002 during the June 27, 2017 WGQ BPS conference call. Ms. Van Pelt stated that R17002 was submitted by Boardwalk Pipeline Partners, LP and Kinder Morgan Inc. and asks to modify the usage of data element “Service Requester Contract” for the Unthreaded segment of the Pathed Nonthreaded Model in NAESB WGQ Standard Nos 1.4.1 Nomination and 1.4.5 Scheduled Quantity data sets so that the usage of the data element is changed to Business Conditional, based upon the business condition of the Transportation Service Provider receiving the nomination.

Ms. Van Pelt stated that Boardwalk Pipeline Partners, LP, Kinder Morgan Inc., and National Fuel Gas Distribution discussed an alternative proposal before the call. Mr. Connor clarified that the revised paragraph is an exception to the nomination key. Ms. Hogge suggested that “Service Requester Information” should be replaced with “Service Requester Data.”

Ms. Van Pelt, seconded by Mr. Lander, moved to adopt a motion to approve the modifications to NAESB WGQ Standard No. 13.27 as revised during the meeting along with instructions to the joint Information Requirements and Technical Subcommittees.

Mr. McCluskey opened the floor for discussion. The subcommittee discussed whether proper notice was given to have the vote. Mr. Lander requested a balanced vote. The motion unanimously passed the balanced vote.

3. Adjourn

Mr. Lander, seconded by Ms. Van Pelt, moved to adjourn the meeting at 10:45 AM Central. The next WGQ BPS conference call is scheduled for July 18, 2017 from 9:30 AM to 11:30 AM Central. During the meeting, the participants will discuss and possibly vote on R17003.
