APPLICATION TO FORM A RECOGNIZED STUDENT ORGANIZATION (RSO)

In applying for recognition to become an Recognized Student Organization (RSO) of the Boston University School of Public Health, students must work with the Office of Student Services to ensure that the mission of the organization is unique, and cannot be served by an already established BUSPH/BUMC student organization. Additionally, the mission of the organization should focus on public health as broadly defined (see note in Mission Section below).

The Office of Student Services reserves the right to deny official recognition to any student group as it sees fit.

Formation of an Interest Group

The option of creating an Interest Group is strongly recommended for students who are interested in creating a new student organization but do not feel they are able to meet the necessary RSO requirements.

An Interest Group is not considered an official BUSPH Recognized Student Organization, and will not receive funding or advertisement as such, but may hold meetings decide whether or not to pursue official recognition.

*Loss of Official Recognition*

Should a Recognized Student Organization be deemed inactive, the group members must reapply in order to receive official recognition. A Recognized Student Organization shall be considered inactive for the following reasons:

o  An officially recognized student organization will be considered inactive should there be no leadership for one semester.

o  An officially recognized student organization will be considered inactive should there be a considerable lack of activity, as determined by the Program Coordinator, Office of Student Services.

Constitution

All BUSPH Recognized Student Organizations are required to complete a Constitution. The Constitution shall guide decision-making procedures for the organization. The RSO Constitution should be reviewed on a yearly by the Officers, and an updates version should be turned into the Program Coordinator, Office of Student Services, by the end of the Spring semester.

MISSION

All officially recognized student organizations of the Boston University School of Public Health must have a mission relevant to public health. (Please refer to the ‘What Is Public Health?’ section of the ASPH website as a guideline when drafting your mission: http://www.asph.org/document.cfm?page=300.)

MEMBERSHIP

Membership normally consists of BUSPH Students, both full-time and part-time, although the organization is encouraged to open membership to include all students on the BU Medical Campus. The Secretary is responsible for maintaining a full membership list. Additionally, a copy should be given to the Office of Student Services. Organizational leaders are responsible for informing members of meeting attendance requirements and collection of annual dues.

OFFICERS

Student Organizations must have a minimum of three officers, including President, Secretary and Treasurer. (One person cannot hold more than one position). The specific structure and role of officers must be outlined in the Constitution. It is important to keep in mind the expected graduation dates for all officers, so as to avoid gaps in leadership which would disrupt the continuity of the group.

Roles of RSO Officers

o  President

o  The President Shall:

§  Plan and facilitate all general and special RSO meetings.

§  Act as a main point of contact for the RSO.

§  Work to advance the growth of the RSO.

o  Treasurer

o  The Treasurer shall:

§  Set a budget and maintain group funds.

o  Secretary

o  The Secretary shall:

§  Maintain group membership list.

§  Produce action-oriented meeting minutes for the RSO

ELECTIONS

Elections ensure ongoing transfer of leadership. Executive members of the group should meet to determine the election schedule. Elections should occur no later than November 15 of the Fall semester. If elections are deemed necessary for the Spring semester, they should occur no later than March 15.

AMENDMENTS

The process for amending the Constitution must be outlined. Amendments include decision-making procedures for allocation of organizational funds (e.g. majority vote by all organization members, decisions made by organizational board members, etc.). Amendments to existing constitutions should be signed by the officers of the student organization and the Program Coordinator, Office of Student Services, at the time the amendments are made.
