ADN/003 ACADEMY COORDINATOR

The Academy Coordinator will be a designated Training Officer. The Academy Coordinator's basic responsibility will be to ensure that the class flows smoothly: however, this does not absolve other Training Officers of the responsibility. The Officer in charge of Training will be responsible for final evaluations of all participants.

ADDITIONAL ACADEMY COORDINATOR RESPONSIBILITIES:

RecruitAcademy
  1. Coordinate FTO selection process.
  2. Arrange Academy syllabus.
  3. Schedule/coordinate outside instructors.
  4. Ensure Recruit curriculum is ordered and on hand.
  5. Ensure other Academy materials are ordered and on hand, i.e., Rules and Regulations. Blue Books. Academy nametags, Graduation invitations/programs, photo I.D.'s.
  6. Establish, with EMS Officer, the EMS/CPR history of Recruits.
  7. Issue Academy protective clothing and order personal protective clothing, bunker coat and pants, suspenders, helmet, boots, ear protection, PASS device, and gloves, Nomex Hoods, etc.).
  8. Coordinate Firelighter I and II testing and Live Burn with OSU-FST.
  9. Ensure documentation of Academy via slides, video, and log books.
  10. Reserve Graduation facilities and coordinate Graduation Ceremony.
/ Promotion/Career Development Academies
  1. Arrange Academy syllabus.
  2. Schedule/coordinate outside instructors, resources, and agencies.
  3. Ensure materials are ordered and on hand, (Curriculum, hand-outs, name tags. etc.)
  4. If required, order helmets (Driver, Captain).
  5. Reserve classroom and other facilities.

ADN/004 USE OF THE TRAINING FACILITIES

The following are priorities for use of the Oklahoma City Fire Department Training facilities. When scheduling events, determine which priority they hold and check the calendar to avoid conflicts with previously scheduled events.

  • Charging of admission, receiving donations, offerings, sales of merchandise, or solicitation of money in any manner must be approved by the Fire Chief, or his designee, prior to any event of that nature being scheduled.
  • Audio/Visual equipment normally will not be provided by the Fire Training work section. No permanent scheduling that is daily, weekly, or monthly in nature will be accepted without prior approval.
  • The facilities will not be available for events on holidays or weekends, except for events sponsored by OKC fire/police departments or OSU-OKC.

FACILITIES USE AGREEMENT

Application for use of the facilities should he made through the Officer in charge of Training.

The letter should contain:

  • The person responsible for the event
  • Title of event with brief description
  • Duration
  • Approximate number of people attending

The person signing the application will be responsible for the organization using the facility and contacting the Training work section in case of cancellation of the event if the application is approved.

RESPONSIBILITY AND CONDUCT FOR USE OF FACILITY

Responsible organization(s) must:

  1. Return tables/chairs and equipment used, to designated places.
  2. Provide adequate supervision of all activities associated with the organization, prior to and after the event.
  3. Any fire department property damaged by an organization shall be replaced or repaired in accordance with specifications determined by the fire department.
  4. The organization will be responsible for all clean-up after the event is completed.

Each request for use of the training facility will he reviewed on its own merit and will not set a precedent for future events.This policy is intended to serve as a guide. Fire Department Administration reserves the right to interpret or deviate from the policy at such time as may be necessary for the welfare of the Oklahoma City Fire Department.If there are any concerns whether an agency can use this training facility, no commitment shall be made until cleared with the Officer in charge of Training.

ADN/005 OUTSIDE PROJECTS

It should always be remembered that office activities have priority over any outside projects. A Training Officer's acceptance of outside projects should be based on current and scheduled office activities. The Training Officer will notify the Officer in charge of Trainingof projects that will take the Training Officer away from the office or occupy time in the office.

ADN/006 LOANING OF EQUIPMENT,VIDEO TAPES, TRAINING MATERIALS

Equipment, video tapes, and training materials may be loaned to personnel within the department as long as it does not hamper office activities. Equipment, video tapes, and training materials should not be loaned out more than three consecutive days under normal circumstances. The Training Officer making the loan will make sure that the person receiving the item(s) signs-out for the item(s) and is made aware of when the item(s) is to be returned.

The Officer in charge of Trainingwill be notified of any a requests for a loan from an outside agency. It will not be the normal procedure to loan or provide A.V. equipment to outside agencies.

