TIME AND PLACE: The meeting was called to order at9:12 a.m. on January 13, 2009,in board room 4 of the Department of Health Professions, 9960 Mayland Drive, Richmond, Virginia.

PUBLIC COMMENT: None
APPROVAL OF MINUTES: A motion was made by Dr. Stewart and seconded by Dr. Stutts
to approve the October 7, 2008 minutes with noted corrections.
The motion passed unanimously.
ADOPTION OF RESPONSE TO COMMENT ON FINAL REGULATIONS GOVERNING THE PRACTICE OF CERTIFIED SEX OFFENDER TREATMENT
PROVIDERS: Elaine Yeatts
Ms. Yeatts reported that no public comment was
received.
ADOPTION OF AMENDMENTS TO FINAL REGULATIONS GOVERNING THE PRACTICE OF CERTIFIED SEX OFFENDER TREATMENT PROVIDERS:
A motion was made by Dr. Stutts and seconded by
Dr. Stewart to adopt the final regulations. The motion passed unanimously.

CONSIDERATION OF REQUEST TO USE VIDEO CONFERENCING TO SATISFY
SUPERVISION REQUIREMENTS: Evelyn Brown
Ms. Brown presented a letter from Dr. Gilmore of the Department
of Veterans Affairs in which he requested that the Board
permit supervision via video conferencing to satisfy the
requirements of individual or group supervision during the resi-
dency, specifically in Salem, Virginia due to itsrural location and
lack of a sufficient number of licensed psychology supervisors. Discussion followed with the primary concern being the potential
for setting a precedent if the request was granted. Ms. Brown
stated that the Boardsof Counseling and Social Work have a
“geographic hardship” clause in their regulationswhich allows
the Boards to consider such requests on a case by case basis.
AfterdeliberationDr. Clark made a motion to allowVirginia
licensed psychology supervisors to provide video supervision, for
thisspecific request, due to the remote geographic location of
Salem,Virginia. He added that Dr. Gilmore be reminded that all
other residency requirements must be met asset forth in
regulation 18VAC125-20-65(B). Dr. Stutts further movedthat
a regulatory change be initiated to include a “geographic
hardship” clause in the Regulations that Govern the Practice of
Psychology in Virginia. Themotion was seconded byand passed
unanimously.
ADJOURN: With all essential business being conducted, and a Formal
Hearing scheduled to convene at 10:00 a.m., the meeting
adjourned at 9:40 a.m.
