BOARD OF SELECTMEN

Meeting Minutes – June 7, 2017

PRESENT: Doug Ludewig – Chair, Timothy McDonald – Vice Chair, and Darlene Sanborn, Dianna Boisvert and Sandra Schiller – Members.

ABSENT: None.

ALSO PRESENT: Curtis Lunt - Town Manager, Kevin Mulherin – Police Chief, Bruce Balfour – PW Director, David Shaw – CEO, and Doreen Christ – Recording Secretary.

1.  Call to Order and Pledge of Allegiance. This meeting was called to order at 6:00 pm by Doug Ludewig –

Chair, along with the Pledge of Allegiance.

2.  Minutes of May 24, 2017. There were several changes made to Item No. 3. Public Hearing: Warrant for June

13, 2017 Municipal Referendum. The following motion was made.

MOTION: by Timothy McDonald, seconded by Sandra Schiller to approve the Board of Selectmen meeting minutes for May 24, 2017, as amended.

VOTED: 5-0 (Passed).

3.  Department Head Reports. Kevin Mulherin – Police Chief said he was at the Main Street Dunkin Donuts in

Lewiston, Maine last Friday. He ate three (3) glazed donuts. He was there participating in the fundraiser for the “Special Olympics” from 7:00-9:00 am. His dept. finished the “Seat Belt Details Grant” Sunday. His dept. gave a lot of verbal warnings. Kevin Mulherin, along with Officers Paradis and Wessling assisted with the “Memorial Day Parade”. Kevin Mulherin said that he will be carrying the torch for the “Torch Run” tomorrow. They will start at the Fish & Game building. The torch then goes on to UMO on Friday, June 9, 2017, for the state games. Officer Paradis will be at the 5-6th Grade Class Graduation on Wednesday, June 14, 2017 with cake. Dianna Boisvert commented that Officer Paradis connects with the community.

David Shaw – CEO reported that houses are going up. He spends most of his day out doing inspections. He was doing a foundation inspection and the contractor backed into the Town’s Jeep vehicle. There was $5,000 in damage done. The insurance company says it is property damage, since he was not in the vehicle at the time it was hit. Riley’s Garage (Flaherty’s) is selling as an auto garage.

Dan Roy – Fire Chief said his dept. has received 56 calls year-to-date. They are down two (2) calls from this time last year. His dept. responded to a couple of vehicle crashes and a couple of miscellaneous calls. He reported that Memorial Day went well. The breakfast feed 150 people. This was a salute to the veterans. Dan Roy stated that his dept. has purchased a 16 foot, aluminum boat for the Fire Dept. to be used as a rescue boat. The boat has been serviced, registered, and insured. They still need a few more pieces of equipment. His dept. will be developing a SOP. They will also need to do training. The purchase price was $2,000, which was covered with funds from this year’s budget. This Friday, June 9, 2017, is the “Richard Milligan Scholarships”. Jason Mills and another will be present to do the Certificate of Achievements and Scholarships. Chief Roy stated that they have been busy doing the annual gear checks this month. Fit testing will also be done. A lot of money has been spent in refurbishing Engine 86. There is still money in the budget. These extras covered the expenses on Engine 86. Doug Ludewig mentioned the railroad ties on Beach Road that are covered in creosote. He stated that these are a hazard. Curtis Lunt will see if Pan Am Railroad or the MDOT can take care of this. Timothy McDonald suggested taking them to a secured landfill. If the MDOT or Pan Am Railroad does not want them, then see if the Town can remove them. Chief Roy reported that the Monmouth Beach Party/225th Anniversary is going well. There has been enormous support and sponsors. Brochures have been placed around the Town. Timothy McDonald will create another dozen. Chief Roy stated that everything is lined up. This will start at 3:00 pm at Public Works on July 8, 2017. Julie Sawtelle said that children will decorate bikes. There will be fire trucks, antique vehicles, floats, etc. Presentations will be at 4:00 pm at the Carriage House. From 5:00-9:00 pm will be food. There will be a couple of new additions. There will be a nine- (9-) piece instrument band. There will be open mike’s. The rescue boat will be in the water. The State Fire Marshal’s inspection is all done for the Fireworks. The Fireworks will be at 9:30 pm. There will be a couple of shows at Cumston Hall. There will be challenge coins for sale, bags, coffee mugs, etc. T-shirts are being done. They have raised $8,500 so far – almost $9,000. There are six (6) major sponsors. It was suggested that the new, six foot (6’) 225th Anniversary banners be donated to the major six (6) sponsors. Timothy McDonald said to incorporate the Monmouth Beach Party as a non-profit.

Bruce Balfour – PW Director said his dept. has put up the 225th Anniversary banners. They were placed today. Timothy McDonald said another suggestion is that these could be raffled off as souvenaires at the end of the summer. Bruce Balfour commented that the beach project is moving along. The trees have been placed. Travis from Wright-Pierce did the planting plan. Public Works borrowed the excavator from the Town of Winthrop. They dug the hole for the powerline. The building has been framed in. It was stained to match the existing building. There is a street light by the pavilion. Wires are run. The outlets are in. The dumpster will be delivered today by “Riverside”. This will only be there for three (3) months. Pat Jackson pumped out the existing toilet. It was a $200 flat fee to do this. The TIF paid for this. The beach opens on Thursday, June 15, 2017.

Curtis Lunt – Town Manager presented two (2) items that were not placed on this agenda listing. The first item was the Town of Monmouth Board/Committee Application that was submitted by Paul W. Peters for the Economic Development Committee (EDC). This item was distributed at this meeting. Paul Peters is a businessman and has been a farm business owner for 30 years. The following motion was made.

