Position Overview:

This full-time contract Archaeologist position will function as a Lead Cultural Resource Specialist for the Federal Columbia River Power System (FCRPS) Cultural Resources Program within the client’s Administration’s Environmental Compliance and Cultural Resources (ECC) organization. The FCRPS Cultural Resources Program obtains information on cultural/historic/archeological resources that may be affected by the client and partner agencies (Bureau of Reclamation and the US Army Corps of Engineers) ongoing operations of the FCRPS. Our client utilizes a variety of systems to record, maintain and track information for analyses, consultations and reporting in accordance with federal and state laws. The primary purpose of this position is to provide professional knowledge in the inventory, evaluation, protection and management of prehistoric and historic resources. The position is located in Portland, Oregon.

Position Responsibilities include:

·  Facilitate/coordinate meetings, including:

o  Preparing and distributing agendas;

o  Taking and distributing meeting notes;

o  Preparing, compiling, copying, etc. meeting materials;

o  Coordinating with program participants who may represent other federal and state agencies and tribes.

·  Draft, edit, and review contract statements of work (SOWs) and associated deliverables for review, acceptance and approval by the manager, Project Manager(s) and/or Contracting Officer’s Technical Representatives (COTRs).

·  Develop and recommend plans for cultural resource fieldwork, such as plans for pedestrian survey, subsurface testing, and site monitoring.

·  Maintain, process, disperse / destroy electronic and hard copy records (compliance reports, site records, etc), files and filing systems in accordance with compliance and the Information Governance & Lifecycle Management (IGLM) standards and procedures.

·  As requested, may prepare and review cultural resource management plans and project plans, recommending specific actions needed for long term cultural resource protection, including priorities, costs and schedules.

·  Provide expertise on the compliance of various proposed undertakings with federal cultural resources laws, their associated regulations, utility and federal policies and guidelines, including Department of Energy (DOE) tribal policies and guidance, submitting recommendations, draft action plans, etc. for review, acceptance and approval by Project Manager(s) and/or manager..

·  Track / monitor program and/or contract expenditures, alerting appropriate manager and/or COTR of potential issues / concerns.

Position Requirements:

Education/Experience:

·  Masters degree in Archaeology, Anthropology or directly-related field is preferred.

·  Bachelor of Science in Archaeology, Anthropology or directly-related field is required.

·  5 - 9 years work experience as an archaeology professional or equivalent specialized training in archaeological research, archaeological administration or archaeological management is required.

o  A professional in prehistoric archaeology requires at least one year of full-time professional experience in the study of archaeological resources of the prehistoric period.

o  A professional in historic archaeology requires at least one year of full-time professional experience in the study of archaeological resources of the historic period.

·  At least 6 months of supervised field and analytic experience in Columbia River Basin archaeology is required.

·  Working knowledge of the National Historic Preservation Act (NHPA) is required.

·  Extensive experience in writing proposals, summary reports of field surveys and statements of work is required.

·  Experience with Microsoft Office Suite Software (MS Word, Access, PowerPoint, Excel, Outlook); (MS Office 2010 proficiency required)

·  Candidate resume / experience matrix should include explanation of any related experience with the following:

o  Proven knowledge of the National Historic Preservation Act (NHPA); demonstrated experience and/or knowledge with section 106 of the National Historic Preservation Act

o  Familiarity with the Native American Graves Protection and Repatriation Act (NAGPRA), American Indian Religious Freedom Act (AIRFA) and National Environmental Policy Act (NEPA) is preferred.

o  Knowledge of the Archaeological Resources Protection Act (ARPA) is preferred.

o  Understanding of GIS and GPS technology is preferred.

o  Knowledge of reservoir impacts to historic properties, electrical transmission systems, and fish and wildlife mitigation programs is desirable.

Additional Requirements:

·  The selected candidate will be required to sign a client Non-Disclosure Agreement (NDA) as a condition of the contract assignment.

·  This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.

·  RSA token shall only be utilized when conducting work directly related to the API. Any other work is unauthorized. Contract worker is responsible for the safe-keeping of the client issued RSA token at all times. If the RSA token is lost or compromised, immediately contact the COTR. All information associated with work performed offsite must be maintained in the client’s network environment. No client information will be allowed to be transmitted, stored and created, etc., on the contract worker's personal devices. Contract personnel must follow all client and government-wide security, asset management, and cyber security policies and procedures.

·  Up to 30% travel (approximately two overnight trips each month) is a requirement of this position.

·  Valid Drivers License is required.

·  First Aid/AED/CPR certification is required within 30 days of assignment start. The worker/employer is responsible for maintaining current certification.

·  Personal Protection Equipment (PPE) is required.

o  ASTM F2413-11, Class 75EH rated footwear with over the ankle lace up and rigid sole and heel required for all field travel;

o  White hard hat;

o  Other appropriate/required PPE, as required by State or Federal OHSA for the work to be performed.

·  Performance Expectations:

o  Become familiar with and follow the safety practices of the client’s Accident Prevention Manual.

o  Carry out assigned tasks with a professional demeanor reflected in excellent written and verbal communication skills, listening skills, patience, reasoning and problem solving.
