2- Statement of Work :

Global Communities (formerly CHF International) is a non-profit international development organization acting as a catalyst for long-lasting positive change in low and moderate income communities around the world, helping them to improve their social, economic, and environmental conditions. With funding provided by the United States Agency for International Development (USAID), Global Communities in the West Bank and Gaza - under the activities of the “Local Government and Infrastructure Program- LGI” - and in partnership with Ramallah Municipality is currently planning to start the implementation of a pilot project in the West Bank that aims to establish a “House of Expertise” as a community center that builds on active and dynamic partnerships between Municipalities, Private Sector, Academic Institutions and Think Tank Organizations, to provide opportunities for senior community members with technical knowledge and cross sectorial expertise to volunteer their time to help provide capacity building for CBOs , monitoring and guidance, mentoring and coaching and on the job-training for young university students, seeking advice on how to build their career and be competitive in the job market as well as start new business ventures. The Center will also host a resource library with access to academic and professional resource centers worldwide, and will provide professionals and students access to professional references, academic journals and periodicals. The Center will also provide two training rooms (with capacity of 20 trainees per room), equipped with latest technology in video and audio equipment, to be used as training facility for CBOs and youth. Considered to be a pioneer in the local and regional context, this Center will be the first of its kind in the region, and will ultimately represent an active example of how to establish sustainable and effective partnerships between, municipalities, the private sector, and concerned citizens towards maximum utilization of community human resources towards socio-economic returns for local communities. As such, and under the direct supervision of the LGI Deputy Program Director-Governance (DPD-G), Global Communities West Bank and Gaza is seeking the services of a highly organized, dynamic, motivated and qualified individual consultant, for an 11 month consultancy service contract to act as the “Project Manager” for the project.

Objectives :
1-  Provide required support for the DPD-G, and Ramallah Municipality Manager in the overall management of the project during its lifecycle.
2-  Ensure daily supervision and follow up on the implementation of the project (House of Expertise in Ramallah City).
3-  Ensure proper coordination amongst stakeholders, including Ramallah Municipality leadership and senior management at Global Communities.
4-  Ensure the project implementation is within allocated budget and time frame as guided by the DPD-G at Global Communities, and the Municipality Manager at Ramallah Municipality.
Services Scope Description :
During the time frame for this assignment, the consultant is expected to assume the responsibility of gathering and consolidating all quantitative and qualitative data relevant to reporting on progress and impact of all institutional development and related technical assistance activities, during the lifecycle of the project. Moreover, the consultant is expected to assist both the Ramallah Municipality Manager and the DPD-G at Global Communities, in coordinating project interventions with relevant local and regional entities in the West Bank and all relevant local, regional and national stakeholders including the MoLG for the implementation of all project activities, by assuming a number of duties and responsibilities, as follows:
1.  Stage I- Inception Stage (Jan-Feb 2016):
a.  Coordinate efforts between relevant stakeholders, including senior management and leadership of both Ramallah Municipality, and relevant CBOs in Ramallah City to help develop, finalize and secure required buy in and endorsement on the concept for the Center, including but not limited to the following:
i.  Development of the Concept Document outlining key functions and services to be provided by the Center.
ii. Working closely with both the Ramallah Municipality Manager and the DPD-G at Global Communities to develop the vision and long term strategy document for the center, including institutional and detailed management structure (incorporating required staffing with job descriptions, functions, duties and responsibilities matrix for Center management and staff), operations, and marketing and outreach plans.
b.  Oversee and provide daily management of consultancy services for the architectural designs for the rehabilitation of the existing building allocated for the project, and the preparation of relevant tender documents required for procuring the services of constructions firms.
c.  Follow up the tendering process for procuring services for construction firm(s) to carryout required physical rehabilitation and construction works of the Center building.
d.  Identification and finalization of required list of IT equipment, relevant systems, and furniture to prepare the center to be fully operational as per the developed Concept Document and architectural designs.
2.  Stage II- Implementation Stage (March-June 2016):
a.  Provide required daily management and supervision for the construction and rehabilitation phase, including submission of bi-monthly (every 2 weeks) progress reports.
b.  Supervise the works of service providers and vendors, and follow up on delivery and installation of required equipment, systems i, debugging and testing, and trainings of relevant center staff, and provision and installation of Center furniture.
c.  Oversee the process of purchasing the required online resources, and subscriptions to online periodicals to ensure their availability once the Center is ready for operation, as stipulated in the operational plan for the Center.
d.  Supervise and streamline the implementation of required marketing and outreach activities as detailed in the marketing and outreach plan for the Center. This should also include conducting any required liaising with private sector entities, academic institutions and universities, both on local and international levels, to secure required coordination and leveraging of resources where possible.
e.  Supervise the recruitment of the Manager Position, and other relevant staff for the Center as per the Management plan.
3.  Stage III- Operation Stage (July-Nov 2016):
a.  Supervise the Launch Event for the Center, including conducting all required procurement of services, networking, visibility and outreach activities. Given the importance of the launch event, the Project Manager is expected to provide detailed plans for approval from both Ramallah Municipality and Global Communities, at least two months prior to the event itself.
b.  Supervise staff training and orientation during the early stages of operation to ensure streamlined operation of the Center once fully open to the public.
Key Deliverables :
1.  Concept Document for the Center.
2.  Long Term Strategic Document.
3.  Management Plan for the Center.
4.  Operational Plan (5 years) for the Center.
5.  Marketing and Outreach Plan for the center (3 years).
6.  Detailed list and specifications for required equipment, systems and furniture.
7.  Tender Documents for the above (6).
8.  Detailed job descriptions for staff working in the Center.
9.  Submission of progress reports (Bimonthly).
10.  Submission of quarterly reports (detailing major achievements and progress of the project).
11.  Submission of final report (detailing project life cycle from the inception report until operation).
