The VenturaCounty Community CollegeDistrict assigns enrollment priorityto all new, continuing,and returningstudents in accordance with the California Education CodeandTitle 5 AdministrativeCode.Enrollmentpriorityisalsoknownasregistrationpriority.

NEWSTUDENTS: receiveenrollmentpriorityafter completingorientation,assessmentand a studenteducationalplan.Thesemay beaccomplishedindifferentwaysincluding, butnotlimited to, completing theonlineorientationorattendinganin-personsession;takingtheassessmenttests,submittingtranscriptsof othercollege workcompletedand/or othertestscoresforevaluation;completing aoneor two-semester “abbreviated” educational plan,ordevelopinga comprehensive educational plan thatisapprovedbyanacademiccounselor.

Exemption from a service:Newstudentshavethe righttorequestanexemptionfrom orientation,assessment, and educational planning activitiesbasedoncriteriaidentifiedbelow;studentswhoclaimexemptionwillnotbeeligible forenrollmentpriority. Theexemptioncriteriaareasfollows:

Student has earned an Associate or higherdegree.

Student is a SpecialAdmission student (concurrently enrolledminor).

Studentis enrollingsolelyto take a course thatislegally mandated for employment or necessaryinresponseto a significant change in industry or licensure standards.

CONTINUING STUDENT: a student whohas beenenrolled in one or more of thetwo previous primary semesters.Only continuing students are eligibleto applyfor a high-unit waiver.

Continuing studentsreceiveenrollmentpriority basedonthe numberofcompletedandin-progressdegree-applicableunitstakenatanyofthecollegesinthisdistrictprovidingtheyhavenot been placedon academic orprogressprobation ormoreserious academic sanction fortwo consecutiveterms. Transfer units are not usedtocalculateenrollmentpriority.

Limitations

Continuing students whohaveearned more than 90 unitswilllose enrollment priority and willregisterduringopenregistrationunlesstheysuccessfully petitionfor awaiver that reinstates themto theprevious enrollmentpriority.Thepetition forreinstatementofenrollment priority isinitiatedthrough a counselingappointment.

Studentsmaypetition forreinstatementofregistrationpriorityiftheyareenrolledin a high-unitmajororprogram ofstudy, high-unit transfer major; or areregistering fortheirlast semester attheacollegewithin the VCCCD.

Continuing students whoareplaced onacademicor progressprobationormoreseriousacademicsanctionfortwoconsecutivetermswilllose enrollment priority and willregisterduringopenregistration.Studentswholose theirprioritymayappeal if they have verifiable extenuating circumstancesasdefinedbelow;anapprovedappealwillresultinthe reinstatementof enrollmentpriority. Thepetitionto appeallossofenrollmentpriorityisinitiatedthrough a counseling appointment.

Extenuatingcircumstancesaredefinedasverifiablecasesofaccident,illnessorothercircumstancesbeyondthe student’scontrol.Appealsmust besupportedbyverifiabledocumentation ofcircumstances.

RETURNING STUDENT: a student who has been previously enrolledat any of the colleges in the district, buthas not beenenrolled foreitherof the previous twoprimarysemesters.

Returningstudents who have not attended in atleastone year,whohavecompletedfewerthan90units,areingood academic standing in theVentura County CommunityCollege District,and have completed orientationassessmentandaneducationalplanwillhaveregistrationpriorityover returning students whodo not meet thesecriteria.

SPECIAL ADMISSION STUDENT: a concurrentlyenrolled minor attendingpublic,private or home school whoisalsotakingclasses at a collegeintheDistrict.

SpecialAdmissionstudentsregisterbehind othergroupsas designated bystate mandateCalifornia Education Code,Section 76001(e)(1). Where the District has anMOU withspecifichighschoolsthatdesignatethem aspartnersin a “middlecollege highschool”agreement, thestudentsfrom thosehigh schoolswillbeafforded priority over other special admission students.

