1.Purpose of Document
The purpose of this document is to capture the requirements and design specification for a SaMC Charge Code in one document.
2.Introduction
2.1Background
Station Power is the energy used to operate auxiliary equipment and other load that is directly related to the production of energy by a generating unit (ex. heating and lighting for offices located at the plant). FERC has established a policy that allows a single entity that owns one or more generating units to self-supply Station Power over a monthly netting period using energy generated on-site or remotely. Under the existing ISO Tariff, Station Power may be self-supplied only when a generating unit is operating. In response to a complaint filed by a market participant, FERC issued an order on November 19, 2004 directing CAISO to make a compliance filing to conform the CAISO Tariff to FERC policy regarding the self-supply of Station Power. With these revisions to the CAISO Tariff, owners of generating units in the ISO Control Area will be able to displace retail energy purchases from the responsible Utility Distribution Company.
On April 18, 2005, as amended on May 3, 2005, CAISO filed Amendment No. 68 to its Tariff, which proposed revisions intended to conform to FERC’s Station Power precedent. Amendment No. 68 would authorize eligible generators to engage in the on-site self-supply of Station Power requirements and remote self-supply from facilities owned by the same entity. CAISO also proposed that third-party supply be allowed to the extent permissible under state law. The CAISO Station Power proposal would extend to any generating unit that was subject to the CAISO Tariff, including non-merchant generators.
CAISO proposed a monthly netting interval to determine whether a generator’s net output was negative or positive for the month. The CAISO proposed that Station Power that is self-supplied through on-site generation would not be subject to any transmission charges. In contrast, Station Power supplied by remote self-supply and third party supply would be subject to transmission charges. Load associated with on-site self-supply, remote self-supply and third party supply would be assessed all charges applicable to metered demand under the CAISO tariff, including ancillary services charges. Unscheduled deviations associated with Station Power would be settled at the applicable zonal prices. CAISO also proposed administrative charge of $500 for submitting a Station Power application and a charge of $200 for shifting meter data to a unique load identifier pursuant to the CAISO’s proposed Station Power protocol.
FERC, in its June 22, 2005 Order, conditionally accepted in part and rejected in part CAISO’s proposed tariff revisions, filed under Amendment No. 68, to become effective upon no less than 10 days notice by CAISO that the necessary software modifications had been implemented, but no later than July 1, 2006. FERC also ordered CAISO to make a compliance filing within 30 days after six months after the commencement of the Station Power protocol.
On February 17, 2006, FERC issued another order granting in part requests for rehearing of Duke Energy Moss Landing LLC and Constellation Generation Group, LLC of the June 22, 2005 Order. In this order, FERC addressed the issue on the effective date of the Station Power protocol and required CAISO to implement it by April 1, 2006.
2.2Description
Station Power Fee (CC 6609) is a monthly administrative charge (currently $200) to each Business Associate for a Generating Unit that uses remote and/or third party locations to supply station power. This service charge is collected by the CAISO for shifting or reassigning meter data to Station Power load identifiers (IDs) from the Generating Unit. The revenue collected is placed in the CAISO Station Power Trustee Account Charge Code Requirements.
This Charge Code will be implemented pursuant to a configuration enhancement procedure that allows for gains in performance, thereby reducing the volume of calculations executed during the monthly Settlement Run. The outcome of this feature is not published on the monthly Settlements Statements issued to participants. However, this enhancement procedure has no impact on the actual calculation of the settlement amounts determined by this Charge code. The performance enhancement is achieved through the availability of a feature that makes the results of (previously calculated) daily Settlement Runs available during to the CAISO operator for the monthly run in lieu of the operator having to re-execute daily calculations within the monthly Settlement Run. Additionally, this feature will provide the CAISO operator monthly totals of (previously calculated) daily outputs as well as monthly totals of primary bill determinants as needed. The CAISO will notify participants of which Charge Code uses this feature by including this statement in the description of the affected Charge Codes. In addition, the CAISO will indicate in the applicable CAISO Formula sections which of the individual calculations within the monthly run utilize this feature.Participants can verify the Settlement Amounts resulting from this Charge Code in their monthly calculations by utilizing the daily input data as defined in the input sections of each Charge Code, the amounts and/or quantities of which are published on the relevant, daily Settlement Statements.