ADN/007 FIRE/POLICE GYMNASIUM UTILIZATION

All personnel are encouraged to use the gymnasium. It is the intent that employees have free use of the facilities on a 24-hour basis, however to ensure continued use of these facilities some restrictions must be established:

  1. The use of the Oklahoma City Police Department Training Center Gym and Weight Room is limited to active and retired members of the Oklahoma City Police Department and the Oklahoma City Fire Department.
  2. Family members of police officers and firefighters may use the gym facilities, but only when accompanied by the officer or firefighter, who is ultimately responsible for their conduct and safety.
  3. No persons under the age of fourteen (14) are allowed in the Weight Room.
  4. All persons using the facilities will produce Identification and/or official credentials upon the request of any Training Center Staff member.
  5. Failure to adhere to these directives will be cause for disciplinary action.

Compliance with these rules should serve w the employee's benefit and improve the quality of the time spent in the gymnasium.

OPS/001 DRILL GROUND AND TRAINING TOWER SECURITY

It is the responsibility of the Officer in charge conducting evolutions on the drillground to make sure the area and all equipment used is secure at the end of each day.

The tower should have all the windows closed and the doors locked. The walk and drive through gates on the northeast corner of the grounds will be locked.

Any reserve apparatus that is used will be parked appropriately, windows up, batteries and radio switched off, and pumps drained.

OPS/002 RESPONDING TO INCIDENTS

Training Officers responding to incidents should do so with the basic speed rule in mind. At no time should the Training Officers endanger themselves or the public. Once on the scene, they should report to the Incident Commander for assignment.

During normal duty hours, coordination between the Training Officers will be necessary to ensure scheduled office activity is covered. Permission must be obtained from the Officer in charge of Training before any Training Officer responds to such incidents.

If a Training Officer is away from the office during normal duty hours and responds to an incident where they will be actively involved, they should notify the Officer in charge of Trainingvia telephone or through dispatch.

If a Training Officer chooses to respond to emergency calls off duty, it will not be considered hours worked. The Training Officer is required to report to duty at their regularly assigned time to ensure that their responsibilities/commitments are met.

OPS/003 LOCKING THE BUILDING

It is the responsibility of all Training Officers to ensure that the building is locked, lights are off, and thermostats are properly set, after normal duty hours.

For the purpose of locking the building, it will be divided into the Office Area, North, South, and Outside.

OFFICE AREA: / Door from office area to conference room, file room, hall door, and door leading from foyer into front office area.
NORTH: / Entry door on west side of building, conference room door. kitchen door. entry door at northeast corner of building.
SOUTH: / Door to gymnasium, make sure lights are off in A.V. area, doors to south office area, maintenance room, all doors to apparatus room, outside entry door at southeast comer of building.
OUTSIDE: / Gates to the drillground, to ensure they are locked.

OPS/004 AUDIOVISUAL EQUIPMENT

It is the responsibility of the Training Officer using A.V. equipment to properly store the equipment after each use. At no time should A.V. equipment be left unsecured in the classroom. A visual inspection should be made of the permanently mounted equipment to ensure that the equipment is turned off and the cabinet is locked.

OPS/005 CLASSROOM DECORUM

The Training Officer shall maintain a professional image at all times while in the classroom and during training sessions. The Training Officer shall be adequately prepared for training sessions and wear the appropriate fire department uniform in the classroom and when conducting outside drills.

The Training Officer should refrain from taking beverages into, and using tobacco in the classroom.

It should be remembered that verbal responses can be misconstrued, therefore: prudence should be used in responding to questions or statements from students.

During training sessions the Training Officer is in charge and should make appropriate decisions concerning the session. Decisions to terminate a training session for major incidents shall come from Fire Administration through the Officer in charge of Training.

At the end of the training session, it is the responsibility of the Training Officer to remove training materials from the classroom.

OPS/009 FIRE COMPANY USE OF THE DRILL GROUND

The Drill Ground and Tower are available for district or individual company training:

Any District, or Company Officer wishing to utilize the Drill Ground for training, should use the following procedure for scheduling and usage:

  1. Notify supervisor and obtain approval.
  2. Call the Training work section to schedule a date and time when the facility is available, and obtain approval from the Officer in Charge of Training. Any rescheduling will be according to Fire and Police Training priorities.
  3. All training activities shall be done using approved departmental procedures, with safety of personnel as the top priority.
  4. After completion of training activities, secure the facilities. (example: close and lock all windows, doors, and gates. (see OPS/001)
  5. Any injuries to personnel or damage to facility, apparatus, or equipment shall be reported using the appropriate departmental procedures. (vehicle accident report, injury report, and supervisor's accident investigation form, etc.)

OPS/010 COMPANY BRIEFING

All companies assigned to activities at the Training work section or Drill Ground, are to check in at the Training Office for a briefing of the days activities.