MOTION: by Timothy McDonald, seconded by Darlene Sanborn to move to approve the appointment of Paul Peters to the Economic Development Committee (EDC).

VOTED: 5-0 (Passed).

The next item was the Abatement – Supplement for Map 47, Lot 8. The Certificate of Abatement is for Natasha Goucher.

The amount abated is $2,935.97. The 2016 Supplemental Tax Warrant is for Frank Kaluzynski. The following motion was

made.

MOTION: by Timothy McDonald, seconded by Sandra Schiller to move to approve the Abatement – Supplement for Map 47, Lot 8.

VOTED: 5-0 (Passed).

4.  Public Comment. Timothy McDonald requested that a price get obtained on how much it will cost to place a

camera at the beach.

Dianna Boisvert asked if a fee could be charged for out-of-towners to use the beach. Curtis Lunt responded that there is not much evidence as to out-of-towners there. Darlene Sanborn commented to watch and see what happens. Timothy McDonald said we try to encourage people to come into our town. Timothy McDonald suggested designating times where people can have events.

Sandra Schiller said she attended the latest School Committee meeting. The plans for the new school look awesome. They are proposing to use wood pellets to heat the facility. Overall, she commented that this was a good meeting. The next meeting will include the façade. The parking lot has three (3) tiers.

5.  Downtown Plan Update. This document was prepared by the Kennebec Valley Council of Governments

(KVCOG). This is an update from 2005. It contains a lot of inventory, maps, and suggestions. It lists both a long- and short-term plan. Timothy McDonald stated that a lot of input was put into it. There were few changes suggested by board members. On Page No. 6, the second paragraph under “Monmouth’s Regional Context” the last sentence needs to be fixed regarding Charette Hilll and Violette Settlement. On Page No. 15, the list of businesses, “Central Financial/Peoples Insurance”, should read, “Peoples Insurance” only.

6.  Facade Program – Proposed Amendment. Curtis Lunt presented this item. The “Downtown Façade

Improvement Grant Program” is to encourage economic development. He made reference to dilapidated buildings. The funds are here for that purpose. There were a couple of amendments: On Page 2 it was suggested to not strike out the Application Deadline. On Page No. 3, under “Specific Objectives”, add to the end of the listing – “To remove blight and improve the appearance of distressed buildings in the downtown area.” On Page No. 4, Item No. 5 contains some added language and add Item No. 11. The correct spelling of beautification needs to be corrected. Any incomplete applications will not be considered. This is now for residential homes (distressed or blighted). Dan Roy asked how the TIF money works. There is $115,000 per year that the Town can keep and put in reserve accounts, if not used. Timothy McDonald said that there is a better explanation in the Town’s Annual Report. Timothy McDonald said administrative costs to prepare loans are paid by the applicant. David Shaw commented that if there is a fire, a blighted building is considered if the homeowner had no insurance. Darlene Sanborn stated that we need to clear up the public’s perception. Timothy McDonald requested Curtis Lunt provide a listing of what has been spent (TIF money) to be provided at a future meeting. The following motion was made.

MOTION: by Sandra Schiller, seconded by Dianna Boisvert to move to approve the amended “Downtown Façade Improvement Grant Program”.

VOTED: 4-1 (Passed). (Timothy McDonald Abstained).

7.  Appointment – Registrar of Voters. This appointment is required by State law. Curtis Lunt has volunteered

to fill the vacancy for Registrar of Voters for the Town of Monmouth. The following motion was made.

MOTION: by Timothy McDonald, seconded by Darlene Sanborn to appoint Curtis Lunt, as the Registrar of Voters for the Town of Monmouth, for the time being.

VOTED: 5-0 (Passed).

8.  Quit Claim Deed. The Quit Claim Deed is for Jane L. Audet (Map 1, Lot 20). Curtis Lunt stated that

everything has been satisfied. The following motion was made.

MOTION: by Timothy McDonald, seconded by Sandra Schiller to move to approve the Quit Claim Deed for Jane L. Audet (Map 1, Lot 20).

VOTED: 5-0 (Passed).

9.  Paving Bids. There were seven (7) paving bids submitted. State Paving was the lowest bidder ($58.97 per ton).

The following motion was made.

MOTION: by Timothy McDonald, seconded by Dianna Boisvert to move to accept Bruce Balfour – PW Director’s recommendation for State Paving.

VOTED: 5-0 (Passed).

10.  MDEP Contract for Sanborn Road Culvert. Included in board member packets was the MDEP Contract

for the Sanborn Road Culvert. The total agreement amount of this contract is $90,000. This contract requires a signature. The following motion was made.

MOTION: by Timothy McDonald, seconded by Darlene Sanborn to move to authorize Curtis Lunt to administer this agreement and to purchase services for the State of Maine Department of Environmental Protection (MDEP) Contact for the Sanborn Road Culvert .

VOTED: 5-0 (Passed).

11.  Warrant #25 Payroll and Payables. Curtis Lunt read a long listing of items over $1,000. The following

motion was made.

MOTION: by Timothy McDonald, seconded by Sandra Schiller to move to pay Warrant #25 - Payroll – $53,869

and Payables – $556,022.

VOTED: 5-0 (Passed).

Before adjournment, Timothy McDonald, at the request of Dianna Boisvert, reminded Curtis Lunt to place on the next

agenda sand at the beach.

12.  Adjourn. The following motion was made to adjourn the meeting.