ASSIGNMENT OFENROLLMENT PRIORITIES IN THEVENTURA COUNTY COMMUNITY COLLEGEDISTRICT

Pursuant to Title5 Sections58106, 58108;EducationCode Section 66025.8 et. seq. within the Ventura CountyCommunity CollegeDistrict,priority registrationappointmentsareassigned basedon thefollowingcriteriaandinthefollowing order:

1)Priorityasdefinedbystatute for:

active militaryandmilitaryveterans,DSPSstudents, EOPSstudents,andCalWORKS students- allcontinuingand returningstudentsin thesegroupsmustbe in good academicstanding;allnewstudentsinthesegroupsmust have completed orientation, assessment, and an educational plan.

  • CalWORKS students
  • EOPS students
  • DSPS students

Foster youth and former fosteryouth; all newstudentsmust havecompletedorientation, assessment,and aneducational plan.

  • Homeless students
  • Military Veterans and active duty personnel

Note: All continuingand returning studentsin the above groups must be in good academic standing; all new students in the above groups must have completed orientation, assessment, and an educational plan.

2)Student athletesbeyondtheirfirstsemesterasverified by adesignated athletics counselor and students currently participating in a First Year Experience cohort.aAll continuingstudentsmustbeingood academicstanding;students new to the college must have completed orientation,assessment,andan educationalplan.

3)Continuing students with 76-90 units* whoareingoodacademic standing.

4)Continuing students with 45-75 units* whoareingoodacademic standing.

5)Continuing students with 30-44 units* whoareingoodacademic standing.

6)Continuing students with 15-29 units* whoareingoodacademic standing.

7)Continuing students with 1-14 units* whoareingoodacademicstandingand Middle College Special Admission high school students.

8)a)New students who have completed orientation, assessment, andan educational plan

b) Returning students who have notattendedinat least one year,who have completed fewerthan 90.5 units,are in good academic standing in theVentura County Community CollegeDistrict, andhavecompleted orientation,assessment,andan educationalplan.

9)Openregistration forallstudents(excludingSpecialAdmission students), including:

All studentsthathavebeenplacedon academic or progress probationormoreseriousacademicsanctionfortwoconsecutivetermsunlesstheysuccessfully appeal for reinstatementof enrollment prioritybased onverifiable extenuating circumstances.

Newandreturning students who choosetobe exemptfrom participatinginorientation, assessment,and/orthe developmentof a student educationalplan (seeExemptioninformationabove).

  • Continuing and returning students with more than 90 units unless they successfully petition for reinstatement of enrollment priorities.

10)Other SpecialaAdmission highschoolstudentsnot associated as Middle Collegeand other concurrentlyenrolled minors.

DEFINITIONS

Abbreviated Educational Plan: Aplan that identifies thecourses a new student will take in their first oneortwosemesters.Anabbreviated educationalplan maybe developed by astudent with or without the help ofan academiccounselor, andis not approved by a counselor. Abbreviated educational plans are requiredfor all new non-exemptstudents;however, a comprehensiveeducationalplanwillalsosatisfythisrequirement.

Comprehensive(Active)EducationalPlan: A plan thatidentifiesthe courses a studentmust take to completetheirinformedprogram ofstudy and reach their educational goals. The comprehensiveeducational planisgenerally atleasttwo semesters long,andideallywillbelong enoughto identify everythinga student must due to achieve theireducational goal.

Good AcademicStanding:Defined solely forpurposes of assigningenrollmentpriority as a studentwho hasnotbeenplacedon academicorprogressprobationor moreseriousacademicsanctionfortwoconsecutive terms.Studentswho are on probation fortwoconsecutivetermswilllose enrollmentpriority for the nextterm.

InformedProgram of Study: The degree, certificate ortransferprogramofstudy that a studentdeclaresuponcompleting15 unitsof collegecoursework.The“informed programof study” is thebasis fora student’scomprehensive educational plan.
